On August 5, Capt. Steven Obert relieved Capt. Elysia Ng-Baumhackl as commanding officer of Region Legal Service Office Western Pacific (RLSO WESTPAC) in Yokosuka, Japan. Rear Adm. David Wilson, commander of Navy Legal Service Command (CNLSC), officiated the change of command ceremony. Capt. Ng-Baumhackl faithfully led RLSO WESTPAC through an unprecedented global pandemic, and she will be sorely missed by the command.

Congratulations to RLSO WESTPAC's LN2 Juliana Sierra Bedoya for her frocking to Petty Officer Second Class on August 10. BZ and well done!
On August 9, LT Terence Grado of Branch Office Okinawa met with the Chief of the Okinawa Police Station. They discussed the importance of a strong working relationship between local law enforcement and the Navy in Okinawa. Thank you, LT Grado, for your work with the local community in Okinawa.
Recently, RLSO WESTPAC's LTJG Holly Locke and LTJG Manal Cheema and had the opportunity to go underway and provide legal support to USS RONALD REAGAN (CVN 76) and Commander, Task Force SEVENTY (CTF 70). At separate times, LTJG Locke spent three weeks and LTJG Cheema spent five weeks aboard USS RONALD REAGAN (CVN 76).

In addition to providing legal support, LTJG's Locke and Cheema had the opportunity to integrate with the crew and experience ship operations.

LTJG's Locke and Cheema said the following about their experience:

LTJG Locke: "My time on the USS Reagan gave me a new level of appreciation for how hard Sailors work, day-in and day-out. On top of their normal jobs, the Sailors frequently partake in overboard drills, general quarters, and cleaning stations. It was impressive to see all the people it takes to complete the mission and an honor to support the operation. I look forward to applying what I learned to my career moving forward and continuing to support the Fleet. "

LTJG Cheema: "I am incredibly grateful for my time aboard the USS Ronald Reagan. This invaluable opportunity was integral to helping me better understand the day-to-day experiences of Sailors and how we can support those Sailors and their commands. This was a challenging and extremely rewarding experience and precisely why I joined the JAG Corps."

Thank you to LTJG Locke and LTJG Cheema for all your hard work and thank you to USS RONALD REAGAN (CVN 76) and CTF 70 for giving our Sailors this great opportunity.
On 12 July, RLSO WESTPAC said goodbye to several important members of the RLSO WESTPAC team. CDR Sean Thompson, LCDR John Cole, LCDR Nick Rausa, and LT Mark Hudson all received awards in recognition of their hard work at RLSO WESTPAC supporting the Fleet.

On July 13, RLSO WESTPAC's LCDR Matthew Bagioli received recognition from Yokosuka Prison. Over the last two years, LCDR Bagioli has served as the Commander, Fleet Activities Yokosuka (CFAY) Staff Judge Advocate. In this role, LCDR Bagioli has acted as the CFAY representative in matters with the Yokosuka Prison.

Recently, LT Jason Kim of RLSO WESTPAC BROFF Singapore completed a legal subject matter expert exchange with military lawyers from the Royal Thai Navy during Cooperation Afloat Readiness and Training Thailand 2022 (CARAT).

LT Kim and his Thai Navy counterparts discussed issues such as military activity in the exclusive economic zone (EEZ), unmanned aircraft systems, and law of the sea.

Yokosuka Legal Assistance Office is open by appointments for Powers of attorney, notary services, and attorney services. Appointment hours are from 0800 to 1530 every day of the week except on Friday, when appointments are from 0800-1300. From April 18 - 22, RLSO WESTPAC held its first Command Training Symposium (CTS) in three years onboard Commander, Fleet Activities Yokosuka (CFAY). Members from RLSO WESTPAC Headquarters and RLSO WESTPAC Branch Offices in Atsugi, Sasebo, Misawa, Okinawa, Guam, Singapore, and Diego Garcia were in attendance.

In addition to receiving training on a variety of legal topics, members of RLSO WESTPAC had the opportunity to visit the Great Buddha statute in Kamakura as well as participate in a Command PT session.

