𝙎𝙀𝙓𝙐𝘼𝙇 𝘼𝘽𝙐𝙎𝙀 𝙄𝙉 𝘼𝙉𝙔 𝙁𝙊𝙍𝙈 𝙄𝙎 𝙉𝙊𝙏 𝘼 𝙅𝙊𝙆𝙀

The Women's Rights Movement started in the early 1850’s, 7 generations of women fought hard to convene this movement and pass human and civil rights laws for safety, personal boundaries, and respect. All the existing laws we have today that protect women took 170+ years of courage, resistance, and reforms. And it will continue to progress as long as society refuses to unlearn ignorance.

Project MULAT stands firm and non-negotiable in condemning r**e, abuse, exploitation, and harassment against women, whether it occurs in religion, workplaces, government institutions, schools, homes, or any space where power is abused.

R**e jokes are never “just jokes.” They diminish the pain and trauma experienced by survivors and normalize a culture that excuses violence against women. Humor that mocks abuse reflects a dangerous disregard for empathy, accountability, and human dignity.

Women were never created for the entertainment, validation, or gratification of anyone else. A woman’s body, voice, and existence are not objects for consumption.

𝙞𝙈𝙐𝙇𝘼𝙏 𝙉𝘼𝙏𝙄𝙉: 𝙍𝙚𝙥𝙪𝙗𝙡𝙞𝙘 𝘼𝙘𝙩 7610

Also known as the “𝐒𝐩𝐞𝐜𝐢𝐚𝐥 𝐏𝐫𝐨𝐭𝐞𝐜𝐭𝐢𝐨𝐧 𝐨𝐟 𝐂𝐡𝐢𝐥𝐝𝐫𝐞𝐧 𝐀𝐠𝐚𝐢𝐧𝐬𝐭 𝐀𝐛𝐮𝐬𝐞, 𝐄𝐱𝐩𝐥𝐨𝐢𝐭𝐚𝐭𝐢𝐨𝐧, 𝐚𝐧𝐝 𝐃𝐢𝐬𝐜𝐫𝐢𝐦𝐢𝐧𝐚𝐭𝐢𝐨𝐧 𝐀𝐜𝐭," approved on June 17, 1992, under the Presidency of Fidel Ramos.

It is hereby declared to be the policy of the state to provide special protection to children from all forms of abuse, neglect, cruelty, exploitation, discrimination, and other conditions prejudicial to their development; provide sanctions for their commission and carry out a program for prevention and deterrence of and crisis intervention in situations of child abuse, exploitation, and discrimination. The State shall intervene on behalf of the child when the parent, guardian, teacher, or person having care or custody of the child fails or is unable to protect the child against abuse, exploitation, and discrimination or when such acts against the child are committed by the said parent, guardian, teacher, or person having care and custody of the same.

Sec. 3. Definition of Terms
(a) “Children” refers to person below eighteen (18) years of age or those over but are unable to fully take care of themselves or protect themselves from abuse, neglect, cruelty, exploitation or discrimination because of a physical or mental disability or condition;
(b) “Child abuse” refers to the maltreatment, whether habitual or not, of the child which includes any of the following:

- Psychological and physical abuse, neglect, cruelty, sexual abuse and emotional maltreatment;
- Any act by deeds or words which debases, degrades or demeans the intrinsic worth and dignity of a child as a human being;
- Unreasonable deprivation of his basic needs for survival, such as food and shelter; or
- Failure to immediately give medical treatment to an injured child resulting in serious impairment of his growth and development or in his permanent incapacity or death.

(d) “Comprehensive program against child abuse, exploitation and discrimination” refers to the coordinated program of services and facilities to protected children against:

Child Prostitution and other sexual abuse;
Child trafficking;
Obscene publications and indecent shows;
Other acts of abuses; and
Circumstances which threaten or endanger the survival and normal development of children.

Sec. 5. Child Prostitution and Other Sexual Abuse. – Children, whether male or female, who for money, profit, or any other consideration or due to the coercion or influence of any adult, syndicate or group, indulge in sexual in*******se or lascivious conduct, are deemed to be children exploited in prostitution and other sexual abuse.

Sec. 7. Child Trafficking. – Any person who shall engage in trading and dealing with children including, but not limited to, the act of buying and selling of a child for money, or for any other consideration, or barter, shall suffer the penalty of reclusion temporal to reclusion perpetua. The penalty shall be imposed in its maximum period when the victim is under twelve (12) years of age.

Sec. 9. Obscene Publications and Indecent Shows. – Any person who shall hire, employ, use, persuade, induce or coerce a child to perform in obscene exhibitions and indecent shows, whether live or in video, or model in obscene publications or pornographic materials or to sell or distribute the said materials shall suffer the penalty of prision mayor in its medium period.

Sec. 17. Survival, Protection and Development. – In addition to the rights guaranteed to children under this Act and other existing laws, children of indigenous cultural communities shall be entitled to protection, survival and development consistent with the customs and traditions of their respective communities.

Sec. 27. Who May File a Complaint. – Complaints on cases of unlawful acts committed against the children as enumerated herein may be filed by the following:

(a) Offended party;
(b) Parents or guardians;
(c) Ascendant or collateral relative within the third degree of consanguinity;
(d) Officer, social worker or representative of a licensed child-caring institution;
(e) Officer or social worker of the Department of Social Welfare and Development;
(f) Barangay chairman; or
(g) At least three (3) concerned responsible citizens where the violation occurred.

7 million children are being sexually abused every year in the Philippines, that’s according to the Cameleon Research Association.

In Bacolod City, from the Medico-Legal 2025 Data, 2 year-old child is the youngest victim of child sexual abuse in the city.

