Focusing on fuel shortage for tourism is a positive step. However it is important to design a practical scheme which does not send a wrong message.

The individual tourist has to go to a bank, assess the fuel requirement for his trip, pay for fuel, then likely go to the fuel station themselves to top up, as they may not be comfortable to part with the fuel card.

If this scheme is communicated overseas it sends the message that we are short of fuel, that it is being rationed.

What should be also supported is local Tourism operators paying for fuel in USD where possible and top up vehicles as needed without hassling the tourist.

In cases of transport providers who do not have access to USD they could possibly use the tourist card.

It would be prudent to consider all types of travellers and all stakeholders. Those booking through OTA, Travel Agents and direct bookings.
