Postal & Courier Services Regulatory Commission

The Postal and Courier Services Regulatory Commission (PCSRC) is the regulator for the postal and courier sector in Ghana. Established by an Act of Parliament - the Postal and Courier Services Regulatory Commission Act, 2003 (Act 649) - the Commission is the vehicle being used by the government of Ghana to spear head the country's postal reforms.

LICENSED POSTAL / COURIER SERVICE PROVIDERS FOR THE YEAR 2016

Pursuant to the Postal and Courier Services Regulatory Commission Act 2003 (Act 649), the Postal and Courier Services Regulatory Commission (PCSRC) hereby publishes the names of Companies licensed to operate postal/courier services in Ghana for the year 2016.

A person who operates a postal/courier service without licence issued by PCSRC commits an offence and shall upon conviction be liable to a fine or to a term of imprisonment or both.

The general public is therefore advised not to transact business with any unlicensed courier Company or courier service provider.

• All Delivery Service Providers are advised to obtain licences from the Commission.
• The Commission shall soon publish the names of unlicensed/illegal operators and subsequently begin prosecutions against them.
• Companies licensed as International Operators are authorized to handle international and domestic items.
• Companies licensed as Domestic Operators can only do business within the borders of Ghana.

[04/05/16]   A new list of postal and courier operators licensed to do business in 2016 by the Postal and Courier Services Regulatory Commission is to be released shortly. Stay connected to check if your favorite postal/courier company is in good standing with the Commission.

PS: It is illegal to offer postal/courier services in Ghana without licence from the Commission and it is equally illegal to engage the services of unlicensed postal/courier operators.

[01/13/16]   Pursuant to Act 649 and L.I. 2205, the PCSRC invites courier and air express operators, who have still not obtained licence, to regularize their operations by applying for licence to operate as courier service providers.

For the avoidance of doubt, “Courier Service” means a service for the receipt and delivery of correspondence, items of value or both, such as parcels and packets, for which no postage stamp is required.

All courier service providers (NOT necessarily registered as courier companies), such as online shops, delivery companies, transporters, freighters, forwarders and corporate institutions who have acquired motor bikes and other vehicles to provide delivery services are hereby advised to contact the Commission to regularize their operations.

Take notice that it is an offence punishable under the Act to operate a courier service without a licence by the Commission.

[01/08/16]   A total of 38 postal and courier operators were granted licence by the Postal and Courier Services Regulatory Commission to either commence or continue courier operations in Ghana.

The Commission has initiated renewal and new licencing processes for 2016.

[07/27/15]   An Accra Fast Track High Court has dismissed an application for an Interlocutory Injunction filed by Online Retail Shop, Zoobashop, against Postal and Courier Services Regulatory Commission.

Zoobashop sought to restrain the Commission from pursuing the latter to regularize its delivery operations as per the Postal and Courier Services Regulations Act, 2003 (Act 649).

The Fast Track High Court, having reviewed the the law that establishes the Commission , however, ruled that the delivery aspect of Zoobashop falls within the purview of Act 649 hence the dismissal of the injunction.

Zoobashop sued the Commission in May 2015 after the Commission together with The Ghana Police Service had undertaken an exercise aimed getting all unlicensed courier operations licensed.
