TRAFFIC POLICE HEADQUARTERS, J&K, JAMMU/SRINAGAR
From *31-07-2026, 1600 hrs to 01-08-2026, 1600 hrs*, Jammu-Srinagar NHW remained closed for *21 hours* due to *restoration work* between Jakheni (Udhampur District) and Banihal (Ramban District).

In view of the *inclement weather* conditions forecast by the IMD with a likely spell of *rainfall* over the next few days , the general public is advised to *undertake journey only after confirming the status of road from TCU Srinagar/Ramban/Jammu*. Commuters are also advised to check the status of roads at J&K Traffic Police Twitter handle and face book page.

In view of the *extensive damage* to NH44 at *Dewal Udhampur* forcing *slow movement* of vehicles over rough & bumpy surface of single carriageway causing *congestions the inter-district movement of local commuters* within the Union Territory of Jammu and Kashmir shall *not be allowed* after the cut-off timings of *1300 hrs* from Nagrota (Jammu) after the window period given post passing of Yatra Convoy subject to verification of *valid photo identity cards,* which commuters should necessarily carry along.

*Local commuters* travelling in private vehicles *towards Srinagar* are advised to use the *old road via Jawahar Tunnel* in order to avoid screening at Lamber (Banihal).

Similarly, Commuters travelling to *Batote, Doda, Bhaderwah, Kishtwar* , and adjoining areas are advised to use the *old road via Patnitop while travelling from Jammu* in order to avoid screening at Nashri.

*Passengers/LMV operators* are advised to prefer journey on Jammu-Srinagar NHW *during daytime* . *Night travel* should be avoided due to the apprehension of *shooting stones/ landslides* as well as ongoing construction work between Ramban and Banihal and the ongoing Shri Amarnath Ji Yatra which may cause inconvenience to commuters.

Goods carrier (HMV/LMV) Operators *carrying fresh perishable/live stock* are advised to load their vehicle as per advisory issued by Traffic Police Headquarters time to time as the HMVs shall be allowed to ply *on alternate days only.*

Fruit growers/ Load carrier (HMV/LMV) Operators carrying fresh perishable from *Valley towards Jammu* are advised to load and park their vehicles in a timely manner (every morning before *9.00 am)* at designated place between NAVYUG Tunnel and Levdoora on the day of down convoy, so that their movement can be facilitated smoothly.

HMVs Operators/Owners are requested to desist from overloading and carry sufficient fuel during journey on Jammu-Srinagar NHW. It is further requested that vehicle owners must double check the fitness of their vehicles and carry sufficient fuel before undertaking journey on Jammu-Srinagar NHW.

Commuters are advised to avoid unnecessary haltage between Ramban and Banihal especially near landslide/shooting stone area.

*Jammu-Srinagar NHW (NH-44)*
Subject to fair weather and better road conditions *SANJY convoy /LMVs Passenger/Private Cars* shall be allowed from *both sides* on Jammu-Srinagar NHW (NH-44) viz from Jammu towards Srinagar and vice-versa. However, *HMVs (Load carriers)* shall be allowed on *alternate days*. TCU Jammu/Srinagar shall liaise with TCU Ramban before releasing this traffic.

*CUT OFF TIMINGS FOR LMVs/PASSENGER/PRIVATE CARs: -*
To be released from:-
• Nagrota (Jammu) towards Srinagar: from *0700 hrs . to 1200 hrs.*
• Jakheni (Udhampur) towards Srinagar: from *0800 hrs to 1300 hrs* &
• Qazigund towards Jammu: from *1130 hrs to 1730 hrs.*
TCU Jammu and TCU Srinagar will inform all concerned about the traffic advisory and cut off timings. No vehicle shall be allowed to move before and after cut off timings.

*HMVs/Load Carriers:-*
Subject to fair weather, better road conditions and an assessment of the prevailing traffic situation on NH-44, HMVs shall be allowed to move from *Jakheni (Udhampur) towards Srinagar* However, *NO HMV* shall be allowed to move after *1900 hrs* . TCU Udhampur shall coordinate with TCU Ramban before releasing HMVs.
Moreover, in view of ongoing Shri Amarnath Ji Yatra 2026, to provide hassle free movement of trucks carrying fresh/perishable goods on NH-44. *UT administration has decided, all empty tankers of Petrol, Diesel, LPG Bulk Gas, all trucks carrying empty LPG Cylinders; all empty vehicles of FCI shall use only Mughal Road while returning to Jammu. Further, any other vehicle up to 10 tyres carrying perishable commodities shall also use the Mughal Road on the days when the up convoy for HMVs is scheduled on NH-44*, as per advisory issued by DIVCOM Kashmir vide No. Dikvcom/Dev/120/2026/6416-27 dated 27-06-2026.

