On May 21, 2025, members of Pagkakaisa Irrigators Association Inc. from Pungo, Calumpit, Bulacan under the Pungo PIP joined an orientation on Alternate Wetting and Drying (AWD) for Communal Irrigation Systems. The activity gathered irrigators from CARP-IC associations and served as a practical learning space for strengthening their understanding of water-saving approaches in rice production, particularly how AWD can help improve irrigation efficiency, manage production costs, and support more sustainable farming practices within communal systems.
The session was led by Engr. Rodino Bautista, with assistance from the Institutional Development Unit (IDU) staff of NIAโBulacan IMO, who guided participants through discussions on how AWD can be applied at the field level. Beyond the technical aspects, the orientation also highlighted how shared effort among farmers and continued institutional guidance can support the steady adoption of improved irrigation practices, especially in systems where coordinated water management plays a key role in farm productivity.

Years ago, the Taytay-Iphag-Gapas Irrigators Association (TIGIA), Inc. in Brgy. Sta. Cruz, Jaro, Leyte carried out its activities in a humble bahay kubo that served as the association's office in 2020. Within its walls, meetings were held, plans were discussed, and decisions were made for the benefit of the farming community. It was a place where members came together with a common goal of improving irrigation services and strengthening their association through cooperation and shared responsibility.
The TIGIA office today reflects how far the association has progressed through the years. The concrete structure completed in 2023 and now standing in its place serves as a center for coordination, planning, and member engagement, while also symbolizing the collective efforts that helped make its development possible. From its early days to the present, the office has remained a witness to the association's journey, marking the milestones achieved and the commitment of its members to building a stronger future for their community.

For more than a decade, the Malanas Baug-Badas Farmers Irrigators Association, Inc. has been supporting farmers through the management of irrigation facilities serving agricultural lands in its community. As part of ongoing efforts to strengthen irrigatorsโ associations and recognize their contributions to irrigation management, the association underwent an Irrigatorsโ Association (IA) Validation on June 3, 2026. The activity verified the associationโs organizational performance, management practices, and compliance with its responsibilities under the Irrigation Management Transfer (IMT) program.
The validation process involved representatives from the CARP-IC Project Management Office composed of Engr. Larry C. Franada, Engr. Maria Theresa C. Lee, Jefrey L. Ferrer, Denie Lyn L. Langguyan, Joan O. Navarro, Engr. Jonelle D. Samarita, and Aira May V. Bellones. Also present were representatives from the Regional Irrigation Office, Maria Theresa P. Manuel, Federick Lacaba, and Sherelyn Agati. Representatives from the PARC Secretariat, Estrella Jona Tabayoyong, Alyssa Mae Bugtong, and Jasper Jay Tiaga also joined the activity, along with Fernando Bayubay, President of the Malanas Baug-Badas Farmers Irrigators Association, Inc., and other association members.
Organized in 2009 following the rehabilitation of its irrigation system through CARP-IC assistance, the association has expanded from 90 original members to 232 members and now serves a 155.6-hectare firmed-up service area. Regular maintenance activities, active member participation, and adherence to IMT responsibilities continue to support the delivery of irrigation services to farmers. Through activities such as the IA Validation, partner agencies are able to document accomplishments, identify good practices, and further strengthen collaboration with irrigatorsโ associations in support of agricultural development.

The IA Validation of the Malanas-Baug-Badas Farmers Association, Inc. formally commenced today, June 3, 2026, in San Juan, Abra, bringing together association members and validation teams in a shared effort to assess and strengthen the organizationโs capacity, operations, and role in sustaining efficient irrigation management within the community.
In his opening message, CARP-IC Project Manager Engr. Larry C. Franada underscored the value of coordination, trust, and active participation in building a strong Irrigatorsโ Association. He reminded members that irrigation is not only about infrastructure but also about the people who work together to make it effective. As he shared, โAng maayos na samahan ay parang maayos na daloy ng tubig, kapag tuloy-tuloy ang pagtutulungan, mas maraming biyaya ang naaabot ng komunidad,โ emphasizing that lasting progress is achieved through unity, cooperation, and a shared commitment to the welfare of the farming community.

