2-in-1 strategy in bid to ease new tax pain
Draft bills on the new personal income tax structure and on the land and buildings tax will go before cabinet for approval simultaneously, finance permanent secretary Somchai Sujjapongse says, in a move intended to ease public anxiety over the tax burden.
The Finance Ministry plans to propose both drafts to the cabinet at the same time to show those concerned about the new land and buildings tax that they will be compensated by a lower personal income tax, he said, without saying when the bills will go before the cabinet.
Individual taxpayers will see increases in their annual expense allowance and other deductions, while the proposed land and buildings tax should satisfy all parties, as it will not represent an additional tax burden for people, said Mr Somchai.
He has ruled out a cut of the top personal income tax bracket of 35% for fear such a rate cut would be criticised as only being beneficial for high-income earners. But the new structure will include wider taxable income bands, he added.
A source at the Revenue Department recently said individuals with a monthly income of up to 30,000 baht are likely be exempt from the personal income tax, with the personal allowance ceiling being doubled to 120,000 baht. At present, those earning 20,000 baht a month or less are tax-exempt, based on an expenses allowance cap of 60,000 baht, a 30,000 baht personal allowance and an exemption for taxable income of 150,000 baht or less.
The new tax will be enforced in 2017.
The Finance Ministry will widen the taxable income ceiling for those in the 35% tax bracket to more than 5 million baht from over 4 million at present, while the band for the 30% tax bracket will also be raised to more than 2 million to 5 million baht, up from more than 2 million to 4 million, another source familiar with the matter said.
Personal income tax contributed 302 billion baht, representing 17.5% of the Revenue Department's 1.73 trillion baht revenue stream last year.
The Revenue Department's data showed that 24,709 people declared taxable income of more than 4 million baht in the 2013 tax year. The largest taxpayer group were those earning taxable income of 150,001-300,000 baht per year, comprising 1.63 million people.
Under the current tax structure with seven brackets, taxable income of 150,001 to 300,000 baht is charged at a 5% rate; 300,001 to 500,000 baht is charged at 10%; 500,001 to 750,000 baht is charged at 15%; 750,001 to 1 million baht is charged at 20%; over 1 million baht to 2 million baht is charged at 25%; more than 2 million to 4 million baht is charged at 30%; and over 4 million baht is charged at 35%.
The source said that while middle income earners would not enjoy a modified tax rate, they will benefit from the raised annual expenses cap and the higher personal allowance. Taxpayers whose annual taxable income does not exceed 500,000 baht will also benefit the most from the increases in allowances under the new tax structure.
Separately, the source said the proposed land and buildings tax would not add more to the burden of homeowners than what they currently pay, along with local development taxes.
The Fiscal Policy Office has set the tax ceiling rates at 0.2% of appraisal value for land used for agriculture, 0.3% for residences and 1% for land for commercial use. Undeveloped land would be taxed at 1% for the first three years before doubling to 2% for the next three years, hitting the 3% ceiling only in the seventh year.
The actual tax rate would be levied progressively. Agricultural land would be charged at 0.01% if the appraised price is no more than 2 million baht or up to 200 baht a year, while land worth more than 100 million would be taxed at 0.1%.
Residences appraised at 2 million baht or less would be taxed at 0.03% or up to 600 baht a year while those priced at more than 100 million would be charged at 0.2%. Commercial land would be taxed at 0.1% or up to 2,000 baht a year if the appraisal value is less than 2 million baht and at 0.6% for land valued at more than 1 billion.
Apart from a bid to raise income for local administrative organisations, the tax will prompt higher land utilisation as vacant plots will be taxed at high rate. The tax will also come into effect in 2017.

