Priority Actions Programme/Regional Activity Centre (PAP/RAC), established in 1977, is one of the six Regional Activity Centres of the Mediterranean Action Plan (MAP), itself part of the United Nations Environment Programme (UN Environment). Twenty one Mediterranean countries as well as the European Union make up the MAP, and their common objective is the creation of a healthier Mediterranean environment, resting on the principle of sustainable development.

Building coasts requires more than data ๐ก
As coastal areas continue to change, understanding how land cover is evolving โ and what that means for ecosystems and communities โ is essential.
This is where Common Indicator 25 (CI25) comes in, providing a harmonised framework to assess coastal land cover change across the region.
Through targeted capacity-building initiatives, PAP/RAC works with national experts to ensure that CI25 is not only applied but translated into informed coastal planning and action.
As part of the Child Project 2.1, we developed a technical manual offering step-by-step guidance for calculating CI25 using free and open-source software and open data.

Last week, the PAP/RAC team joined national institutions and coastal stakeholders for three days of productive discussions ๐ก
Participants worked through key elements of the draft ICZM Strategy and Law, as well as the Integrated Management Plan for the Damour area, developed under Child Project 2.1.
The consultations provided a valuable opportunity to review proposed measures collectively and agree on clear priorities through engaging participatory methods.
We would like to thank our partners at Plan Bleu for leading the Climagine workshop, and Global Water Partnership Mediterranean (GWP-Med), who leads the IMP Damour.

Working with nature to build climate resilience ๐ฟ
From 9โ12 December 2025, the Deputy Director of PAP/RAC took part in the SPA RAC Climate & Biodiversity Workshop in Tรผrkiye, contributing to discussions on how coastal areas can adapt to climate change through practical, nature-based approaches.
Key messages from the workshop:
๐ธAs Mediterranean coasts face risks such as erosion, flooding, heatwaves, and ecosystem degradation, climate planning is essential
๐ธNature-based Solutions ( ) offer effective and adaptable options for climate adaptation, benefiting both ecosystems and communities
