Pacific Policing Support Group Hands Over Equipment in Support of Local Law Enforcement
As the 2025 Pacific Mini Games enters its final days, the Pacific Policing Support Group (PPSG), in partnership with the Bureau of Public Safety, Ministry of Justice, further solidified its partnership through a brief assets handover ceremony today at the Emergency Operations Center (EOC) Compound located on the grounds of Palau Community College.
The EOC was established as the central dispatch for coordination and management of all security operations directly related to the Pacific Mini Games. Holding the handover at this site amplified the operational significance of the local police force working in synchronicity with fellow police officers from 12 other Pacific nations through PPSG.
The ceremony was attended by a distinguished group of leaders and representatives, including:

• His Excellency Toby Sharpe, Australian Ambassador
• Honorable Jennifer S. Olegeriil, Minister of Justice
• Police Director Curtis T. Elobt

A number of assets incorporated into the security measures for the games were formally handed over by Australian Ambassador Sharpe and AFP Det. Inspector Morton to Director Elobt, Commander Det. Lt. Gibbons and Chief Ngiramengior.
Assets handed over are essential equipment that will greatly enhance to the Bureau of Public Safety’s communications capacity and, include:
• Two (2) Motorola Impress 6-bank charging bays and
• Twenty-nine (29) Motorola APX8000 lithium-ion batteries (2900mAH)
These resources were key in ensuring reliable communications that heightened the efficiency of security measures during the games. It will further strengthen the operational readiness and communication’s capability of Palau’s law enforcement in regular operations. The handover symbolizes the enduring partnership and solidarity among Pacific policing agencies.
Minister of Justice Jennifer S. Olegeriil highlighting the essential value of regional policing cooperation, and expressed sincere appreciation to the Pacific Policing Initiative (PPI) and PPSG for answering the call to duty, standing with our men and women in blue, in the rain and under the sun throughout the games. This assistance reinforces Pacific regional policing in the most Pacific way possible – “the ocean doesn’t divide us, rather it unites us.” The resounding theme for the games: Empowering Unity was also the driving force behind the policing and security aspect of the games. Athletes united on the field in the spirit of sport and competition, our law enforcement officers stood guard, united in purpose and in service.
President Surangel S. Whipps, Jr. expressed deep appreciation to the PPSG officers, the 12 participating nations throughout the region, and Australia who facilitated the deployment. President Whipps, Jr recognized the professionalism, dedication, and unity demonstrated by the deployed officers, noting that their presence served to strengthen Palau’s security, and further reaffirmed the deep trust shared amongst Pacific Nations. “We recognize the importance of continuing this spirit of collaboration – especially with major regional events on the horizon, such as the upcoming Pacific Islands Forum (PIF), where Palau will once again rely on the strength and solidarity of its regional policing partners”.

He began his esteemed career in law enforcement and security as a State Police Officer for his beloved Kayangel State. Serving from 1989-1991. He answered the call to serve in the national police force, donning the “blue uniform” where he has faithfully served his country as a Police Officer, rising in the ranks to Chief over the past 35 years. We are humbled by the 37 years of collective service in law enforcement and security to the people of Palau he has given.
He gave a lifetime of steadfast service, guided by discipline, and mentored his fellow officers with exemplary performance and wise leadership. His patience brought calm and order when there was chaos and lack of direction. His humor brought laughter and a different perspective when times were strained and tempers were quick to rise. His stories were funny, yet always held a meaningful lesson to any situation. He was an exemplary police officer, representing the principles and values that define the heart of this policing organization
As he marks this momentous birthday — his final one in uniform — we reflect upon his legacy. He stands amongst the giants who walked the halls of the Bureau of Public Safety. He struts into the sunset, but leaves lessons to guide; a legacy that inspires; and a Family of Blue that will greatly miss him.
May the next chapter of your journey be as meaningful and fulfilling as the decades you dedicated to maintaining safety, order, and hope throughout our communities.

The Bureau of Public Safety beefs up security measures for the upcoming Pacific Mini Games 2025
A progressive comprehensive Security Plan is under the development of Co-Lead Planners, Chief Favian Ngiramengior and Chief Sanya Olkeriil in anticipation of the over 2,100 athletes and officials that will be competing and vying for medals for their respective countries from June 28 thru July 9 in Palau. This number is growing daily, and an adaptive progressive plan is required.
Detective Lieutenant Lebuu Gibbons is tasked to oversee the EOC that will oversee the command posts that will be in the various game venues during each event throughout the games. Detective Lieutenant Sabino Kyota Jr., has been tasked to be the Deputy Commander for the EOC.
Division of Patrol Chief Ngiramengior heads the overall 12 hour shifts, centralized at the 24/7 Central Dispatch at the main BPS to provide standard emergency response, law enforcement and security measures for the entirety of the communities in Koror and throughout Babeldaob, and other outlying states. Collective anticipated number of participating countries calls for the collaborative partnership with additional manpower between national law enforcement and partner law enforcement agencies with State Rangers; cadets from the on-going Police Academy; and Regional Police Assistance from 13 Police member countries around the region, scheduled to arrive in the coming week.
The Ministry of Justice continues to work closely with the Organizing Committee and all partner agencies for the games to ensure all visiting athletes and delegations are safe to enable their best performances in the games and throughout their stay in Palau.

Elobt, and Maritime Chief Temdik Ngirblekuu recently welcomed His Excellency Hiroyuki Orikasa, Ambassador of Japan to Palau, along with Commander Tamura Masaoyshi, Commanding Officer of JS Yahagi, and crew members of the Japan Maritime Self-Defense Force on Monday June 16, 2025 at the Division of Maritime Security & Fish and Wildlife Protection Compound for a courtesy call.
Discussions focused on further strengthening the enduring partnership between Palau and Japan in maritime surveillance and the protection of Palau’s vast Exclusive Economic Zone (EEZ). The meeting reaffirmed mutual commitments to joint operations, capacity-building through training, and coordinated efforts to safeguard Palau’s marine resources.
This partnership also reflects the deep and lasting friendship between Palau and Japan—a relationship spanning nearly eight decades, shaped by shared history, cultural ties, and generations of personal connections that make this cooperation even more meaningful.

Today, June 10, 2025, the Division of Corrections graciously received generous donations of food items from two compassionate members of our community - Ms. Hasinta Rirou from Ngkeklau County, accompanied by her daughter and granddaughter contributed two baskets of cooked taro (kukau) farmed and cooked by Ms. Rirou herself.
Further, Ms. Ella Martinez donated over 25 packs of pork. These donations directly support and supplement the Inmate Food Program, and provides variety to the daily menu for our prison population.
The Minister of Justice, Jennifer S. Olegeriil, accompanied by Public Safety Director Curtis T. Elobt and Detective Lieutenant Jovian Adelbai, warmly welcomed the donations and expressed heartfelt appreciation for the generosity of Ms. Rirou and Ms. Martinez.
“This gesture reminds us of the essence of our Palau-ness of inclusion and care for all members of our community in all their different circumstances," said Minister Olegeriil.
“We are deeply grateful for the kindness shown by Ms. Rirou and Ms. Martinez. Their individual acts of kindness greatly aid in meeting one of the essential needs of our penal institution as well as sends a message of inclusion from the community to the prison population that they are not forgotten.”

Through this collaboration, our firefighters have been empowered to become certified Emergency Medical Technicians (EMTs), marking a major step forward in emergency response. It is no longer just about transporting patient; immediate certified medical care can now be administered on scene and en route to the hospital. This advancement significantly increases the chance of survival and successful intervention.
