In the latest Deloitte on the Dot article, Deloitte Philippines Tax & Legal Director Maricel Alisuag examines Joint Memorandum Circular 01-2026 issued in the Philippines by the Department of the Interior and Local Government, the Department of Finance, and the Department of Trade and Industry, emphasising its role in defining how local government units may tax registered business enterprises while national incentives remain in force.

The directive clarifies taxation boundaries and establishes consistency in government practice by aligning local regulations with national policy to reduce uncertainty, strengthen investor trust, and remind authorities that fiscal powers must be exercised fairly and in good faith.
