He is a lawyer and a member of the Malawi Bar with a little over nineteen (19) years post–qualification experience. He is a graduate of the Universities of Malawi and Warwick. He has a PhD in Law and a Masters degree in Law, both from Warwick Law School, The University of Warwick. He has a Bachelor of Laws (Honors) degree from the University of Malawi.

He has worked in private practice and the public sector; and have in–country work experience in Africa and the United Kingdom. He is the world expert on land relations in Malawi using a Foucauldian theoretical framework. In Malawi’s public sector, he worked for the Malawi Law Commission where he was involved in law reform projects on the country’s Constitution, corruption, criminal procedure, education, gender equality, human trafficking, land, the legal profession, marriage and divorce, policing, public entertainment, public health, and wills and inheritance.

He has expertise in Constitutional law; Constitutional theory; Gender and Land relations; Governance; Land law; Land reform; Law reform; Law in Development; Legislative Drafting; Political Economy; Public International Law; and Property law. My research interests are in Constitutional law; Constitutional theory; Critical Approaches to Human Rights Discourse; Legal theory; Property law; and The relationship between a land question and the political economy with reference to sub–Saharan Africa.

In the last 48 months, he provided bespoke legal advice to the United Nations Mission in Liberia (‘UNMIL’); the UN–Women, Malawi Office; the UN–Habitat Headquarters in Nairobi, Kenya; the World Bank, Malawi Office; the Government of Malawi; the Reserve Bank of Malawi; and several national and international private sector corporations.

He also published a book entitled 'Law, land reform and responsibilisation: A perspective from Malawi’s land question' (Pretoria University Law Press, 2015).

Law, land reform and responsibilisation: A perspective from Malawi’s land question

The book is a critical, genealogical analysis of land questions in the South through an original analysis of the Malawi experience. Through the author’s experience in land reform and subsequent advanced research in the area, the book notes that land reform discourse is dominated by an ethos based on market as value which, in turn, has cemented the ubiquity of a universal, automatic transition from land reform to land law reform in tackling a land question in a country.

Using a Foucauldian–based theory of governmentality and responsibilisation, the book provides a reassessment of the norms in land reform discourse and argues for the conception of a right to property in land as a social relation. The book reveals the parochial interests of global capital, local elites and even the land-deprived that underpin a land question. The lack of synergy between law and policy leads to the consistent emergence of two ‘beings’: first, a responsibilised citizen in the mould of the land deprived who constitutes a source of cheap, wage labour for the large estate agriculture sector; and second, a land owner as the efficient producer at the centre of the large estate agriculture sector. The book then proposes an alternative norm in land reform discourse based on a responsibilised State.