Many of them are at the hands of people they trust the most. And many never get the chance to speak up.

This piece is a call to open our eyes, to listen without judgement, and to protect, believe, and stand for our children.

𝙞𝙈𝙐𝙇𝘼𝙏 𝙉𝘼𝙏𝙄𝙉: 𝙎𝙚𝙭𝙪𝙖𝙡 𝘼𝙨𝙨𝙖𝙪𝙡𝙩 𝘼𝙬𝙖𝙧𝙚𝙣𝙚𝙨𝙨 𝙈𝙤𝙣𝙩𝙝

𝙍𝘼 9262 𝙤𝙧 𝙩𝙝𝙚 𝘼𝙣𝙩𝙞-𝙑𝙞𝙤𝙡𝙚𝙣𝙘𝙚 𝘼𝙜𝙖𝙞𝙣𝙨𝙩 𝙒𝙤𝙢𝙚𝙣 𝙖𝙣𝙙 𝙩𝙝𝙚𝙞𝙧 𝘾𝙝𝙞𝙡𝙙𝙧𝙚𝙣 𝘼𝙘𝙩 𝙤𝙛 2004, approved on March 8, 2004, under the presidency of Gloria Macapagal-Arroyo.

Violence against women and their children refers to any act or a series of acts committed by any person against a woman who is his wife, former wife, or against a woman with whom the person has or had a sexual or dating relationship, or with whom he has a common child, or against her child whether legitimate or illegitimate, within or without the family abode, which result in or is likely to result in physical, sexual, psychological harm or suffering, or economic abuse including threats of such acts, battery, assault, coercion, harassment or arbitrary deprivation of liberty. The criminal complaint may be filed within twenty (20) years from the occurrence or commission of the act.

“Children” refers to those below eighteen (18) years of age or older but are incapable of taking care of themselves as defined under Republic Act No. 7610. As used in this Act, it includes the biological children of the victim and other children under her care.

The law recognizes the unequal relations between a man and a woman in an abusive relationship where the woman is usually at a disadvantage.

𝙏𝙝𝙚 𝙛𝙤𝙡𝙡𝙤𝙬𝙞𝙣𝙜 𝙖𝙧𝙚 𝙩𝙝𝙚 𝙥𝙚𝙧𝙨𝙤𝙣𝙨 𝙬𝙝𝙤 𝙖𝙧𝙚 𝙥𝙧𝙤𝙩𝙚𝙘𝙩𝙚𝙙 𝙗𝙮 𝙍.𝘼. 9262:
- Wife
- Former Wife
- A woman with whom the offender has or had sexual relations with
- A woman with whom the offender has a common child with
- The legitimate or illegitimate child of the woman within or without the family abode.

𝙒𝙝𝙖𝙩 𝙘𝙖𝙣 𝙬𝙤𝙢𝙚𝙣 𝙖𝙣𝙙 𝙘𝙝𝙞𝙡𝙙𝙧𝙚𝙣 𝙙𝙤 𝙪𝙣𝙙𝙚𝙧 𝙍.𝘼. 9262?

Under the law, the offended party may file a criminal action or apply for a protection order either as an independent action or as an incident in a civil or criminal action and other remedies.

Month of March came loud as we celebrate Women's strength and pride, it ended with strong conviction that Women continues to evolve and strive despite streotypes and stigmas. As we move forward, may APRIL, Sexual Assault Awareness Month will be loud as Women's Month. Let's us open more conversation about abuses without letting culture and tradition limit it.

Aside from being heard, we need to open our eyes and minds to the reality we live in, because only through an open mind that we can addressed this matters.

𝗨𝗡𝗜𝗧𝗘𝗗 𝗪𝗜𝗡𝗚𝗦: 𝗦𝗮𝗳𝗲𝗿 𝗖𝗼𝗺𝗺𝘂𝗻𝗶𝘁𝗶𝗲𝘀, 𝗦𝘁𝗿𝗼𝗻𝗴𝗲𝗿 𝗙𝘂𝘁𝘂𝗿𝗲𝘀

On March 29, 2026, Project MULAT gracefully landed its final phase at the Home for the Blind in Barangay Mansilingan, bringing together the parents from Sacred Arms and the children from the Safer Wings phases of the project.

Pre-service teachers from Carlos Hilado Memorial State University (CHMSU) and Bacolod City College (BCC) facilitated an engaging, interactive session with the children, helping them recall and reinforce their learning on body safety, personal boundaries, and consent. The activity was filled with energy and participation, showing how much the children had grown throughout the program. As a token of support, drawing kits and school supplies from the donation drive and from the Baranggay were distributed to the children.

Meanwhile, our esteemed speaker, Ms. Shiela Marie Barcimo, led a meaningful processing session for the parents through the 𝐌𝐞𝐭𝐚𝐦𝐨𝐫𝐩𝐡𝐨𝐬𝐢𝐬 𝐌𝐮𝐬𝐞𝐮𝐦: 𝐒𝐭𝐨𝐫𝐢𝐞𝐬 𝐨𝐟 𝐆𝐫𝐨𝐰𝐭𝐡 𝐚𝐧𝐝 𝐒𝐚𝐟𝐞 𝐒𝐩𝐚𝐜𝐞𝐬. This reflective activity allowed parents to share their journeys, insights, and commitment to creating safer and more nurturing homes for their children.

The event concluded on a heartfelt note, with the distribution of grocery packs for parents and toys for children.

Through United Wings, Project MULAT celebrates not just an ending, but a new beginning, where empowered families and informed children continue to build safer communities and stronger futures together.
