*lCHANGING THE FACE OF SLRSA: RESULTS, ORDER, AND EFFICIENCY UNDER EXECUTIVE DIRECTOR JAMES BAGGIE BIO*l

©️DMK
Mr. James Baggie Bio’s leadership at the Sierra Leone Road Safety Authority - Official (SLRSA) has been both visible and impactful, demonstrating what focused and results-oriented public service can truly achieve.

Within a short time, he has worked to transform the Authority from a system many once found difficult to access into one that responds more directly to the needs of ordinary citizens. One of the clearest examples of this is *the decentralization of driver’s licensing services* across the country. What used to require long travel and unnecessary stress has now been brought closer to people’s doorsteps, making the process simpler and more convenient.

What stands out about his approach is not just the reforms themselves, but the thinking behind them. There is *a clear effort to modernize operations, strengthen enforcement, and keep the public engaged*. The introduction of *mobile licensing services*, improvements in *vehicle testing*, and the shift toward *digital payment systems* all point to a leadership style that values efficiency and accountability.

Internally, there has also been a noticeable push toward stronger performance management. With regular reviews and clearly defined targets, staff are encouraged to take responsibility and improve continuously. This has helped to enhance service delivery and strengthen overall institutional performance.

At the same time, his *willingness to engage stakeholders from mining companies and bike riders to law enforcement agencies* has played an important role in building cooperation and promoting compliance. These relationships are key to ensuring that road safety is seen not just as a government responsibility, but as a shared national concern.

His work also connects with broader national and continental priorities, particularly *Sierra Leone’s commitment to the African Road Safety Charter*. Through stronger enforcement, increased public awareness, and improved coordination in emergency response, meaningful steps are being taken toward safer roads for all.

Overall, his leadership reflects a practical, action-driven approach one that focuses on making systems work better for people while gradually restoring public confidence in service delivery.

In the end, what is being achieved at SLRSA goes beyond administrative reform. It is about improving safety, strengthening institutions, and contributing meaningfully to national development.
