READ | DILG: MLGOOs STRENGTHEN RULE OF LAW, SUPPORT FAIR BARANGAY JUSTICE

The Department of the Interior and Local Government (DILG) reaffirmed the vital role of Municipal Local Government Operations Officers (MLGOOs) in upholding the rule of law and ensuring that the Katarungang Pambarangay system functions effectively and fairly.

Within the Katarungang Pambarangay system, MLGOOs guide barangay officials in observing proper procedures for mediation and conciliation, including the issuance of summons, the conduct of hearings, and adherence to due process under Republic Act No. 7160.

The Department clarified that while the Lupon or Pangkat does not possess coercive power to physically compel attendance, the law provides clear consequences for unjustified non-appearance. Under Section 515 of the Local Government Code, refusal or willful failure to appear despite a valid summons may give rise to indirect contempt proceedings upon proper application before the court and may also affect the ability of parties to pursue claims or counterclaims.

The DILG underscored that the absence of direct coercive authority is distinct from the existence of legal repercussions for disobedience, which are enforced through the courts.

“Ang papel ng MLGOO ay tiyakin na ang proseso ay tama, malinaw, at naaayon sa batas. Sa ganitong paraan, napapanatili ang tiwala ng mamamayan sa ating mga institusyon,” the Department said.

The DILG also expressed concern over the treatment of MLGOO Dexter Castro Narrido during a recent television interview, where he was subjected to undue humiliation while correctly discussing the application of the law. While scrutiny and debate are part of public service, these must be exercised with fairness, respect, and a shared commitment to clarity and understanding.

The Department of the Interior and Local Government Sub Cluster 2, which comprises of the highway municipalities of the 2nd District of Ilocos Sur, launched their Program entitled, "Enhance, Uplift and Transfer of Knowledge and Skills" to the Barangay Secretaries of Santa. This was conductedat Barangay Dammay, Santa, Ilocos Sur on March 12, 2026. MLGOO Randel Jason Padua acknowledged the efforts of the Barangay Secretaries in the preparation of their respective bid book for the Lupong Tagapamayapa Incentives and Awards (LTIA). Most notably, he congratulated Barangay Mabilbila Sur for being the Provincial Entry of Ilocos Sur in the LTIA Regional Validation for the 2nd Income Class category. The MLGOO also gave them a heads up of the reports that is to come. LGOO II Roshelle Martin also discussed to the Barangay Secretaries about their upcoming report which is for BADAC (Barangay Anti-Drug Abuse Council). She elaborated the contents of the report and also the deadline of its submission.

Simultaneously, A Sub Cluster II monthly meeting also took place and was led by MLGOO VI Mildred Villaruz, the Sub-Cluster II leader. She discussed about the upcoming programs, projects and activities of the Department. Updates from the different DILG Municipal offices were also a part of the agenda which was delivered by LGOO VII Aprille Regina Guerrero, the Cluster Head of DILG Ilocos Sur.

The Local Government Unit of Santa conducted a meeting that was led by Acting Mayor Jesus B. Bueno, Jr. and was attended by SBM David Beado, MLGOO Randel Jason Padua, PB Genaro Cacho, SK Chairperson Maria Angela B. Oriente, PCpt. Rovic Nelmida, SFO4 Jerome Sorio, Dr. Marilou Cardenas and other focal persons in the LGU.

The agenda of the meeting was the review of the The Peace and Order Public Safety Plan (POPS Plan) and the discussion of the new Executive order NO. 138 entitled "AN ORDER CONSTITUTING THE TECHNICAL WORKING GROUP FOR THE MUNICIPAL ANTI-DRUG ABUSE COUNCIL (MADAC) AND MUNICIPAL PEACE AND ORDER COUNCIL (MPOC)"

The matters discussed was to make the Municipality of Santa a drug-free municipality and actions in maintaining that goal.

Members from the Department of the Interior and Local Government led by LGOO VII April Regina Guerrero, Cluster Head, LGOO V Liana Lalata, Provincial Focal Person on LTIA and MLGOO Randel Jason Padua organized a meeting at the Barangay Hall of Mabilbila Sur, Santa Ilocos Sur. The agenda of the meeting was to guide the members of the Lupong Tagapamayapa of Barangay Mabilbila Sur for their Lupong Tagapamayapa Incentives Awards Provincial Entry.

LGOO VII April Regina Guerrero, Cluster Head, LGOO V Liana Lalata, Provincial Focal Person on LTIA and MLGOO Randel Jason Padua gave their advices and also gave corrections on the LTIA they have submitted in order to have a more complete and precise report.

LOOK | Santa Municipal Field Office conducted an emergency meeting headed by MLGOO Randel Jason D. Padua with the Barangay Secretaries of the 26 Barangays of the LGU. Election Officer II Annabelle R. Balallo also attended the meeting and discussed the schedule of the registration of voters.

The MLGOO discussed the program flow of the upcoming Barangay Assembly Day and solicited comments and suggestions to improve the program of the said event.

The MLGOO also addressed questions about the Katarungang Pambarangay, specially on handling the cases that are being resolved in their respective Barangays.

JUST HAPPENED | DILG Santa Municipal Field Office conducted a meeting with the Punong Barangays in the municipality. The meeting was headed by the Liga ng mga Barangay (LnB) Santa Chapter President Genaro Cacho and was attended by MLGOO Randel Jason D. Padua and the Pambayang Pederasyon ng Sangguniang Kabataan (PPSK) President Maria Angela B. Oriente. PPSK Oriente discussed the revival of the Alternative Learning System (ALS) in the LGU and the role of the LnB in achieving the said goal.

The MLGOO discussed concerns and suggestions to improve the Katarungang Pambarangay (KP) and their reports for Lupong Tagapamayapa Incentive Awards (LTIA), Barangay Anti-Drug Abuse Council (BADAC) Audit and also for the Barangay Assembly date.

In accordance with Proclamation No. 599, s. 2018, the Barangay Assembly Day is held on the Saturdays and Sundays of March and October each year—an opportunity for every barangay to report accomplishments, present plans, and engage constituents.

LOOK | The Local Council for the Protection of Children (LCPC) Technical Working Group conducted a meeting in preparation for the upcoming LCPC Functionality Audit C.Y. 2026. The meeting was conducted on February 16, 2026 at the Conference Hall at LGU Santa and was headed by Mayor Jeremy Jesus Bueno III and was with MLGOO Randel Jason Padua, MSWD Genevieve Balbuena, MPDC Constante Sabalburo, Dr. Marilou Cardenas, SK Fed. Maria Angela Oriente, representatives from the PNP and DEPED and other stake holders.

The MLGOO discussed the criteria and scoring for the said audit and the various means of verification to be able to achieve said scores. The meeting ended with all the participants committing to submit all the data requirements before set deadline.

LOOK | DILG Santa Municipal Field Office conducted a seminar at Barangay Namalangan on February 04, 2026 headed by MLGOO Randel Jason Padua and ISA Leo Tudayan for the Barangay Secretaries to introduce and guide them in accessing the BIMS (Barangay Information Management System). BIMS makes it easier to access needed information of each barangay's inhabitants and also their Elected or Appointed Officials.
