LBRDC Conducts Continuity Planning Program with Support and Technical Guidance from the Office of the Civil Defense
MAY 22, 2026, MANILA — LBP Resources and Development Corporation (LBRDC) conducted a Public Service Continuity Planning (PSCP) orientation on May 22, 2026, at City Garden Suites in Ermita, Manila, marking the corporation’s initial step in strengthening disaster preparedness and ensuring the uninterrupted delivery of public service during emergencies and disruptions.
The orientation was facilitated by the Civil Defense and Disaster Management Training Institute (CDTI) of the Office of the Civil Defense (OCD), with resource speakers Aurora May Cabañeros and Camille Grace Dumala-og leading discussions on continuity planning, disaster response measures, and organizational resilience. The activity was held in compliance with Republic Act No. 10121, or the Philippine Disaster Risk Reduction and Management Act of 2010, and the Public Service Continuity Planning Guidebook issued by the National Disaster Risk Reduction and Management Council (NDRRMC) and OCD.
Among those who attended the orientation were LBRDC Chairperson LT GEN Antonio Ramon A. Lim PAF (Ret.), President and CEO COL Ricardo C. Juliano, CPA, PA (MNSA) (RES), Dir. Abner Malabanan, and Dir. Joselito Manalo, who are members of the LBRDC's Compliance and Risk Management Committee (CRMC), along with other officers and employees. The activity was spearheaded by the LBRDC Compliance Unit led by LBRDC's Compliance Officer, Atty. Kimberly Clark M. Balingit.
LBRDC site engineers stationed in various project sites across the Philippines also participated in the orientation via Zoom, reflecting the corporation’s commitment to continuous public service, coordination, and operational readiness despite geographically dispersed worksites nationwide.
In his message, Chairperson Lim emphasized the importance of sustaining government operations during emergencies and disasters.
“Let this initiative make a strong commitment to ensure that, no matter the disaster, the machinery of public service remains operational and effective for the Filipino people we serve,” he said.
The program concluded with the awarding of certificates and a plaque of recognition to CDTI, followed by closing remarks from PCEO Juliano, who reaffirmed the corporation’s commitment to employee welfare and preparedness initiatives.
“LBRDC always plans for the health and well-being of the employees we have,” Juliano concluded.