*ARMY/SFs Convoy Movement: -*
Army and other SFs are advised to plan their movement after SANJY Convoy movements, keeping in view the daily THQ advisory in such a manner so that their convoys are spatially distant (follow yatra convoy tail after maintaining safe distance) without hampering the movement of commuters of NH-44 which will be released from Nagrota (Jammu) at 6 AM & Qazigund at 11:30 AM after passage of Yatra convoys from Jammu & Kashmir ends respectively.

*Kishtwar-Sinthan- Anantnag NH-244:-*
As per order issued by the SDM Chatroo vide No. SDM/C/2026-27/578-86 dated 09-07-2026 and the SDM Kokernag vide No SDM/KNG/2025-26/487-88 dated 09-07-2026, subject to fair weather and good road condition, after getting green signal from Road maintenance agencies (NHIDCL). *LMVs Passenger/Private Cars* shall be allowed to ply from both sides viz Kishtwar towards Srinagar and vice versa on Kishtwar-Sinthan-Anantnag road. These vehicles shall be allowed to move *from PP Parana* towards Anantnag between *0800 hrs and 1600* hrs. and from *Daksum* towards Kishtwar between *0900 hrs and 1600 hrs. No vehicle* shall be allowed after cut off timing. TCU Jammu /Ramban/TCU Srinagar will inform all concerned about the cut off timing.

*SSG ROAD*
As per order issued by the DIVCOM Kashmir vide No. DivCom/Dev/100/2026/4392-4410 dated 14-05-2026, subject to fair weather and good road conditions, *LMVs shall be allowed to ply from both sides* on Srinagar–Sonamarg–Gumari road, i.e., from Srinagar towards Kargil and vice versa. These vehicles shall be allowed to move from *Sonamarg towards Kargil and from Minamarg towards Srinagar* (only, after receiving green signal from the road maintenance agencies) *up to 1300 hrs*. However, *HMVs shall be allowed to move from Minamarg towards Srinagar between 1200 hrs and 1700 hrs,* and *no vehicle* shall be allowed *after 1700 hrs.* Motorists are advised to *carry and use anti-skid chain* to gain more grip on the slippery road. TCU Srinagar and PCR Kargil will inform all concerned about the cut-off timing.
SFs convoy moving on the SSG road shall plan their movement in such a manner that civil traffic is not disturbed.

*Mughal Road (NH-701A):-*
Subject to fair weather and good road conditions, after obtaining clearance from the road maintenance agency (GREF), vehicular movement (LMVs followed by HMVs up to Ten tyres only) shall be allowed to ply on Mughal Road from both sides i.e. from Poonch towards Shopian and vice versa. These vehicles shall be allowed from Chandimarh (Baffliaz) towards Shopian and from Herpora (Shopian) towards Poonch between 0700 hrs and 1800 hrs. No vehicle shall be allowed to proceed after the prescribed cut-off timings. As per the orders issued by the District Magistrate, Shopian vide No. DMS/ADM-PS/26-27/321-31 dated 03-07-2026. TCU Jammu and TCU Srinagar shall inform all concerned regarding the cut-off timings.

Non-availability of Pediatrician During Night Hours Takes Toll on Child Care at Emergency Hospital Qazigund

Parents forced to rush children to private hospitals, demand round-the-clock specialist

Qazigund (Kulgam), Aug 1 : The absence of a pediatrician during night hours at the Government Emergency Hospital, Qazigund, has become a major concern for residents, who allege that they are being forced to seek treatment for their children at private hospitals in emergencies.

Locals said that the hospital caters to a large population from Qazigund and adjoining areas, but lacks a dedicated pediatric specialist during the night, causing immense inconvenience to parents of sick children.

"When a child falls ill at night, we are left with no option but to rush to private hospitals and spend thousands of rupees for treatment. The Government should ensure the availability of a pediatrician round the clock," said a local resident.

Residents maintained that timely treatment is crucial in pediatric emergencies and the absence of a specialist at night puts children's health at risk while also increasing the financial burden on families.

They urged the Health and Medical Education Department to immediately deploy pediatricians for night duties at the hospital to ensure uninterrupted healthcare services for children....

Cloudburst Triggers Flash Floods, Landslides in Minamarg; Bakerwal Families Rescued

Drass, August 1, KNT: A cloudburst struck the Mina-2 area of Minamarg in Drass on Friday evening, triggering flash floods and landslides that affected several temporary shelters of Bakerwal families and disrupted traffic on the Drass-Srinagar National Highway.

The sudden flash floods and landslides impacted four temporary shelters (deras) of Bakerwal families located opposite Police Post Minamarg. Around 20 persons were affected by the incident. Prompt action by police personnel averted any loss of life as all the affected families were safely evacuated to the Police Post Minamarg building and the nearby Sheep Husbandry Department building.

During the incident, a Wagon R car was swept away by the flash floods. However, officials said all occupants of the vehicle escaped safely and no casualties or injuries were reported.

The flash floods also led to the temporary suspension of traffic on the Drass-Srinagar National Highway at the affected stretch. Police personnel, assisted by road clearance machinery, are engaged in removing debris and restoring traffic at the earliest.