Homebuilder eyes developers
BaanThaiHome Co looks to expand its customer base among property developers and project owners after spending 50 million baht last year to set up a factory making precast pieces.
The homebuilder aims to boost revenue five-fold to 1 billion baht this year.
President Olan Tungwongkit said the company would ramp up sales of its precast pieces to developers and project owners on top of individual customers.
The precast factory with German know-how is located on a four-rai site in Saraburi with a production capacity of about 1,000 square metres or a single house per day. The factory has been operating at only 15% capacity.
Mr Olan said the company was in talks with four project owners to supply precast parts worth around 300 million baht.
They will comprise a home office with 100 units on Ekamai-Ram Intra Road in Bangkok, a townhouse in Pattaya, a four-storey dormitory and a factory. With these projects, the factory will operate at 30% capacity.
"Expansion will help us grow incredibly," Mr Olan said.
"Precast construction is a growing trend amid the labour shortage. It uses half the labour of traditional construction and can also reduce the construction period from five months to only one month," he said.
BaanThaiHome expects 1 billion baht in revenue this year, up from only 200 million last year when revenue rose by 20% from 2014. Of the amount, 800 million baht will come from developers and project owners and 200 million from individual consumers.
Revenue last year was from 200 units priced about 1 million baht. Of this volume, 40-50% was from buyers in the provinces, led by northern provinces including Chiang Mai, Chiang Rai and Mae Sot as well as growing northeastern provinces such as Khon Kaen.
To tap strong demand in provinces, the company plans to have a franchise system with 25 branches nationwide by the end of the year.
Prospective destinations include Koh Samui, Wang Nam Khiew in Nakhon Ratchasima, Udon Thani and Chiang Rai because of the strong demand from neighbouring countries.
Franchisees will pay loyalty and marketing fees of 8% after selling a unit. They will need capital of 500,000 to 1 million baht.
Prices of precast units start at 9,000 baht per sq m or about 160,000 baht for a small room.
BaanThaiHome last week signed a contract with steel structure producer Aqualine Protarget Co, furniture, hardware and sanitary ware producer Hafele (Thailand) and tile producer Union Mosaic Industry Plc.
Established in 2011, the company will increase its registered capital to 10 million baht this year from the current 1 million baht.

The majority of real estate agents anywhere in the world are not making the most out of online leads," says Denis Nemtsev, Founder and CEO of hipflat.com, an indispensable portal connecting buyers, sellers and agents.

He cites tracking by Russian property portal "Agenton" of 1,000 leads it forwarded to agents over a six months period. Agenton was able to reach 707 of the leads and here's what it found:

450 leads were still looking for a unit to buy
215 had already bought something
42 had decided not to proceed with the purchase
"In other words," says Nemtsev, "out of every 10 online leads, two will buy a home within 2-3 months, seven will do it within 6-8 months and one won't buy anything."

"I am sure the results for any country, including Thailand, would be similar since it reflects behaviour of online home-seekers in general."

"So we can say that people start searching for properties early in the purchasing cycle and the whole process can take 6-8 months."

"Therefore those agents or developers, who only focus on 'hot leads' and don't work with clients over a 6-8 months period are missing out on 70% of the potential business."

Nemtsev notes that the majority of home seekers nowadays start their search online.

"People are using a range of new channels to find and sell properties, including property portals, classified websites, agents/developers' websites, Facebook ads and posts, and the LINE app.

Residential value declines
The number of residential units transferred in Greater Bangkok in the first nine months rose by 6%, but total value dropped 16.7% in line with prices of units in popular locations.
Those areas are mostly along the extension routes of electric train projects, according to a survey by the Real Estate Information Center (REIC).
The survey, which focuses on projects in Greater Bangkok, said the number of residential units transferred during January to September this year totalled 131,914, up 6% from the same period a year earlier.
But combined value fell to 321 billion baht from 385.87 billion, said Samma Kitsin, director-general of the REIC.
The top five locations for unit transfers were all in outer Bangkok: Bang Bua Thong in Nonthaburi, Bang Phli in Samut Prakan, Lam Luk Ka in Pathum Thani, Sai Mai in Bangkok and Pak Kret in Nonthaburi.
Surachet Kongcheep, associate director of the research department at property consultant Colliers International Thailand, said the figures showed that homebuyers prefer projects near the extension lines of electric trains.
"Most of the low-rise units transferred were in locations along new mass transit and extension lines, where prices remain lower than those in inner Bangkok," Mr Surachet said.
Condos were the most popular type of residential unit with a transfer value of 108.7 billion baht (34%), followed by single houses at 97.8 billion (30%), townhouses at 68.9 billion (21%), shophouses at 34.2 billion (11%) and duplex houses (4%).
Top districts for new condo units included Huay Kwang, Suan Luang, Phra Khanong and Chatuchak in Bangkok and Muang district in Nonthaburi.
For second-hand condos, hotspots included Huay Kwang, Bang Sue, Phra Khanong and Don Mueang in Bangkok and Khlong Luang in Pathum Thani.
In the first nine months, homebuyers showed a greater appetite for second-hand residential units after new units dominated market share in the past several years.
The number of second-hand units transferred in the first nine months accounted for 42%, up from 34% in the same period last year.
Even so, the number of new residential units transferred remained higher than that of second-hand units.

