Each May, the Department of the Navy (DON) joins the Nation in honoring Asian Americans and Pacific Islanders for their contributions to our Nation. This year's theme, "Advancing Leaders through Collaboration," speaks to furthering diversity and inclusion by fostering a culture of openness, trust, and transparency.
Asian Americans and Pacific Islanders have a rich legacy of service and sacrifice to our Nation. During World War II, the 442nd Regimental Combat Team, comprised of enlisted and volunteer soldiers of Japanese descent, bravely fought to defend the United States. Despite the reality that many in their family were in incarceration camps, the 442nd Regiment became the most decorated unit in American history with 21 of its members receiving Medals of Honor. In 1942, Lieutenant Susan Ahn Cuddy became the first Korean American woman to enlist in the U.S. military, later becoming the first female Navy gunnery officer; and in 1963, after extraordinary heroism in the Korean War, Major Kurt Chew-Een Lee became the first Asian-American to serve as a regular officer in the United States Marine Corps.
Today, Asian Americans and Pacific Islanders continue to contribute at the highest levels of leadership. In 2015, Admiral Harry B. Harris, the first four-star Admiral of Asian descent, assumed Command of U.S. Pacific Command. More recently, in 2021, Ms. Giao Phan became the first Asian American woman to serve as the Executive Director for the Naval Sea Systems Command, overseeing a global workforce of more than 85,000 military and civilian personnel.
Currently, more than 68,000 of the DON's total force are Asian American, Native Hawaiian, or Pacific Islander. They work collaboratively alongside their fellow Sailors, Marines, and civilians to develop innovative solutions to the complex problems faced today. Together, we are shaping the future of the DON and unfolding the limitless possibilities of a collaborative, diverse, and inclusive workforce.

You have until May 6th to complete your Living Pattern Survey. Just a few days remain to affect change where COLA is concerned. We are asking for a strong push to increase the completion rate of the survey. We are getting data that shows a lot of service members/family members are starting the survey, but not completing it. Incomplete surveys are not counted towards the analysis.
As of last count, CFAY still needed 640 or more people to take the survey in order to meet our sample size goal of 5188 participants. Along with that 640, we still have 1,450 personnel who have started the survey but have not completed it. That data will not count unless those survey-takers finish the survey.
Command leaders are highly encouraged to make sure their personnel are afforded the opportunity to take this survey.

"CNFJ/CNRJ would like to continue to thank all who have provided comments about how changes to the availability of medical services at installation hospitals have impacted you and your family. The responses have been overwhelming and we understand your frustrations in attempting to get adequate medical care for your family and yourself.
Unfortunately, we do not have the ability to respond to every ICE comment. Every comment is being read and logged to document what is happening to the stakeholders that are affected by the policy set forth by DHA. As this issue is still ongoing, with no end in sight, please continue to use the below link to provide comments.
Please continue to submit ICE comments about experiences in seeking medical services from Japanese medical providers, especially those who have been denied medical services by the Japanese Medical System. Share your experiences, in detail, so that information can be collected, evaluated and assessed. USFJ and INDOPACOM are very interested in knowing how difficult it is to get adequate healthcare for civilians, contractors, and retirees.
Finally, we would like to solicit comments from those who are thinking about leaving and returning to the United States, due to the new DHA Space A policy. "

Each year, on the third Monday in January, the Department of Defense joins the nation in honoring the life and legacy of Dr. Martin Luther King Jr.
King is remembered as America’s preeminent advocate of nonviolence and a leader of the Civil Rights Movement. While others were fighting for equality by “any means necessary,” he used the power of words and acts of nonviolent resistance. King’s achievements are well documented.
However, few people know of the history and connection he had with the island of Bimini in the Bahamas. King chose Bimini because it was where his friend, politician and civil rights reformer Adam Clayton Powell, Jr. had a home. Artist Tommy Saunders worked as a personal assistant for King during his visits.
Meanwhile, Tommy’s older brother Ansil, a boat builder and champion bonefisher, became King’s guide and friend. He would take King to secluded parts of the island where he could be alone with his thoughts. Like King, Ansil Saunders is a deeply religious man, and the two quickly bonded over their faith.
During one visit to Bimini, King wrote notes for his Nobel Peace Prize acceptance speech, which he gave in Oslo in 1964.
In 1968, King returned to the island. Saunders, again, found a quiet place on Bonefish Creek, where King would write his final speech, “I’ve Been to the Mountaintop.”
Saunders shared in a later interview, his conversation with King. He said,
“He told me ‘You know, Ansil, I don’t think I’ll make 40 years old.’” He went on to share, “We didn’t have time to fish because he wanted to just write at that time. He came to Bimini to feel peaceful.”
On April 4, 1968, days after returning from Bimini, Martin Luther King Jr. was assassinated in Memphis, Tennessee.
The Defense Department recognizes that freedom, equality, and inclusion are true force multipliers and imperative to the national defense and the strength of our nation. Dr. King recognized the power of service. Observing MLK Day through service continues the DoD’s mission of promoting change and building communities.

YOKOSUKA, Japan (Jan. 13, 2023) – Sailors and community members participate in a Martin Luther King Jr. (MLK) 5K run, hosted by Morale, Welfare, and Recreation (MWR) to commemorate MLK day onboard Commander, Fleet Activities Yokosuka (CFAY). Various associations and committees participated in the event in service and support of MLK Day. For 75 years, CFAY has provided, maintained, and operated base facilities and services in support of the U.S. 7th Fleet's forward-deployed naval forces, tenant commands, and thousands of military and civilian personnel and their families. Japanese National Holiday
“Seijin-no-Hi” or “Coming of Age Day” is a day to honor young people who have come of age as new members of adult society. It is held on the 2nd Monday of January, which falls on Jan. 9th this year.

An Overseas Housing Allowance (OHA) Utility Expense Survey is currently open until 31 March 2023.
The survey is designed to collect expense data for utilities and recurring maintenance expenses paid by service members in overseas private housing. This data will be used to determine future Utility/Recurring Maintenance Allowances.
The following personnel are encouraged to participate in the survey:
- Members stationed in country for at least 6 months
- Members residing in privately leased quarters
- Members receiving an OHA