Meanwhile, District Police Drass has appealed to commuters, tourists and local residents to avoid crossing overflowing streams, water channels and other flood-prone areas. People have also been advised to exercise extreme caution while travelling until weather conditions improve and normal traffic is restored. [KNT]...

J-K "Blood Woman" Bilkees Ara donates blood for 44th time, calls upon others to save lives

Srinagar, August 1: Bilkees Ara, popularly known as the "Blood Woman of Jammu and Kashmir," mother of three children, has set an inspiring example of selfless service by donating blood for the 44th time, reaffirming her commitment to saving lives through voluntary blood donation.

Bilkees has become a symbol of compassion and humanity, inspiring people across the region, especially women, to come forward and donate blood regularly.

An ASHA health worker and a dedicated social activist, Bilkees Ara has devoted years to promoting voluntary blood donation. Her journey began after a personal family emergency, motivating her to ensure that no patient suffers due to a shortage of blood.

Speaking to ANI, she said, "Today I donated my 44th unit of blood at Ujala Amandeep Hospital. I want to say that being a mother of three children, if I can come forward to donate blood, then my sisters and brothers who are still afraid and hesitant should also come forward."

"I still remember when my own son was ill in 2014. My first unit was given to my cousin on January 23, 2012, when she was struggling between life and death. I donated the first unit then; she needed 11 units at LD Hospital in Srinagar. They provided the rest for free, but I gave the first unit. I was also afraid then; I thought if they took my blood, maybe something would happen to me. I closed my eyes at LD and opened them at home. The next day, when I found out that because of my blood, my cousin's life was saved and everyone said, 'Bilqis saved her cousin's life,' I felt good hearing that," she added.

Since then, she has been actively encouraging people to donate blood and dispelling myths associated with the life-saving act. She appealed to the public to become regular blood donors, saying that a single unit of blood can save several precious lives.

"I want there to be one blood donor in every household," she said, urging healthy individuals, particularly the youth, to participate in blood donation drives and support patients in need.

Her remarkable achievement has earned widespread appreciation from health professionals, social organisations, and the public. Her dedication continues to inspire countless people across Jammu and Kashmir, proving that one person's commitment can make a lasting difference in society.

Srinagar, Aug 1 (JKNS): Police have registered a case under the Protection of Children from Sexual Offences (POCSO) Act against a man for allegedly sexually assaulting a 13-year-old girl in Kupwara district, officials said on Saturday.

A senior police officer told news agency JKNS that, a written complaint was lodged at Police Station Sogam alleging that a person (identification withheld) allegedly entered the complainant's house when the minor girl was alone and committed sexual assault.

Acting on the complaint, Police Station Sogam registered FIR No. 32/2026 under Section under relevant sections of the Bharatiya Nyaya Sanhita (BNS) and under the POCSO Act, officer said.

Petrol Prices Could have hit Rs 125/Litre Without Ethanol blending, says Govt

New Delhi, August 1: Defending the Ethanol Blended Petrol (EBP) Programme against criticism over costs and food security, the Ministry of Petroleum and Natural Gas stated on Friday that retail petrol prices in Delhi could have surged to around ₹125 per litre during peak global crude oil spikes if India had not implemented ethanol blending.

Highlighting the substantial financial relief provided to citizens amidst international market volatility, the Ministry of Petroleum and Natural Gas stated, "The result? Nearly ₹30 per litre in savings at the pump during the peak of the crisis. The value of ethanol blending is not about being the cheapest fuel every day. It is about protecting Indian consumers from extreme volatility in global oil markets, strengthening India's energy security, and keeping more of the country's fuel bill within the Indian economy rather than sending it overseas."

While the Indian crude basket surged to around USD 135 per barrel, consumers paid ₹94.77 per litre because 20% of each litre consisted of domestically produced, stably priced ethanol insulated from global shocks.

In a press release, the ministry said that when the Indian crude basket rose to around USD 135 per barrel, petrol without ethanol blending was "projected to cost around ₹125 per litre in Delhi." Instead, it said consumers paid Rs 94.77 per litre because "20 per cent of every litre was domestically produced ethanol, procured at stable, pre-agreed prices that were insulated from the global crude price spike."

The EBP Programme has yielded over ₹1.97 lakh crore in foreign exchange savings, substituted more than 316 lakh metric tonnes of crude imports, and reduced CO₂ emissions by over 950 lakh metric tonnes.

The ministry also rejected the claim that ethanol blending survives on taxpayer subsidies. "Ethanol blending isn't a taxpayer subsidy. It's India's energy insurance and it has already delivered when the crisis hit," it said.

The initiative has driven over ₹1.66 lakh crore in direct payments to farmers and distillers, establishing a reliable domestic marketplace for agricultural produce while cutting down India's 88% import dependency on crude oil.–(ANI)...
