Subject: Request for Urgent Macadamization/Blacktopping of Main Adda Road at Gohal Chaku, Pattan, Baramulla

Respected Sir/Madam,

I, Waseem Ahmad Dar, Member, Citizen Rights Protection Council (CRPC), District Baramulla, respectfully wish to bring to your kind notice the poor condition of the main village Adda road at Gohal Chaku, Tehsil Pattan, District Baramulla.

This road is an important public approach and is used by local residents, students, elderly people and the general public on a daily basis. Unfortunately, the road has not been properly macadamized/blacktopped, due to which the public is facing considerable inconvenience. During rainfall, the condition becomes worse because of waterlogging, mud and damaged portions of the road.

I therefore request your good office to kindly arrange an urgent site inspection and take necessary action for the macadamization/blacktopping and proper maintenance of the road at the earliest.

This work would provide much-needed relief to the residents of Gohal Chaku and ensure safe and convenient movement for the general public.

I hope your office will kindly consider this genuine public grievance and take necessary action on priority.

Subject: Request for Immediate Redressal of Drinking Water Supply Problem and Replacement of Dilapidated Water Supply Pipeline

Respected Sir,

I respectfully bring to your kind attention a serious public health and drinking-water issue being faced by the residents of the concerned locality in Ganderbal.

The residents have submitted an application regarding the poor and dilapidated condition of the main drinking-water supply pipeline serving the locality. As per the residents, approximately 10–15 households have been suffering from this problem for the last several years.

The existing pipeline is reportedly around 50 years old and heavily corroded and rusted, with frequent leakages along its length. Due to these leakages and the deteriorated condition of the pipeline, there is a serious possibility of sewage and other contaminants entering the drinking-water supply, thereby posing a potential threat to the health and safety of the residents and even domestic animals.

The residents have stated that they are either not receiving adequate drinking water or, when water is supplied, its quality is a matter of serious concern. Clean and safe drinking water is an essential public service, and the issue therefore requires urgent intervention by the concerned authorities.

It is, therefore, humbly requested that your good office may kindly:

1. Direct the concerned Jal Shakti/Public Health Engineering authorities to conduct an immediate site inspection.

2. Arrange for urgent replacement of the old, corroded and leaking water-supply pipeline.

3. Get the drinking water tested for contamination and ensure that safe drinking water is supplied to the affected households.

4. Take temporary measures, if required, to ensure uninterrupted access to safe drinking water until permanent replacement work is completed.

5. Issue necessary directions for time-bound redressal of the grievance in the larger public interest.

The matter concerns the health, safety and basic rights of the affected residents, and we sincerely hope that your good office will intervene personally and ensure immediate remedial action.

Health Hazard at PHC Kachan: Dead Animal Carcass Neglected
​A distressing situation has unfolded at the Primary Health Center (PHC) in Kachan, Ganderbal. According to Javeed Ahmad Tantray, a member of the Citizens Rights Protection Council Ganderbal, a deceased dog has been discarded within the premises of the health facility.
​Tantray reports that despite the presence of the carcass, no administrative action has been taken to address the situation. This neglect is particularly concerning as members of the public visit the PHC daily to seek medical treatment, exposing them to potential health risks and unhygienic conditions.
​A photograph provided of the scene appears to show an animal lying in the grass surrounded by dried leaves, and is being presented as evidence. This visual documentation underscores the gravity of the situation and the immediate need for intervention.
​The presence of a decaying animal carcass in a public health facility poses significant sanitation concerns. It highlights the importance of maintaining hygiene standards in medical environments and the potential consequences when such standards are ignored. This situation serves as a stark reminder of the broader challenges related to public health and animal welfare in the region.

MBBS INTERN DOCTORS ON PROTEST — WHEN WILL THE GOVERNMENT LISTEN?

J&K’s Intern Doctors Deserve Dignity, Fair Stipend and Better Working Conditions

Srinagar, Jammu & Kashmir | 4 September 2026

The ongoing protest by MBBS Intern Doctors in Jammu & Kashmir over their stipend and related demands deserves the immediate attention of the Government. These young doctors are an essential part of the public healthcare system and perform demanding duties in hospitals while gaining practical clinical experience.

