This would be a Happy Sabbath for me if the Philippine Congress and the Philippine Senate wake up and kick out Mr. Duterte as President and install HE Vice President Leni Gerona Robredo, President of the Republic of the Philippines in accordance with Constitutional Succession.

I am sorry to say that I am deeply saddened and disappointed with the Philippine Congress and the Philippine Senate for allowing Mr. Duterte violate the Philippine Constitution for so many years.

1. Mr. Duterte Did not faithfully and conscientiously fulfill his duties as President of the Philippines by allowing China to violate Philippine Sovereignty.

LOOK. Governor Eleanor C. Bulut-Begtang graced the celebration of the Apayao State College 24th Foundation Day in Luna, Apayao today, 24 February 2022.

The activity was highlighted by the unveiling of the Elias K. Bulut Marker and ribbon-cutting of the Auditorium, also named after the late EKB, in honor of his efforts in pushing for the legislation for the creation of ASC through Republic Act 8563.

The establishment of ASC is just one of the monumental gains that accrued to Apayao eversince it gained provincehood in 1995, said Gov. Leah in her anniversary message adding "it is something to be proud and grateful of," relating also her being a witness of EKB's passion in pursuing the college's establishment.

"I challenge the ASC community to continue striving hard, that one day, from this institution, we realize our dream of the first State University in the province, build on on accomplishment of the past administration and venture into other areas that would expand the scope of services you are presently extending," the Governor stressed enjoining also the institution to remain as an active partner of the province in its continuing quest for development.

Commission on Education (CHED) Regional Director and OIC-Office of the College President Dr. Demetrio P. Anduyan, Jr. said for his part that ASC will be forever thankful for its existence and in turn, continue to produce brave and responsible men and women who will work for the advancement of the province.

LOOK. Department of Trade and Industry (DTI)-Cordillera Regional Director Juliet P. Lucas graced the launching of the first One Town, One Product Philippines Hub (OTOP.PH) in Apayao last 17 February 2021 beside the Petron Gasoline Station in Quirino, Luna.

Seen to support Micro, Small and Medium Enterprise (MSMEs) and local products development in the province, the said hub was realized through the initiative of DTI-Apayao in partnership with the Provincial Government of Apayao under the leadership of Governor Eleanor C. Bulut-Begtang and Philippine Councilors League (PCL)-Apayao Chapter President Kyle Mariah Chelsea S. Bulut as the hub operator.

Lucas admired the convergence of key stakeholders in the province to include the municipal Local Government Units (LGUs) and national line agencies and challenged everyone to take the opportunity of developing products that are distinct of the yApayaos, โ€œa product that will be known both in the local and international market someday,โ€ citing that it is the fifth hub to be established in the region following Mountain Province, Baguio City, Kalinga and Ifugao.

"It has always been my dream to have a venue wherein local products can be displayed and sold. A place wherein tourists can see what the province has to offer. A venue para ipasindayaw ti products tayo iti Apayao [for us to showcase of products in Apayao], and provide additional income and employment opportunity to our producers", Bulut said in her acceptance message, suggesting also the possibility of trading local products with its neighboring province, Cagayan.

DTI USec. Bles Lantayona in a recorded message aired during the activity urged everyone to help promote the OTOP.PH by becoming its local patrons, especially government employees โ€œby buying, eating or using local products and other supplies available from the hub.โ€

Acknowledging the role of the hub in advancing the local economy of the province, Gov. Leah vowed her continuing support to the MSME sector saying โ€œI will remain steadfast in supporting livelihood programs of the province as this will empower not only our people but also the province as a whole in achieving sustainable economic growth,โ€ she stressed.

DTI Region 2 Regional Director Romleah Juliet Pulido-Ocampo together with Provincial Director Henry Conel, Jr., also witnessed the said launching activity which was likewise attended by Flora and Sta. Marcela Mayors Rudy Juan and Evelyn B. Martinez, Provincial SK Federation President Wenz Nathaly Cagat as well as provincial and national line agency heads.

