The Government is moving ahead with plans to expand road user charges to all light vehicles, saying petrol tax is no longer a fair way to fund roads as hybrids and fuel-efficient vehicles become more common.
Road user charges already apply to diesel and electric vehicles, but the system has long been unpopular during fuel price spikes and cost-of-living pressure.
Transport Minister Chris Bishop says the proposed electronic system would modernise how drivers pay for using the roads.

A man who became stranded in is vehicle in waist-deep water had a lucky escape thanks to a team of emergency responders.
Early on Thursday morning Police were notified of a man stuck inside his vehicle in Wesley Bay.
“The informant was quite distressed as he was in his vehicle in water up to his chest with a high tide approaching,” Senior Sergeant Guy Baldwin, Auckland City West Area Response Manager, says.
Officers arrived on the scene quickly, however were unable to get their vehicle down to the area due to a locked gate.
“The two officers have then gone on foot down to the beach and safely waded out and extracted the male from his vehicle despite challenging conditions.”
Senior Sergeant Baldwin says the conditions posed a significant risk to life and the officer’s didn’t hesitate to get to work.
“Fire and Emergency were quickly on site with us, unlocking the gate and being on standby should anything not go to plan.
“Thankfully the man was able to be extracted and was checked over by ambulance staff at the scene.
“The officers’ actions, alongside the swift and coordinated response of all agencies involved, meant this man had an incredibly lucky escape.”
Police remind the public that for any water related emergency, always call 111 immediately.