On April 22, RLSO WESTPAC celebrated the storied career of Mr. Koichi Sekizawa during a retirement ceremony onboard Commander, Fleet Activities Yokosuka (CFAY). Sekizawa-san served as a Legal Advisor and International Law Director for the Office of the Staff Judge Advocate CFAY for over 40 years and provided 54 years of total service to CFAY and the United States Navy.

Separately, on March 25, RLSO WESTPAC and the Office of the Staff Judge Advocate CFAY held a luncheon in Sekizawa-san's honor.

Sekizawa-san has been instrumental in maintaining a good relationship between the U.S. Navy and the Government of Japan. He will be sorely missed.

On March 29, RLSO WESTPAC's LTJG Briana McDaniel and LTJG Jackson Zeman had the opportunity to shadow Surface Warfare Officers aboard USS SHILOH (CG 67). The two received a detailed tour of the ship, observed Surface Warfare Officer training, and met with command leadership.

Of her experience, LTJG McDaniel said she "found this evolution to be invaluable for a fuller understanding of the day-to-day life for most Sailors...[and] put into perspective how important the work of the JAGC is for our Sailors and the greater mission of the Navy."

Similarly, LTJG Zeman expressed gratitude saying "we were able to form connections with junior officers outside of the JAGG...and develop a deeper appreciation of our part in the mission of the Navy."

LTJG McDaniel and LTJG Zeman are both new members of RLSO WESTPAC currently on their Intermediate Stop (I-Stop). Soon, both will report to Naval Justice School (NJS) to earn their certifications to become Judge Advocates. I-Stops provide incredible opportunities for new JAG officers to get Fleet exposure, which will help contextualize the Naval legal education they receive at NJS. After NJS, LTJG McDaniel and LTJG Zeman will return to RLSO WESTPAC as full fledged Navy Judge Advocates.

On March 25, members from the RLSO WESTPAC Legal Assistance department participated in the USS RONALD REAGAN (CVN 76) pre-deployment fair. The event provided Sailors and their families an opportunity to learn about common legal issues surrounding deployments. In addition to operating an information display, the Legal Assistance department also offered on-site notary services and Special Powers of Attorney.

Also on March 25, LT Adam Bentley of RLSO WESTPAC facilitated a Naturalization Ceremony for a military dependent. In coordination with United States Citizenship and Immigration Services (USCIS) in Guam, the Yokosuka Legal Assistance Office was able to set-up and deliver a Naturalization Ceremony with very short notice.

On March 15, members of the RLSO WESTPAC Legal Assistance department participated in two separate outreach events.

First, RLSO WESTPACs LT Adam Bentley and LN1 Madonna Szymczyk provided a legal brief to individuals in the Yokosuka Command Financial Specialist Course.

Second, RLSO WESTPAC's LCDR Andy Decker, LT Bentley, and LN1 Szymczyk conducted a pre-deployment brief onboard USS RONALD REAGAN (CVN 76). After the brief, LT Bentley, LN1 Szymczyk, GSM2 Evelyn Morales, and AN Anthony Pimentel executed Powers of Attorney and other notaries for USS RONALD REAGAN (CVN 76) Sailors.

On February 24, members of the Branch Office Sasebo Multi Cultural Committee (MCC) participated in a Black History Month celebration onboard Commander, Fleet Activities Sasebo.

The MCC stood up a table and provided food and drinks to the community. Branch Office Sasebo's LN1 Latonya Shand organized the table and also created a newsletter for Black History Month.

On February 24, ten individuals from RLSO WESTPAC received a tour of Navy Munitions Command Pacific East Asia Division Yokosuka (NMCPACEAD). Attendees were shown weapons magazines and observed maintenance in progress.

Members from RLSO WESTPAC learned about the logistical efforts required to ensure forward deployed naval forces remain operationally ready during deployment. The tour provided an opportunity to learn about some of the behind the scenes efforts helping maintain the Fleet's fighting capabilities.

LT Khuu provided a brief overview of available Legal Assistance services such as estate planning and powers of attorney.

On February 17, the Hon. Rahm Emanuel, U.S. Ambassador to Japan, visited Commander, Fleet Activities Yokosuka (CFAY) to present 17 U.S. military members and dependents with certificates of citizenship during a naturalization ceremony aboard USS RONALD REAGAN (CVN 76).

