Oversupply list - Work and Income

The Ministry of Social Development (MSD) is making changes to the under and oversupply lists in some regions following a quarterly review of where the labour shortages are in New Zealand.

From 16 April 2021, Immigration New Zealand will use the updated lists to assess Essential Skills work visa applications that are paid below the median wage (currently $25.50 an hour) regardless of the date the application was submitted.

With recent changes in Immigration New Zealand from 15th Feb 2021:- Assistant Dairy Farm Managers and Herd Manager are now considered skilled occupations for NZ skilled migrant residence programme.

Herd Managers, 2ICs; and Farm managers can apply for a residence visa in New Zealand provided they have 160 or more points with the English language requirement fulfilled and the required pay rate

Another big success!!
This applicant came to us when INZ declined his residence visa from a liquor store. We made an appeal to the IPT and now it's successful where they found that the INZ decision was incorrect.

[02/22/21]   Update from INZ

Kia ora,

Immigration New Zealand (INZ) has decided to withdraw our visa processing and risk and verification functions from Mumbai, Manila and Pretoria and fully close our offices there. We informed our staff in these locations yesterday (22 February) and will withdraw these functions from Mumbai, Manila and Pretoria offices by the end of March 2021.

We also plan to withdraw our visa processing from Beijing and maintain a risk and verification presence only. The decisions related to Beijing are dependent on a number of factors, including when our borders are likely to reopen.

At this point, staff in Beijing will continue to be employed until 30 June 2021, however, we will be reviewing the timeline for withdrawal of visa processing from Beijing over the next few months and it may be at a later date.

There will be no change to our Pacific Island locations.
You will be aware that with the closure of New Zealand’s borders as part of New Zealand’s COVID-19 response, visa application volumes have decreased significantly, by over 80%, in some instances. As INZ is predominantly funded from visa fees the decline in revenue poses a funding challenge. We have a responsibility to operate in a financially sustainable way.

The temporary reduction in visa applications provides INZ an opportunity to speed up and embed changes already underway to ensure we are delivering on our strategy - to be trusted stewards of the immigration system facilitating and protecting New Zealand’s interests.

INZ is taking this opportunity to right size our organisation to deliver sustainable cost-savings, introduce advanced technology to improve efficiency, manage offshore risk more effectively and move visa processing activities onshore with a more resilient and responsive operating model to better allow for the inevitable peaks in visa volumes.

Great news for dairy farmers

After many years of frustration farming occupations have been classified at different skill levels as below; even Herd Managers are skilled now!

Statistics New Zealand has engaged with the dairy sector and developed new task descriptions for three dairy roles that sit under the occupation of Dairy Cattle Farmer (121313) in the Australia and New Zealand Standard Classification of Occupations (ANZSCO). The three new sub category roles are:

• Dairy Farm Manager (Skill Level 1)
• Assistant Dairy Farm Manager (Skill Level 3)
• Dairy Herd Manager (Skill Level 3)

Change will be implemented for all applications including EOIs for SMC from 15th Feb 2021

This means even Herd Managers can apply for residence under SMC

Below are duties for Herd Managers now which are quite easy to satisfy as they do not need to control farm budget or run the farm but they would still be skilled as long as meeting below tasks

Dairy Herd Manager (Skill Level 3) Tasks Include:

1. Herd Managers are responsible for key aspects of the working day, including running the dairy shed (ie milking) and may have responsibility for animal health and other assigned tasks.

2. Understands and takes responsibility for daily tasks such as running of the dairy, effluent management and feeding.

3. Completes tasks with minimal supervision and can supervise and train other staff. Looks for opportunities to work more effectively and efficiently to improve the business.

4. Understands and implements efficient milking practices and keeps the dairy farm hygienic. Records health treatments and solves milk quality problems.

5. Diagnoses common ailments and treats accordingly.

6. Competent in all aspects of calving and reproduction e.g. observation and recoding of on heat cows. Understands regulations and management of nutrients, effluent and water and their most efficient use.

7. Implements best practice for pasture, crop and supplement management for optimal quality and utilisation.

8. Trains junior employees in simple skills. Communication and reporting skills.

9. Safely uses and maintains vehicles on farm as directed by on farm policy.

10. Models a H, S & W culture, records accidents and identifies farm hazards and biosecurity issues.

11. Understands financial systems within the farm business, becoming involved in farm budget when appropriate.

12. Understands appropriate KPI's and goals, implements farm policy to achieve these, collects and reports appropriate data.
