𝟯𝟴𝟵 𝗠𝗮𝗿𝗶𝗸𝗶𝗻𝗮 𝗖𝗶𝘁𝘆 𝗿𝗲𝘀𝗶𝗱𝗲𝗻𝘁𝘀 𝗽𝗮𝗿𝘁𝗶𝗰𝗶𝗽𝗮𝘁𝗲 𝗶𝗻 𝗟𝗧𝗢’𝘀 𝗳𝗿𝗲𝗲 𝗧𝗗𝗖 𝗽𝗿𝗼𝗴𝗿𝗮𝗺

A total of 389 residents of Marikina City have benefitted from the free Theoretical Driving Course (TDC) which was conducted by the Land Transportation Office (LTO) as part of its outreach program under the Bagong Pilipinas of President Ferdinand “Bongbong” Marcos, Jr.

LTO Chief Assistant Secretary Atty. Vigor D. Mendoza II said the free TDC program was conducted by the Marikina District Office for residents of Barangays Tañong, San Roque, Nangka and Fortune and also covers pre-registration for driver’s license application.

“Suportado ng ating Pangulong Marcos at DOTr Secretary Jaime J. Bautista ang programang ito upang maimulat natin ang mas marami nating mga kababayan, lalong-lalo na ang mga kabataan, sa kahalagahan ng road safety at disiplina sa kalsada,” said Assec Mendoza.

Barangay officials involved were the ones which chose the residents to undergo the free TDC, with a focus on their respective constituents with financial challenges.

The two-day free TDC started on Saturday, February 10 with 120 residents from Barangay Nangka, 95 residents from Barangay Fortune, 92 residents from Barangay Tañong, and 82 residents of Barangay San Roque.

The outreach program is under the Serbisyong LTO, or Serbisyong Ligtas, Tapat at Organisado, and the Pinabilis sa Barangay ang Bawat Serbisyo para Magproseso, Magparehistro at Magpa-lisensya, or PBBM.

Assec Mendoza earlier tasked all LTO Regional Directors and District Office heads to conduct more free TDC programs as a form of assistance to Filipinos, as well as expand the goal of the DOTr and the LTO to produce more responsible and disciplined motorists across the country.

The TDC is one of the major requirements in securing a driver’s license. The LTO’s free TDC would save the participants with at least P1,000, the normal fee being charged by driving schools for TDC.

“Sa mga barangay na nais magkaroon ng ganitong programa, bukas ang mga tanggapan ng LTO ara sa inyojng request at makakaasa kayo na pupunta ang LTO sa inyong barangay para dito,” said Assec Mendoza.

Mendoza meets with LTO RDs, discusses strategies on “No Registration, No Travel” policy

Land Transportation Office (LTO) Chief Assistant Secretary Atty. Vigor D. Mendoza II met with the agency’s Regional Directors on Monday, January 22, and discussed strategies in strictly implementing the “No Registration, No Travel” policy.

During the command conference, Assec Mendosa emphasized the necessity of renewing the registration of around 24.7 million delinquent motor vehicles through maximum visibility of LTO enforcers and intelligence-based daily operations.

“Dumami ng dumami ang mga hindi nagpaparehistro over the years dahil lumakas ang loob dahil nakakalusot at hindi nahuhuli. This would be the end of their good days, we will conduct relentless operations against them to send a message that the LTO is serious in this campaign, kasama rin po amg private vehicles dito,”said Assec Mendoza.

“In this regard, I expect you to come up with strategic measures and strengthen coordination with other law enforcement agencies and stakeholders to ensure the success of this campaign,” he told the LTO officials.

Aside from the Philippine National Police which has been the usual partner of the LTO in the enforcement, Assec Mendoza said coordination with local government units (LGUs) is also important in order to augment the government’s law enforcers through their respective traffic units.

The “No Registration, No Travel” policy is part of the instruction of Department of Transportation Secretary Jaime J. Bautista to ensure the road worthiness of all vehicles as part of the road safety measures.

Assec Mendoza earlier warned that delinquent motor vehicles put the drivers and their passengers’ life at risk since these vehicles do not undergo the regular road worthiness checks.

A number of mayors have already signified support to the “No Registration, No Travel” policy.

On the part of the PNP, its leadership under Police General Benjamin Acorda, Jr. has committed to identify and renew the registration of all their vehicles with expired registration.

The Land Transportation Office (LTO) is shifting gears into a stricter "No Registration, No Travel" campaign, following a period of leniency during the Christmas and New Year break. This renewed focus comes amidst alarming data from Region 1, where the agency's Field Enforcement Unit (FEU) with the help of the Philippine National Police (PNP) apprehended a staggering 292 motorists between January 1 and 10, 2024.

Out of these apprehensions, 3 involved colorum vehicles operating illegally, 85 concerned unregistered motor vehicles, and a further 250 were for various other traffic violations. The FEU also impounded 85 vehicles during this short period, highlighting the prevalence of non-compliant vehicles on Philippine roads.

The message is clear: the holiday grace period is over. LTO Chief Assistant Secretary Atty. Vigor D. Mendoza II issued a stern warning to delinquent owners nationwide to register their vehicles immediately. It's not just about avoiding the hefty P10,000 fine, it's about ensuring everyone's safety on the road.

The crackdown aims to address the pressing issue of roadworthiness, particularly among the estimated 24.7 million unregistered vehicles in the country, representing a concerning 65% of the total fleet. Mendoza cited a World Health Organization report stating that 1.3 million people die in road accidents globally each year, while the Philippines averages 32 daily fatalities.

"Our main goal is to ensure safety for all road users," Mendoza emphasized. "But we also want to make registration quick and convenient. That's why we've set up special lanes for delinquent owners in all LTO offices nationwide."

The recent data from Region 1 underscores the urgency of the LTO's renewed campaign. With a significant portion of vehicles operating without proper registration or roadworthiness checks, the risk of accidents and fatalities remains alarmingly high. The LTO's stricter enforcement, coupled with convenient registration options, is a crucial step towards ensuring safer roads and responsible vehicle ownership in the Philippines.
