The Joint Budget Committee of the 55th Legislature has vowed to robustly scrutinize the 2024 National Budget of US$692 million in the interest of the people of Liberia and the Country.

Montserrado County District #16 Representative, Dixon W. Seboe and chairman of the Joint Budget Committee of the 55th Legislature, on behalf of the Committee said they are poised to implement their constitutional mandate to review the National Development envelope (budget).

The Joint Committee Chair Rep. Seboe made the remarks on Monday during the kickoff of the 2024 Budget Hearing. He said for the next four days intensive Revenue hearings will be taking place.

The Joint Budget Committee comprises of Committees on Ways, Means and Development Planning and the Public Accounts & Expenditure from the House of Representatives and Senate.

He explained that the 2024 Draft National Budget will begin with the revenue component which will be done in close door (Executive) Session while the Expenditure Hearing will be done in opened session in the Joint Chamber of the Legislature.

Mr. James Dorbor Jallah, Commissioner General of the Liberia Revenue Authority making remark at the commencement of the 2024 Budget Hearing said as the Committee and Agents of the Executive convene to deliberate on the National Revenue Budget, a pivotal policy instrument, it is pertinent to reflect on the challenges and successes that
characterized the performance during the preceding fiscal year.

He averred that at the beginning of fiscal year 2023, the Legislature approved a revenue budget of US$782.9 Million. However, following a midyear review, the budget was revised to US$771.7 million.

"The Liberia Revenue Authority, fully cognizant of the uncertainties triggered by the 2023 electoral process, navigated the landscape with a collection of US$715.9 Million, thereby falling short of the revised budget by US$55.8 Million. However, amid this shortfall, I am pleased to report that our domestic revenue collection stood resilient at US$611.9 Million, exceeding collections from all preceding years, except for fiscal year 2022". LRA Boss asserts.

He stressed that the achievement is noteworthy and underscores the effectiveness of the Country's revenue mobilization efforts, but there persist challenges particularly concerning State-Owned Enterprises (SOEs), which consistently fall short of projections and what he termed as the misuse of Duty-free privileges.

"As we embark on these hearings, it is imperative to inject realism into the forecasting of revenue for SOES and scrutinize the extent of revenue foregone through the granting of tax
exemptions and waivers". he stated.

The LRA CG was also quick to mention that looking ahead to the fiscal year 2024, the Liberia Revenue Authority expresses unwavering confidence in their ability to achieve lawful revenue target, However, this optimism is contingent upon the support and collaboration of this honorable body.

He said the LRA Urgent attention is required for the rehabilitation of our dilapidated rural tax and customs offices, which serve as linchpins for the effective decentralization of revenue collection.

The Commissioner General stated that as the Country strive to grow domestic revenue, she needs to identify critical areas with great revenue potential and tap into them. One of such areas is by transitioning from the current GST regime, which has a narrow tax base and
generates less than 3% percent of GDP, to a VAT regime with a broader tax base
and generates about 5-6 percent of GDP in many developing countries where it is designed and implement properly.

For his part Finance Development Planning Minister Boima Kamara said Government is optimistic about the expansion of economic growth by its targeted One Billion.

The Minister is expected to appear on Tuesday, to state the cause of the disrespect and humiliation to Former Liberian President George M. Weah Sr, by stopping him from using the RIA's VIP Lodge considering his portfolio.

Plenaryโ€™s decision was triggered by a communication from Montserrado County Electoral District 10 Representative Yekeh Kolubah.

Honorable Kolubah stated in his communication that the incident which recently occurred at the Robert International Airport where the Former President of Liberia, H. E. George M. Weah, Sr. was blocked or stopped from using the VIP Lodge at the airport was disrespectful and required plenary quick action to serve as deterrence for other leaders.

โ€œNo matter the situation, Former President Weah served our country for six unbroken years as President and must be given the most needed respect as former free of partisanshipโ€. Kolubah asserts.

According to the Montserrado County Lawmaker Leadership is time-by- time which means other people were in these positions that are being occupy today and one day they too will not be here; therefore, the attitude of respecting people in authority and disrespecting those who are not in authority even though they once served the country needs to stop.