The turnover of the โฑ5.5-million INSPIRE Project on May 21, 2026, in Rizal, Cagayan marked an important milestone for the MauananโBaluncanagโGaddabgao Farmers Credit Irrigators Cooperative (MBG FICC) - CARP IA and its 355 farmer-members. As the first Community-Based Facility partner in the province under the Department of Agriculture's INSPIRE Project, the cooperative has been entrusted with a facility designed to support organized and biosecure swine production. More than the transfer of infrastructure and resources, the ceremony recognized the cooperativeโs capacity to manage a shared enterprise that can provide additional livelihood opportunities and help strengthen the economic well-being of farming families.
The project reflects the collective efforts of the Department of Agriculture, National Irrigation Administration, Department of Agrarian Reform, and local government units in supporting rural development. Through the provision of breeder stocks, housing facilities, and technical assistance, the facility is expected to improve production efficiency while promoting responsible and sustainable livestock management. As MBG FICC takes on the responsibility of operating the facility, the project also serves as an example of how strong partnerships and community participation can create opportunities that benefit both farmers and the wider community for years to come.

The Sumayaat Communal Irrigation System (CIS) is located within the Sumayaat Agrarian Reform Community (ARC) in Quirino, Ilocos Sur. With water sourced from Namitpit Creek, the system irrigates 90 hectares of farmland in Barangays Suagayan and Namitpit and serves 122 Agrarian Reform Beneficiaries (ARBs), all of whom are members of Indigenous Peoples (IP) communities. It is managed by the Sumayaat Irrigators Association, Inc. Through the Comprehensive Agrarian Reform ProgramโIrrigation Component (CARP-IC), improvements to the irrigation facilities have strengthened water delivery to farms and supported agricultural production in the area.
The commitment of the Sumayaat Irrigators Association, Inc. to maintaining a clean and well-functioning irrigation system has played an important role in sustaining its operations. Through regular maintenance activities and collective participation among members, the association helps ensure that irrigation facilities remain in good condition and capable of serving farmers effectively. Their dedication to proper system management serves as a good example for other irrigators associations, demonstrating how shared responsibility and active stewardship can contribute to the long-term sustainability of communal irrigation systems.

The Irrigatorsโ Association (IA) Validation of the Mannalon ti Lumannap Irrigators Association was conducted on June 1, 2026, in Barangay Aurora, Quezon, Nueva Vizcaya, as part of the continuing efforts to strengthen irrigatorsโ associations and promote the sustainable management of irrigation systems that support agricultural productivity and rural development. The activity served as a venue to validate the associationโs organizational performance, operational efficiency, and overall contribution to the farming community it serves.
The validation process involved representatives from the CARP-IC Project Management Office composed of Engr. Larry C. Franada, Engr. Maria Theresa C. Lee, Jefrey L. Ferrer, Denie Lyn L. Langguyan, Joan O. Navarro, Engr. Jonelle D. Samarita, and Aira May V. Bellones. Also present were Regional Manager Engr. Raymundo B. Apil and representatives from the Regional Irrigation Office, Marilyn T. Salvador and Nenita P. Garcia. Participating as well were IMO Manager Engr. Felipa S. Sumer, Eunice Pristeen Espejo, and the PR Team of the Nueva Vizcaya Irrigation Management Office (IMO). Representatives from the PARC Secretariat, Rodel S.J. Gutierrez and Christian Gerard B. Resuello, also joined the activity, along with Ernesto E. Lizada, President of the Mannalon ti Lumannap Irrigators Association, and other association members.
Established in 1992, the Mannalon ti Lumannap Irrigators Association remains a strong partner in advancing agricultural productivity in Barangay Aurora through the management of a 122.39-hectare irrigation service area serving 106 farmer-members. Operating under a Modified Irrigation Management Transfer (IMT) agreement with the National Irrigation Administration (NIA), the association consistently met its irrigated and planted area targets in both cropping seasons in 2025, while also maintaining strong performance in operation and maintenance, financial management, and organizational discipline through regular maintenance activities and efficient dues collection.

The second batch of the Training on Project Implementation, Contract Administration, and Quality Control for Project-in-Charge Personnel under CARP-IC and NIA Regular officially commenced on June 1, 2026 at The Orchard Hotel, Baguio City. Running until June 5, the activity continues NIA's ongoing efforts to equip project personnel with practical knowledge and field-based insights that support the effective implementation of irrigation projects across the country.
Bringing together participants from various offices, the training serves as another opportunity for learning, collaboration, and the exchange of experiences among project personnel. Through a series of technical discussions and interactive sessions, participants are expected to further enhance their understanding of project management practices while fostering stronger coordination and professional networks that contribute to more efficient project delivery.
