Mchinji District Council Approves Maxlife Blue Centralizer! 🚰✅

Today, June 8, 2026, Design Outreach Technologies and their implementing partner, Basic Services Development Agency (BASEDA), presented an exciting new water technology to the Mchinji District Council — the Maxlife Blue Centralizer.

Nicknamed a "Game Changer," this innovation is built to last. Here’s why it’s creating so much excitement:

Today, we’re gathering at Malirana Trading Centre in Dedza district for a crucial meeting focused on revising the marketing strategy and business plan for the Dedza Waterpoint Area Mechanics Association (DWAMA).

We’re thrilled to welcome our esteemed participants, including the DWAMA Manager, the District Water Development Officer for Dedza, and representatives from our valued partners, Welthunger Hilfe and BASEDA. Together, we’re working under the WASH Systems Strengthening Initiative project to enhance our approach to rural water repair and maintenance.

At DWAMA, we believe establishing a solid blueprint for our business and marketing strategies is essential to generate sustainable revenue for effective water management in our communities.

We are grateful for being the pioneers of repair and maintenance model in Malawi, way back in 2006 when nobody thought it would be a solution to hand pump functionality.

Two decades later we are championing professionalisation of rural water supply in Chikwawa district under FCDO supported WASH Systems for Health project which is being led by Water for people.

🌟 Exciting News from BASEDA! 🌟

We are thrilled to announce our partnership with Design Outreach Technologies to introduce the Max-life Blue Rod centralizer in Dowa District. During a recent briefing, members of the District Executive Council were informed about this innovative solution, the result of years of research and experimentation, which has already received endorsement from the Government of Malawi for its use.

As part of our outreach efforts, BASEDA is collaborating with Area Mechanics and shop partners to ensure that this product effectively reaches the intended beneficiaries. During the pilot phase, we are offering soft loans for up to 400 water points to encourage adoption by various entities.

The Blue Rod centralizers are designed for durability, with a lifespan of five years or more when properly utilized. This initiative has already seen successful rollouts in Lilongwe and Dedza districts.

In the accompanying photo, we see a cross-section of the DEC members attending the meeting, which included all government heads of departments and key stakeholders, such as Self Help Africa. The meeting, chaired by Director of Planning and Development Mercy Mpakule, resulted in the DEC's endorsement for project rollout in Dowa.

Water for People hosted a two-day Community of Practice workshop at Mount Soche Hotel, bringing together WaSH stakeholders to exchange experiences regarding various professional repair and maintenance models in their districts.

During the workshop, officials from Instiglio led a discussion to review and endorse the Key Performance Indicator (KPI) framework. Participants included representatives from the central government, district officials from Chikwawa, Dowa, and Kasungu, as well as organizations like InterAide, Self Help Africa, BASEDA, and the host, Water for People.

The Community of Practice (CoP) serves as a crucial platform for gathering insights that inform the government and stakeholders about successful initiatives. With support from the FCDO, through Water for People, Basic Services Development Agency (BASEDA) is implementing a WaSH Systems for Health program in the Traditional Authority of Maseya, located in Chikwawa district.

BASEDA employs an Area Mechanics and service contract approach to enhance the reliability of boreholes by ensuring timely and professional repair and maintenance services.

This project, which runs until December of this year, is part of a pilot program aimed at developing professional repair and maintenance models for potential adoption by the government of Malawi.

Since the project's inception, the area has achieved an impressive 97% in both service contracts and functionality rates.

Basic Services Development Agency (BASEDA) has initiated the establishment of Cluster/Traditional Authority (TA)-based field offices for the Dedza Water Point Area Mechanics Association (DWAMA) to enhance operational efficiency across all eight Traditional Authorities in the Dedza district.

This initiative includes the appointment of two technicians at each office to assist the cluster chair in their duties.

BASEDA is currently implementing the WaSH System Strengthening Initiative Phase III project in Dedza district, which runs from 2026 to 2028, in collaboration with WHH Malawi - Welthungerhilfe as the lead partner, and Wesnetwork - Water and Environmental Sanitation Network as advocates for WaSH issues. BASEDA aims to strengthen sustainable and professional repair and maintenance systems, supported by funding from the German Federal Ministry for Economic Cooperation and Development (BMZ).

1. Who We Are
Basic Services Development Agency (BASEDA) is a Malawian non-governmental organization established in 2004 and registered in April 2006 under the Trustee’s Incorporation Act as “Titukule Umoyo, Basic Services Development Agency.”
With over two decades of experience, BASEDA specializes in community-based system strengthening. The organization focuses on developing basic services across multiple sectors, including Health, Agriculture, Water Sanitation and Hygiene (WaSH), Livelihoods, and Forestry.
2. Our Vision
A society of healthy communities, where all individuals actively participate in the sustenance of community development. A people with access to clean drinking water, adequate dignified sanitation, livelihood, and education.
3. Our Mission
We endeavor to offer practical solutions to the needs of the most deprived strata of society in developing the country and helping communities improve their health and living conditions without discrimination of any kind including race, gender, belief, or political affiliation. BASEDA pursues innovative development models that engage and build the capacity of community members in all its interventions.

BASEDA is governed by a skilled and diverse Board of Trustees that ensures strong participatory processes are used to develop the organization’s strategic and risk management frameworks. The organization currently employs 8 full-time staff members dedicated to field implementation and program support.
10. Organizational Expertise: Spotlight on WASH
BASEDA has robust experience in the Water, Sanitation, and Hygiene (WASH) sector spanning over 17 years, with a particular focus on the operation and maintenance (O&M) of rural water supply infrastructure. BASEDA has since 2006 championed professionalized repair and maintenance approach in 10 districts of Mulanje; Thyolo, Chiradzulu, Phalombe, Zomba, Machinga, Balaka, Ntcheu, Dedza and Lilongwe.
Key WASH Achievements:
2018 Capacity Building: Contracted by JTI Malawi to conduct training on the operation and maintenance of WASH infrastructure, with a specific focus on Afridev hand pumps. This project trained 30 Water Point Committees across Lilongwe, Kasungu, Dowa, Ntchisi, Mzimba, Rumphi, Machinga, and Dedza.
Current Professionalized Repair and Maintenance Program: BASEDA is actively implementing an ongoing Operation and Maintenance WASH Program in Dedza and Chikwawa districts, aimed at strengthening the capacity of three key players in the water supply chain:
1. Service Authorities: District and National water bodies.
2. Area Mechanics: Local technicians maintaining water points.
3. Spare Parts Suppliers: Local shop owners ensuring availability of parts.