RLSO WESTPAC's entire Legal Assistance department played a vital role in the naturalization ceremony. In particular, RLSO WESTPAC's LN1 Madonna Szymczyk served as the Master of Ceremonies. LN1 Szymczyk was herself naturalized as a U.S. citizen through military service and relayed to those in attendance what becoming an American meant to her.

LN1 Szymczyk told the audience "I am grateful that this country has given me so many opportunities to better myself." She further stated, "I can absolutely say that becoming an American gave me the future that I had hoped for and more. I am proud of who I have become, the contributions that I have made, and the contributions that I am still going to make as a Legalman in the United States Navy."

In addition to helping facilitate the military naturalization ceremony, RLSO WESTPAC's LTJG Holly Locke served as a Sideboy for the Ambassador's official welcome to CFAY.

Recently, RLSO WESTPAC's LTJG Akshay Jakatdar and LTJG Annalise Bonner had the opportunity to provide legal assistance underway on two Sasebo based amphibious assault ships. LTJG Jakatdar spent nine days onboard USS GREEN BAY (LPD 20) while LTJG Bonner spent ten days onboard USS AMERICA (LHA 6).

In addition to providing legal assistance to Sailors on each ship, LTJG's Jakatdar and Bonner had the opportunity to integrate with the crew and experience ship operations, such as observing F-35 flights and riding in a Landing Craft Air Cushion (LCAC).

Both LTJG Jakatdar and LTJG Bonner left their time underway with immense pride for their work and the Fleet overall.

LTJG Jakatdar: "Going underway on the USS Green Bay was an honor and a privilege. I appreciated the invaluable opportunity to learn more about the operational Fleet and to connect on a personal level with the men and women who keep our country safe each day."

LTJG Bonner: "I am proud to have been on the USS
America... I very much enjoyed my experience learning about life on a ship and seeing how hard our sailors work. I was happy to assist them with their legal matters and look forward to helping again in the future."

On January 21, eleven members from RLSO WESTPAC and Defense Service Office Pacific (DSO PAC) attended the Navy Handgun Qualification Course onboard Commander, Fleet Activities Yokosuka.

After receiving training from Small Arms Marksmanship Instructors, each Sailor had the opportunity to fire live ammunition and earn Navy Pistol Qualification. Every participant earned at least the Marksmanship qualification with several earning Sharpshooter.

On November 17, members of RLSO WESTPAC's Legal Assistance Department, LCDR Andy Decker, LNC Ryan Pickens, and Ms. Kazumi Takahara met with leadership of the Yokosuka City Hall's Family Registration Division.

The Family Registration Division processes marriages for Yokosuka-based personnel. The meeting provided a great opportunity to discuss common issues and learn more about what each organization does.

Thank you to Yokosuka City Hall for hosting and the Family Registration Division for the meeting!

On November 10, RLSO WESTPAC helped administer a naturalization ceremony for 6 U.S. Navy Sailors and 4 military spouses onboard Commander, Fleet Activities Yokosuka.

The ceremony was supported by RLSO WESTPAC's LT Hannah Yi, LN1 Madonna Szymczyk, and Kazumi Takahara. The ceremony was particularly meaningful for LN1 Szymczyk. In addition to emceeing the event, LN1 Szymczyk was herself previously naturalized through military service.

Recently, from October 27 - 29, CAPT Elysia Ng-Baumhackl, Commanding Officer, RLSO WESTPAC, and LNCM Chiara White, Senior Enlisted Leader, RLSO WESTPAC visited Branch Office Okinawa.

During their visit, CAPT Ng-Baumhackl and LNCM White met with the Branch Office Okinawa team and with Commander, Fleet Activities Okinawa (CFAO) leadership CAPT Scott Hardy, Commanding Officer, CFAO, and CMC Michael Chadwell.

Our Story

Region Legal Service Office Western Pacific has three components: Legal Assistance, Command Services, and Trial Services.

Legal Assistance is open for notary services from 0800 to 1530 every day of the week (except the first Friday of the month, when we open at noon). Legal Assistance also provides walk-in hours to meet with an attorney on Tuesday and Thursday from 0800 to 1100.