From zero to hero
One young investor's story shows how fortunes can be made with a little help from other people's money
Like most people, Kwanchai Yingchareonthawornchai wants to be rich. Having watched his parents work hard for the family throughout his childhood, he committed himself to one day being rich and financially free.
Born into a middle-class family, Mr Kwanchai tried every means of investment while he worked as a sales coordinator. He found stocks unattractive. At about 25 years of age he began to study investment in property, and his life changed.
"Working as an employee will never make my dream [of getting rich] come true," says Mr Kwanchai, now 29. "After attending a seminar on property investment without using your own money, I decide to take my first step."
His first property investment was a condo unit in Chon Buri's Si Racha district, which he had driven through frequently while working as a sales executive for a steel company. He made a survey of rental residences after the huge expansion of industrial estates.
"Incredibly, all serviced apartments, even the old ones, were fully occupied with many waiting lists and advanced bookings for at least four months," he says. "Newly launched condos, despite being unbranded, were sold out."
Fortunately, there was a buyer who wanted to resell his unit at a new condo project. As the project's construction was due to be completed, Mr Kwanchai used a mortgage to get the unit transferred and make a down payment.
"It was amazing. I invested in a property without using a single baht of mine," he says. "This is one of the rules: investing with other people's money. What was more amazing was that the credit line available from the bank was higher than the price I had to pay the seller."
He bought the Si Racha condo, a 62-square-metre unit with two bedrooms, for 4.2 million baht after securing a credit line of 5.1 million.
The initial investment left him with 900,000 baht. Of this amount, he spent 500,000 on furniture for the unit and kept 400,000 as working capital. He rented the unit at a monthly rate of 55,000 baht while paying the bank 30,000 per month in instalments.
His second and third investment properties followed a few months later. All were in Si Racha, taking advantage of Mr Kwanchai's background in industry and connections with HR departments at many factories.
"Investing in locations you've known or been familiar with is key," he says. "It's not property that makes money for you, but what you know about it. It's financial IQ for the property."
He suggests property investment in demand-heavy locations. Si Racha is a good example of strong demand, with residential units snapped up by Japanese executives commuting to nearby industrial estates.
Other hotspots include Sukhumvit Soi 1, where demand for rentals is driven by relatives of patients at Bumrungrad Hospital, says Mr Kwanchai, who also goes by Coach Ping at training company Maximum Partners.
"Property investment is infinite, as it uses other people's money," he says.
Throughout three years of property investment, the self-made millionaire has managed more than 100 properties worth 388 million baht, mainly in Thailand -- Bangkok, Pattaya, Si Racha, Chiang Mai, Phuket -- but also a unit in Johor Bahru, Malaysia.
He has also managed a 600-million-baht fund for 10 individual investors with a targeted return on investment of 12%. With a staff of 20, the fund has invested in various property categories such as condos, commercial buildings and land plots. Now it's jumping into a new arena: property development.
The first project will be a low-rise or eight-storey condo with 105 units worth 450 million baht on Si Phraya Road in Bangkok's Sam Yan area, where demand is strong from students at Triam Udom Suksa School and Chulalongkorn University.
Mr Kwanchai says second-hand or used properties are another attractive investment, generating even higher gains than new ones.
The rules for used properties consist of a price 20% below that of a new unit, in a high-occupancy project, financed using a mortgage with a 100% credit line or higher.
As a successful property investor and one of Thailand's leading investment coaches, the young tycoon has been invited to serve as one of seven specialist educators at the National Achiever Congress 2015.
Running Nov 21-22 at CentralPlaza Chaengwattana, the seminar will feature lead trainer Robert Kiyosaki, author of the international best-seller Rich Dad Poor Dad.
"I wanted to get rich so bad that I started reading key-to-success books when I was 14 years old," says Mr Kwanchai, who has trained more than 5,000 people. "The book Rich Dad Poor Dad inspired me and proved that investing is not about money and not just the rich can do it. Robert Kiyosaki is one of my idols."