LOOK. Governor Eleanor C. Bulut-Begtang graced the celebration of the 24th Founding Anniversary of the Far North Luzon General Hospital and Training Center (FNLGHTC's) today, 23 February 2022.

The activity was highlighted by the ceremonial turnover of COVID-19 modular isolation units and a multipurpose building and culminated with a commemorative program in honor of the the late Mayor, Congressman and Governor Elias K. Bulut, who authored in Congress Republic Act 8536 that provided for the hospitalโ€™s establishment.

Relating to the province's development since its establishment as an independent province 27 years ago, Gov. Leah said FNLGHTC's existence may not have been possible if Apayao remained attached to Kalinga.

"As a witness of how you valued these [legacy of EKB], I commend the leadership of FNLGHTC's Chief of Hospital, Dr. Marlene P. Libatique-Lubo," added the Governor, attributing also the same to the competent hospital's workforce in the efficient delivery of health services to the yApayaos amid the COVID-19 pandemic.

The Governor vowed to continue its partnership with FNLGHTC by providing necessary funding support for the upgrading of hospital facilities in order to improve, and cater more to hospital and health care needs of the yApayaos, especially the disadvantaged 'kakailyans' within its catchment area and of its adjacent province, Cagayan.

FNLGHTC's operation commenced as an infirmary on August 1, 1999 in an old and dilapidated four-room public elementary school building in Barangay Tumog, Luna, solely relying on funding from then Congressman EKBโ€™s Countrywide Development Fund.

The Hospital, then under the leadershio of Dr. Danilo A. Domingo, later transferred to the vacant catholic mission buildings in Poblacion, Luna until its own building and facilities were constructed in its present site over the years.

FNLGHTC meanwhile dedicated the newly-completed hospital's halfway house to Gov. Leah and naming the same as 'Casa Leah' by virtue of FNLGHTC Management Committee Resolution No. 001 dated January 04, 2022 to honor her initiatives in making the construction of said edifice possible during her term as the province's representative in Congress and which continued in her incumbency as Provincial Governor.

Governor Eleanor C. Bulut-Begtang, in her message, stressed that the maintenance of peace and order in the province is a continuing and shared responsibility, hence, enjoined everyoneโ€™s renewed commitment in strengthening the implementation of their respective mandates in order to facilitate inclusive socio-economic growth in the province for 2022 onwards.

Gov. Leah also led the awarding of appreciation certificates to various peace and order stakeholders, municipal mayors and provincial department heads in recognition for their assistance and contributions in ensuring the successful and meaningful celebration of the just concluded provincial and municipal Apayao's 27th Founding Anniversary commemorations.

LOOK. Apayao's 27th Founding Anniversary municipal celebrations culminated today, 18 February 2022 in the Municipality of Conner, with a series of inauguration and turnover of newy-completed infrastructure projects, followed by a simple yet festive program in barangay Paddaoan.

Projects turned over included the DA-PRDP funded warehouse and municipal Temporary Treatment and Monitoring Facility (TTMF) both in Calafug, and the regional evacuation center in Malama. Governor Eleanor C. Bulut-Begtang and Congressman Elias C. Bulut Jr. also led the ground-breaking ceremony for the Paddaoan section of the Caglayan-Ripang-Paddaoan-Talifugo-Manag provincial road before proceeding to the celebratory program.

Department of Trade and Industry (DTI)-Cordillera OIC-Regional Director Juliet P. Lucas who graced the commemorative program, expressed in her message her appreciation to the unity prevailing in the province saying "dayaw yo daytoy nga taga-Apayao (this is your pride as yApayaos)."

In addition to DTI-sponsored Micro, Small and Medium Enterprises (MSMEs) assistance programs and projects in Conner, to include Integrated Natural Resources and Environmental Management Project-Livelihood Enhancement Support (INREMP LES) and road construction project under the Roads Leveraging Linkages of Industry and Trade (ROLL IT), among others, Lucas also graced the launching of DTI's Shared Service Facility (SSF) on Cacao Processing in Barangay Ili.

