The Inter-Agency Council Against Trafficking (IACAT) is again warning the public against sophisticated syndicates that are luring Filipinos with promises of jobs abroad, only to forcibly conscript them into foreign military service.

Anti-trafficking authorities released the joint advisory following an emergency case conference triggered by a specific complaint of Filipinos being trafficked under false pretenses.

According to reports from the 1343 Actionline, the IACATโ€™s primary human trafficking hotline, victims were originally recruited for work, and upon arrival at their undisclosed foreign destinations, their employment contracts were substituted, and they were compelled to serve in foreign militaries.

โ€œPrivacy? Meron pa ba ako niyan sa Internet?โ€

Join us in the webinar, โ€œProtecting Online Privacy and the Right to be Forgotten in the Digital Age,โ€ happening on 7 April 2026 (Tuesday), 1:00 to 4:00 PM via Facebook Live.

As digital technologies continue to shape how we live, communicate, and share online, personal data can easily be collected, shared, and remain accessible without an individualโ€™s full consent. In this context, privacy and the right to be forgotten are essential in upholding dignity in online spaces.

This webinar will bring together experts and advocates to discuss:
โœ”๏ธ Existing legal and policy frameworks in the Philippines related to data protection and digital rights
โœ”๏ธ An overview of the Data Privacy Act of 2012 and the Stateโ€™s obligation to protect personal data
โœ”๏ธ An in-depth understanding of the meaning and scope of the right to be forgotten
โœ”๏ธ Emerging issues, challenges, and opportunities in protecting individualsโ€™ online privacy

For inquiries, please contact the CHR Center for Social Justice and Humanitarian Protection at [email protected].

Letโ€™s work together to uphold safe, inclusive, and rights-respecting digital spaces for all.

See you online! ๐Ÿ’™๐Ÿ’›

(Note: No certificates of participation will be issued for this webinar.)

STOP & THINK BEFORE YOU CLICK

A report from UN Women warns that AI deepfakes are increasingly being weaponized to exploit women and children (c.f. https://www.facebook.com/share/p/1c2m5zysEE/, accessed 24 March 2026)

Viewing, saving, or sharing exploitative content makes you part of the abuse.

Every forward spreads harm.
Every download enables exploitation.
Every share can retraumatize a victim.

This is not just irresponsible; it is punishable by law.

YOUR DUTY UNDER THE LAW

Under Republic Act No. 11930 Online Sexual Abuse or Exploitation of Children law (OSAEC Law):

Rule II, Article I, Section 5 โ€“ Duty to Report
Any person with direct knowledge of OSAEC or Child Sexual Abuse or Exploitation Materials (CSAEM) must immediately report.

PENALTIES

Failure to report, as well as the possession, distribution, or facilitation of CSAEM, may result in:

1. Imprisonment ranging from reclusion temporal to reclusion perpetua
2. Fines ranging from โ‚ฑ1,000,000 to โ‚ฑ5,000,000
3. Additional penalties for those who knowingly share or profit from such content

HOW TO REPORT

If you encounter suspicious or exploitative OSAEC or CSAEM content, DO NOT SHAREโ€”REPORT IMMEDIATELY:

Makabata Helpline: 1383 | 0919-354-1383 | 0915-802-2375

1343 Actionline Against Human Trafficking: 1343 Action Line (WhatsApp)

PNP Women and Children Protection Desk (Aleng Pulis): 0966-725-5961 | 0919-777-7377

DSWD Hotline (RRPTP): (02) 8931-9141

IACAT: (02) 8527-2363 | (02) 8525-2131

NCC-OSAEC-CSAEM: (02) 8524-8939

PNP Emergency: 911

Silence protects perpetrators. Action protects children.

Let us uphold Responsableng Panonoodโ€”because what you tolerate, share, or ignore online has real-world consequences.

Nakikiisa ang Commission on Human Rights (CHR) sa pagdiriwang ng Girl Child Week 2026 ngayong 22-28 Marso 2026 na may temang โ€œKatawan Ko, Karapatan Ko: Edukasyon Tungo sa Malaya at Ligtas na Pagpapasya.โ€

Child rights advocates have warned of a surge in artificial intelligence (AI)-enabled online abuse targeting Filipino children, as they prepare to convene lawmakers, technology companies, youth leaders, and civil society groups for this yearโ€™s Safer Internet Day celebration.

In a joint statement, the Plan International Pilipinas and Consuelo Foundation flagged the rapid proliferation of AI tools capable of generating hyper-realistic images, videos, and voice recordingsโ€”technologies that are increasingly being weaponized to exploit, harass, and extort children online.
