Digital transformation is at the center of Nepal’s new governance agenda, but is it inclusive, secure, and rights-based?
We are pleased to share our latest review:
“Decoding Nepal’s 100-Point Governance Reform Plan: A Digital Rights Review.”
The Government of Nepal’s 100-point roadmap presents an ambitious vision for digital governance, integrated public service delivery, and data-driven administration, with key reforms such as faceless services, digital identity integration, national data exchange systems, and sector-wide digitalization.
However, our analysis, focused specifically on the digital and ICT-related components, identifies critical gaps that must be addressed to ensure sustainable and equitable implementation:
▪️ A digital-only approach risks excluding marginalized communities amid existing digital divides
▪️ Absence of a comprehensive cybersecurity framework despite expanding digital infrastructure
▪️ Lack of social media governance and platform accountability in addressing online harms
▪️ Weak integration of human rights safeguards, especially in the context of centralized data systems
▪️ Limited public participation, transparency, and institutional continuity
▪️ An overly ambitious timeline that may undermine effective implementation
While the roadmap marks a significant step toward modernizing governance, bridging the gap between technological ambition and rights-based implementation is essential.
A truly effective digital future for Nepal must be inclusive, secure, transparent, and grounded in human rights.

On 16 April, Digital Rights Nepal, in collaboration with the Free Student Union of University Campus, Tribhuvan University, successfully conducted an interactive session titled “Digital Adhikar: Know Your Rights, Protect Your Future.”
The session introduced key concepts of digital rights, including their scope and relevance in today’s digital space. Participants also engaged in discussions on major legal provisions related to online content, information integrity (misinformation, disinformation, and malinformation), OGBV/TFGBV, and digital safety practices.
Around 100 students actively participated, making the session highly interactive and engaging, reflecting growing youth interest in understanding and protecting their digital rights.