A Silver Bagwis recognition was likewise awarded by DTI-CAR to the Conner Multipurpose Cooperative (CMPC) in recognition of its efforts in protecting the rights of consumers and promoting quality customer relations through Consumer Welfare Desk (CWD).

Being blessed with vast resources and noting that Conner has the highest number of registered MSMEs provincewide accounting for 22% (540) of the 2,504 individuals operating in the province, Lucas enjoined the MSMEs of Conner to level-up the quality and competetiveness of their respective industries in terms of product development in compliance with Good Manufacturing Practice (GMP) and, Food and Drugs Administration (FDA) licensing and registration.

Cong. Butzy for his part acknowleged the need to establish sustainable livelihood and employment opportunities especially to the poor by identifying and organizing existing MSMEs and providing them with incentives and working capital additional to that of their existing operational funds. "We have to carefully study how to improve our products and gradually thrive within the province and outwards."

To prepare also our province in the next stages of development it shall face, guided by the wisdom of our elders, Gov. Butzy said, "we have to invest in education, offer more scholarship assistance and produce young professionals who will soon continue realizing our aspirations for the province's development."

Commemorating the resiliency of its people in the face of the many challenges, allowing for the province to emerge united and victorious over the past 27 years, Mayor Martina W. Dangoy in her welcome message expressed her thanks, in behalf of the people and officialdom of Conner Local Government Units (LGUs), to the late former mayor, congressman and governor, Elias K. Bulut for his efforts and sacrifices as the founding father of Apayao, "earning our own mark as yApayaos."

Dangoy, citing EKB's favorite line, 'If we hold on together, our dreams will never die', encouraged everyone "to continue to be each others' strength as we build a better future for our municipality and for our province."

"Despite the many ups and downs we went through over the past years, riled by present pandemic, we stood strong and united," Gov. Leah said in her anniversary message noting the same as a legacy of the late EKB who taught that love, unity and peace are what propel progress and development. "Let us be inspired to march towards one direction, to serve our people and to sustain the development of our province."

LOOK. The municipality of Sta. Marcela celebrated Apayao's 27th Founding Anniversary yesterday, February 16, 2022, at the municipal gymnasium in Barangay San Carlos.

The celebration started with a series of blessing and turnover of various infrastructure projects around the town in the morning and culminated in a commemorative program in the afternoon, highlighted by the Search for 2022 Mr. EKB Looks in Years (ELY), portraying the late Elias K. Bulut's looks and honoring his works during his tenure as a Mayor, Governor and Congressman.

Completed infrastructure projects turned over include the Liga ng mga Barangay hall, Imelda Barangay Center, COVID-19 Temporary Treatment and Monitoring Facility (TTMF) in San Carlos and municipal isolation facility at the Sta. Marcela District Hospital, Malekkeg-Palali and Malekkeg (Purok 5 and 7) local access roads and the Malekkeg-Panay-Consuelo-Balluyan (San Juan section) provincial road funded under the Conditional Matching Grant to Provinces (CMGP), DA-PRDP-funded warehouse in Barangay Panay and the Bacut Eco-tourism facilities in Barangay Marcela.

These achievements, said Mayor Evelyn B. Martinez, wouldn't have been possible if Apayao remained attached to Kalinga until its separation through RA 7878, 27 years ago.

"We offer these blessings to the development-oriented and visionary father of Apayao, the late EKB," said Martinez expressing same gratitude to the leadership of Governor Eleanor C. Bulut-Begtang and Congressman Elias C. Bulut, Jr. who continued EKB's aspirations for the province.

For her part, Gov. Leah enjoined everyone's commitment and renewed cooperation as the province embarks on more development undertakings.

"Let us bravely face the changes, little sacrifices and challenges inevitable for progress to happen," Gov. Leah added.
