1 tablespoon cooking oil or butter
1 small onion, chopped
2–3 cloves garlic, minced
1–2 carrots, diced
1 cup cabbage, shredded
1 cup evaporated milk
6–8 cups chicken broth or water
Salt and pepper to taste
Optional: hot dogs, celery, green peas, or spring onions