President Boakai Suspends FIU Director General Stanley Ford

March 29, 2024

Executive Mansion, Monrovia: The President of the Republic, H.E Joseph Nyuma Boakai, Sr., has suspended, with immediate effect, Mr. Stanley Ford, Director General of the Financial Intelligence Unit (FIU) for allegations of financial and other malpractices at the institution.

The President has made it clear that there is no tolerance for any form of malpractice and, as such, he has directed the Ministry of Justice to undertake a comprehensive investigation into the matter. He expressed confidence that the investigation will ensure that justice is served.

The President has further urged Mr. Ford to submit himself to the investigation and cooperate fully to make sure that the matter is resolved expeditiously.

This move by the Liberian Leader is a clear demonstration of his commitment to upholding the rule of law and ensuring that public officials are held accountable for their actions.

President Boakai Suspends Surcharge On Petroleum Pricing Structure

Executive Mansion, Monrovia: The President of the Republic, H.E. Joseph Nyuma Boakai, Sr., has issued an Executive Order suspending $0.20 surcharge on petroleum pricing structure with immediate effect.

The Order, numbered 128, was issued on March 21, 2024, and is part of the Government's efforts to reduce the cost of living for its citizens.

The President believes that lowering the cost of petroleum will have a positive impact on the lives of Liberians, as it will reduce the cost of goods and services, spur productivity and business profitability, as well as increase revenue for the Government.

The Liberian Constitution allows the President to issue Executive Orders in the public interest to address urgent issues paramount to the Countryโ€™s development.

Multi-Agency working group comprising members of Consultative Competition Committee of ERCA and sectoral experts from Member States met in Banjul to prepare the methodology, data collection questionnaire and detailed structure of the report of the Study on the Digital Markets

The ECOWAS Consultative Committee on Competition (CCC) in collaboration with Sectoral experts from Member states met to prepare the methodology, data collection questionnaire and detailed structure of the report of the Study on the Digital Markets from the 11th to 15th March 2024, in Banjul, Republic of the Gambia.

The meeting brought together Members of the ERCA Consultative Competition Committee (CCC) ,sectoral experts from Member States and ERCA staff to review and share inputs on the study on digital markets in terms of the the scope, methodology, study approach, data collection framework, data analysis, detailed study outline and timeline.

The Executive Director (ED) of ERCA, Dr Simeon KOFFI on behalf of the President of ECOWAS Commission Dr. Omar Alieu TOURAY and the Commissioner for Economic Affairs and Agriculture, Madame Massandjรฉ TOURE-LITSE welcomed the delegates to Banjul and thanked them for attending the meeting.

He pointed out that the meeting was a preparatory meeting for the digital market study to be conducted by member states, following the recommendations of the 8th CCC meeting held in Abuja last February.

The Executive Director stated that the objective of the study is to help Member States and ERCA to have a clear understanding of the market dynamics and regulatory environment for the digital market and assess the state of competition and consumer in member states. He pointed out that this will enable member states to provide guidelines on ways for digital markets to be competitive and consumer oriented while observing the Community competition rules and the rights and protection of consumers.

The meeting agreed to narrow the scope of the study on the digital marketing to the e-commerce and online financial platforms at informal and formal sectors including online advertisement, marketing and search en-gines.

At the end of the study, ERCA will be presented with a detailed outline of the country reports which will augur well for competition and consumer protection in our region.

Ghana is poised to rehire Otto Addo as the head coach of the Black Stars. The 48-year-old, currently a talent coach at Borussia Dortmund in the German Bundesliga, is set to depart his position at the end of the season. Addo previously led Ghana during a stint in 2022, simultaneously managing both roles with Dortmund. The Ghana Football Association (GFA) announced on Facebook that Addo will be offered a 34-month contract with the possibility of an extension. Addo expressed gratitude for Dortmund's support in his decision to return to coaching the national team. His first competitive matches back will be in June, as Ghana faces Mali and the Central African Republic in the 2026 World Cup qualifiers. It's a life blessing to travel with my fellow colleagues, Speaker Fonati Koffa, Rep Alex S Noah of Sinoe District #3, My friend and brother Rep Eugine JM Kollie District #5 B**g county and comrade Rep Frank Saah Foko Jr. we will joyously celebrate our dearly loved Liberia, its excellence in democratic processes that continue to bring a peaceful transfer of power as we observed recently especially by a sitting African President; from a country that had no peaceful transition of power in its.

