PhilSA Director IV for Space Industry and Strategic Business Development Bureau (SISBDB), Rolando P. Martinez, has been conferred the Career Executive Service Eligibility (CESE) by the Career Executive Service Board on 04 June 2026.

Director Martinez also obtained one of the highest scores, with a rating of 91.77%, during the nationwide Career Executive Service Written Examination (CESWE) held last March 2025.

𝗙𝗥𝗢𝗠 𝗣𝗟𝗔𝗡𝗡𝗜𝗡𝗚 𝗧𝗛𝗥𝗢𝗨𝗚𝗛 𝗧𝗢 𝗗𝗘𝗟𝗜𝗩𝗘𝗥𝗬

9-11 June 2026 – The Professional Engineering Training Division (PETD) of the UP National Engineering Center recently concluded the training on 𝗣𝗿𝗼𝗷𝗲𝗰𝘁 𝗠𝗮𝗻𝗮𝗴𝗲𝗺𝗲𝗻𝘁 (𝗣𝗠) at Seminar Room A, Juinio Hall, UP Diliman, Quezon City. The course brought together 30 professionals, mostly with technical and administrative responsibilities, who are involved in project development and evaluation.

Recognizing the need for project managers to improve productivity across industries, the PM training is designed to prepare people new to projects and to support experienced project leaders who need to reassess or strengthen their methods. Assistant Professor Erickson Llaguno and Mr. Paul Rainer De Villa, from the UP Department of Industrial Engineering & Operations Research, served as the resource persons for the three-day training program.

Mr. Llaguno opened with the fundamentals of PM and principles in the Project Management Body of Knowledge (PMBOK). After laying the foundation, he discussed project selection and feasibility evaluation, project initiation, and project governance. Moreover, he handled the sessions on project human resource management, risk management, and project monitoring, control, and closing.

Mr. De Villa expounded on project planning, considering the following knowledge areas: scope, time, and cost. To complete a project, he stressed the importance of defining and managing only the work required, ensuring its completion according to the appointed timeline and within its allotted budget.

The workshop-intensive training program culminated with a final group presentation from six different groups, with Mr. Llaguno present to assess and provide invaluable comments and suggestions for improvement.

𝗙𝗥𝗢𝗠 𝗧𝗘𝗖𝗛𝗡𝗜𝗖𝗔𝗟 𝗧𝗢 𝗠𝗔𝗡𝗔𝗚𝗘𝗥𝗜𝗔𝗟 𝗧𝗥𝗔𝗖𝗞

16, 23, 30 May and 6 June 2026 – The Professional Engineering Training Division (PETD) of the UP National Engineering Center recently concluded the seventh 𝗘𝗻𝗴𝗶𝗻𝗲𝗲𝗿𝗶𝗻𝗴 𝗠𝗮𝗻𝗮𝗴𝗲𝗺𝗲𝗻𝘁 (EM) training at Seminar Room A and C, Juinio Hall, UP Diliman. This cycle gathered 36 current and aspiring engineering leaders, mostly working as technical staff, supervisors, and managers.

The four-Saturday course commenced with a comprehensive lecture on foundational leadership and strategy facilitated by Engr. Jesus Matias, Senior Lecturer and Certified Engineering Management Practitioner. To bridge the participants’ technical expertise and leadership skills, Engr. Matias opened the day with the foundations of engineering management, then transitioned to leadership and organizational management. In the afternoon, he broadened their knowledge by applying these management principles to strategic, financial, and technological contexts.

In the second session, Assistant Prof. Erickson Llaguno from the UP Diliman Department of Industrial Engineering and Operations Research started his lecture with marketing and sales management, stressing that engineering managers must strategically balance the fundamental pillars of marketing to effectively pe*****te target markets successfully. He then transitioned to quality and project management, where participants learned how to manage project lifecycles, mitigate risks, and control costs efficiently.

Professor Iris Ann Martinez handled the third session on operations and supply chain management, highlighting the importance of optimizing production, improving workflows, and reducing institutional wastes. She then conducted a hands-on Supply Chain Management Workshop for participants to apply cost-effective methodologies learned throughout the day. To culminate the program on its fourth Saturday, she collaborated with Engr. Rolly Martinez, Director of the Space Industry and Strategic Business Development Bureau. Their session focused on engineering ethics and vital soft skills needed by engineering leaders today, such as communication and presentation skills.

The Professional Certificate in Facilities Management (FM), one of the training programs offered by the Professional Engineering Training Division of the National Engineering Center, is designed for practicing facilities managers, property and building administrators, engineers, architects, project managers, project coordinators, and project supervisors.

The program consists of 10 modules grouped into three lecture series, namely FM Series I, FM Series II, and FM Series III. The following topics of each FM Series are detailed below:

The three FM Series are not prerequisites for one another and can be taken in any order. A Certificate of Completion will be issued to participants upon completion of each FM Series. A Professional Certificate in Facilities Management will be given to participants who have completed the full program (all three FM Series).