It is deeply concerning that MBBS interns in J&K are reportedly receiving a monthly stipend of only ₹12,300, which is substantially lower than the stipends provided to interns in several other States and Union Territories.

Intern doctors work long hours, attend emergency duties, manage patients, assist senior doctors and provide essential healthcare services. Their contribution should not be treated merely as a training requirement. They are an important part of the healthcare workforce.

Government Must Act — Not Just Listen

I urge the Hon’ble Lieutenant Governor, J&K, and the Hon’ble Chief Minister, Jammu & Kashmir, to take immediate cognizance of the genuine concerns of protesting MBBS interns and initiate a time-bound process for:

- Immediate enhancement of the MBBS internship stipend in J&K.
- Bringing the stipend closer to the level prevailing in other States/UTs, with a fair and transparent parity mechanism.
- Providing appropriate allowances and other legitimate benefits applicable to intern doctors.
- Reviewing the stipend periodically in accordance with inflation and the increasing cost of living.
- Ensuring proper accommodation, duty facilities, security and basic welfare provisions wherever required.
- Holding a direct dialogue with representatives of the protesting intern doctors and resolving their genuine demands at the earliest.

Healthcare System Cannot Ignore Its Future Doctors

The government regularly speaks about strengthening healthcare infrastructure and improving medical services. But strengthening healthcare also means respecting and supporting the doctors who are working on the front lines.

An MBBS intern is a future doctor serving the people of Jammu & Kashmir. Their legitimate concerns should be addressed through dialogue and immediate administrative action rather than allowing the protest to continue indefinitely.

I therefore appeal to the J&K UT Administration and the Hon’ble Chief Minister to personally intervene and ensure a fair, dignified and substantially enhanced stipend for MBBS intern doctors, along with appropriate benefits.

The question is simple: If the government expects young doctors to serve the people with dedication, shouldn't the government also ensure that they are treated with dignity and fairness?

Subject: Request for extension of Vande Bharat Express service up to Baramulla (North Kashmir) for the benefit of the general public of North Kashmir and Ganderbal District

Respected Sir,

I, on behalf of the Citizen Rights Protection Council, Jammu & Kashmir, respectfully submit this request-cum-recommendation for your kind consideration regarding the extension of the existing Vande Bharat Express train service, which is presently operating up to Srinagar/Budgam, to Baramulla in North Kashmir.

The introduction of Vande Bharat connectivity in the Kashmir Valley is a significant milestone for the Union Territory of Jammu & Kashmir. However, limiting the service to Srinagar/Budgam leaves a large population of North Kashmir without direct access to this modern and high-speed rail service.

Our Request

It is respectfully requested that the Ministry of Railways may kindly examine the feasibility of extending the Vande Bharat Express service from its present terminal at Srinagar/Budgam up to Baramulla, subject to operational and technical feasibility.

Such an extension would provide substantial benefits to residents of:

- Baramulla District
- Kupwara District
- Bandipora District
- Other adjoining areas of North Kashmir
- Ganderbal District and surrounding areas, through improved connectivity with the Valley’s railway network

Benefits to the General Public

Extension of the service to Baramulla would:

1. Provide better and faster rail connectivity to the people of North Kashmir.
2. Reduce travel time and improve access to Srinagar and other connected destinations.
3. Facilitate travel for students, employees, patients, traders, tourists and the general public.
4. Strengthen economic and commercial activity in North Kashmir.
5. Promote tourism and improve accessibility to important destinations of the region.
6. Provide modern railway facilities to a larger population of Jammu & Kashmir.
7. Ensure more equitable distribution of the benefits of Vande Bharat services across the Kashmir Valley.

The people of North Kashmir have a legitimate expectation that the benefits of modern railway infrastructure should reach their region as well. Baramulla, being an important urban and commercial centre of North Kashmir, would be a logical and highly beneficial terminal for the extended service, if operationally feasible.

I therefore respectfully request the Hon’ble Railway Minister to kindly direct the concerned Railway authorities to conduct a feasibility and operational assessment for extending the Vande Bharat Express up to Baramulla, and consider introducing the extended service at the earliest possible opportunity.

This initiative would be warmly welcomed by the people of North Kashmir and would further strengthen the Government of India’s vision of improved connectivity, inclusive development and modern transportation infrastructure in Jammu & Kashmir.