Strengthening ECOWAS-Spanish Cooperation: Spain and the ECOWAS Commission sign a Memorandum of Understanding

The ECOWAS Commission, led by its President, H.E. Dr. Omar Alieu Touray, received this Tuesday, March 12, 2024, at its headquarters, a delegation of senior Spanish officials led by H.E. Diego Mar-tinez Belรญo, Secretary of State for Foreign Affairs of the Kingdom of Spain, as part of the signing of a memorandum of understanding worth 2.5 million euros.

In his opening speech, H.E. Omar Alieu Touray thanked Spain for its commitment to the development of energy infrastructures, agriculture and gender issues.

He praised the ECOWAS-Spain project Women, Peace, and Security in the ECOWAS region, and reminded the audience that all actions must be governed by a strengthening of programs promoting peace and security in the region, because peace and security are the conditions for stability and sustainable de-velopment in the ECOWAS region.

In his opening speech, Mr. Diego Martinez Belรญo recalled that the memorandum of understanding signed includes a voluntary contribution of 2.565 million euros, and the funds will contribute to the institution-al strengthening of ECOWAS, the support of the ECOWAS Gender Development Centre, the Regional Agency for Agriculture and Food (ARAA) in the implementation of the revised food security strategy, and the development of an innovative regional school feeding program. This will enable the creation of 90 school canteens to safely feed 23,860 pupils, mainly in rural and cross-border areas of ECOWAS.

The signing of the memorandum was followed by the launch of the Women, Peace and Security pro-gramme and the official launch of spanish language training for ecowas staff.

"GoL and World Bank Mission team conclude a week-long meetingโ€™โ€™

The Government of Liberia and the World Bank Mission has concluded a week-long meeting geared towards strengthening the Public Financial Management System across spending entities of government.

Finance and Development Planning Minister Hon. Boima Kamara speaking on behalf of the Government of Liberia, commended the Bank for helping to strengthen the countryโ€™s Public Financial Management System across various spending entities.

Hon. Kamara also lauded the Bank for what he termed as โ€œlevel of commitment and supportโ€, through capacity building and other financial support to other sectors of the Liberian economy.

According to him, recommendations from the mission visit will be addressed. He said โ€œas we all gear up to strengthen the public financial management system across the government, we think that will enhance transparency and efficiency across government.โ€

The Liberian Finance Minister expressed the need for more engagement and support that will help improve others' financial systems and sectors across the country. He disclosed that all the areas highlighted during the Bank visit will be addressed and various systems will become functional.

For her part, World Bank Liberia Country Manager Georgia Wallen expressed delight with the various engagements between the Bank and the Government of Liberia, including stakeholders.

Also, the World Bank Senior Financial Management Specialist and mission lead, Macdonald Nyazvigo said their mission visit was successful and well honored as part of team coordination and participation.

However, he said that great progress was made also with robust technical assistance from the Ministry of Finance and Development Planning. โ€œWhen we visited some stakeholders, we were very impressed with progress made and we think we can showcase some of the progress madeโ€™โ€™ He added.

The concluding meeting was attended by the Finance and Development Planning Minister, Hon. Boima S. Kamara, The World Bank Country Manager, Ms. Georgia Wallen, Senior Financial Management Specialist and team mission lead, Mr. Macdonald Nyazvigo, and Senior Management Team of MFDP.

House of Representatives Establishes Young Legislators Caucus to Empower Youth Representation.

Capitol Hill - In response to the impassioned plea from Montserrado County District 9 Representative Frank Saah Foko Jr., the Liberian House of Representatives has taken a historic step by establishing the Young Legislators Caucus. Representative Foko Jr., who himself holds the distinction of being one of the youngest members in the 55th National Legislature, emphasized the crucial role young people play in shaping the nation's future.

