Mozambique: eVisa to be available by the end of October

Foreign nationals who wish to visit Mozambique for tourism, business and investment will soon have their lives made easier with the entry of a new platform, eVisa, which is expected to be launched by the end of this month.

eVisa is a 100 percent Mozambican platform, built from scratch, by the Government to improve competitiveness and boost the economy and tourism industry.

The weekly paper “Domingo” reports that this was announced last Friday by the Mozambican Deputy Finance Minister, Amilcar Tivane, during a meeting held at the Foreign Affairs Ministry, seeking the implementation of the Economic Acceleration Stimulus Package.

The new platform, eVisa, allows by accessing the web page to obtain pre-approval of visas to foreigners for the categories of tourism and business (to attend meetings and conferences), as well as carry out research.

This platform is also valid for foreign nationals wishing to apply for pre-approval for visas in investment.

It consists of a user-friendly graphical inter-face where the applicant enters all the required information for a visa by filling an online form explaining the purpose of the visit.

It is also a channel for submitting all the required documentation for the issuance of visas, including a copy of the passport, air ticket and proof of accommodation by uploading digital files.

Once completed the information and required documentation is submitted to the National Migration Service (SENAMI) where it is processed. Within five days the applicant is informed about the status approval or disapproval, through the same digital platform.

When the request is approved, the applicant receives a digital pre-authorization travel document which should be presented to the SENAMI officer at the point of entry in Mozambique.

After payment of the fee at the border post, SENAMI proceeds to issue the visa allowing entry into the country.

Amid Stage 6 load shedding and calls for the president to declare an energy emergency, government's Central Energy Fund is investing billions in the gas projects at Temane, near Vilanculos. Many other international corporate companies and investors are also involved in the gas and oil fields around Temane and Pande.

The creation of a new state-owned gas trading entity and the acquisition of part of Sasol's stake in the Rompco pipeline.

Eskom wants about 6 000MW of gas-fired power urgently added to the grid, with power plants from the Temane gas fields.

The announcement, in March this year, that South Africa had secured a gas deal from Mozambique went largely unnoticed:

"I can confirm the discussions between our Minister of Mineral Resources and Mozambique are advanced," Deputy President David Mabuza told Parliament earlier. I can safely say that we've reached an agreement.

Mineral Resources and Energy Minister Gwede Mantashe had been making regular visits to Mozambique, eager to secure deals with the gas from around Vilanculos.

Now, following unprecedented levels of Stage 6 load shedding and calls for President Cyril Ramaphosa to declare an energy emergency, the "gas-fired power with the gas at Temane, near Vilanculos in Mozambique is now visible on the ground.

To begin with, the volume of gas imported by the state-owned gas trader will be two petajoules (PJ) of gas a year, compared to the 170 PJ a year that already flows to Sasol from the Pande and Temane gas fields in Mozambique.

The initial 2 PJ a year – valued at roughly R280 million – will be supplied by ENH. However, Sasol appears to have offered the state-owned gas trader a jumpstart.

As part of its strategy to move away from coal as a synthetic fuel feedstock, Sasol needs to secure an additional 40 – 60 PJ of gas by 2030. With volumes from the Pande and Temane fields in central Mozambique. .

"Sasol, ENH and CEF are currently concluding negotiations of a memorandum of cooperation to pursue importing additional gas to South Africa," Sasol said, while CEF described it as a "tripartite agreement".
Sasol has provided cryptic responses. Asked if it intended to import LNG from the state-owned gas trader in Mozambique, Sasol said: "That is correct".

There is benefit to all partners involved; Mozambique and South Africa."

In June, chief executive André de Ruyter said Eskom needs 3 000MW to 6 000MW of new gas power. "The current energy gap is significant and we urgently need base-load capacity towards 2030. This gap can be filled with gas generation, and specifically mid-merit, to complement the increasing renewable roll-out, and is urgently required, not in the future, but now."