In his address to the assembly, Representative Foko Jr. underscored the significance of youth representation in decision-making processes, highlighting the legal rights conferred upon individuals aged 25 and above to contest as representatives and 35 and above to vie for senatorial positions. He stressed the need for a dedicated platform where young lawmakers could collaborate independently, ensuring that the voices of Liberia's youth are heard and their concerns addressed effectively.

The establishment of the Young Legislators Caucus aims to bridge the gap between the younger demographic and traditional avenues of political influence. Capitol Hill, March 11, 2024 - In a decisive move, the Leadership of the Honorable House of Representatives has mandated the Ministry of Finance Development Planning to collaborate closely with its Ways Means and Finance Committee to ensure the prompt payment of salaries to the dedicated staff of the Legislature before the week concludes.

During the 5th Day Leadership Meeting, House Speaker Cllr. J. Fonati Koffa emphasized the urgency of addressing the issue of salaries for legislative staffers, highlighting the importance of their work.

In a statement from the House Press Bureau, Speaker Koffa has assured the staffers that the Ways Means and Finance Committee is actively working in tandem with the Ministry of Finance to expedite the salary processing, demonstrating a commitment to resolving this matter swiftly.

This decision was made following the appearance of the Minister of Finance, Boimah Kamara, and his two deputies for Budget and Fiscal Affair respectively on Monday, 11 March, marking a pivotal step toward ensuring the financial well-being of the Legislative staff.

The Leadership urges all stakeholders to recognize the gravity of the situation and appreciates the collaborative efforts between the House of Representatives and the Ministry of Finance to address this crucial matter promptly.

President Boakai Declares Wednesday, March 13, Decoration Day

President Joseph Nyuma Boakai, Sr., has by Proclamation declared Wednesday, March 13, 2024 as โ€œDecoration Dayโ€ and it is to be observed throughout the Republic as a National Holiday.

The Proclamation is in consonance with an Act of the Legislature, which was passed on October 24, 1916, declaring the Second Wednesday in March of each year as a โ€œDecoration Dayโ€ to be observed as a National Holiday.

According to a Foreign Ministry release, the observance is in recognition of the nationโ€™s past heroes and heroines, who have lived and died in the interest of their country.

The Proclamation states that important events in the history of the nation should be constant reminders to the citizens and youths to inspire them to larger measures of service and patriotism.

The Proclamation also adds that it is befitting that a day be set aside to celebrate the memory of those who have died, thereby keeping alive their love and hope that binds citizens and families and residents of their nation.

The Ministry of Education being cognizant of the day, agrees to observe this occasion, through specially planned programs to further raise awareness amongst the population on the deeds and contributions of great men and women and their loved ones, through a parade by students, government officials, staff of the Ministry of Education and many others to the tombs of the late President William V.S. Tubman, the state cenotaph of the pioneers and an educator, at the Centennial Memorial Pavilion on Ashmun Street, as well as a procession to Warren Street to the tomb site of the late President Daniel B. Warner and onto the Palm Grove Cemetery on Center Street to the tombs of the late Presidents Joseph Jenkins Roberts and Williams R. Tolbert respectively.

The Proclamation further states that an indoor program commemorating the day, will be held at the Providence Baptist Church on Broad and Ashmun Streets commencing at ten oโ€™ clock ante meridian. After the indoor program, there will be a parade and laying of wreaths on the tomb sites of the selected past presidents and educators.

The Presidential Proclamation calls upon all ministries, agencies, local and international organizations, and the general public to join the Ministry of Education to organize and execute appropriate programs to make the day meaningful.

Meanwhile, President Boakai has ordered that the National Emblem be flown at Half-Staff from all public buildings, Military Camps and private residences from 6 oโ€™clock ante meridian to 6 oโ€™clock post meridian.

4. Sabato Dennis, former Director of Investigation.

6. Terrence Doe - Executive Director--Transport

8. Patrick Sumo, Executive Director to the office of former Managing Director Diana Nebo
