On 17 February, Ambassador Himeno welcomed young Ghanaian Government officials who have successfully earned master’s degrees in Japanese universities under the Project for Human Resource Development Scholarship (JDS) programme. They studied in the graduate schools of Kobe University, Nagasaki University, University of Tsukuba, and Hiroshima University, from 2018 to 2020.

2月17日、姫野大使は、日本の「人材育成奨学計画(JDS)」の奨学金を受けて、日本の大学で修士号を取得し、ガーナに帰国した若手行政官の皆様と面会し、有意義な意見交換を行いました。彼らは、2018年から2020年にかけて、神戸大学、長崎大学、筑波大学、広島大学の大学院で学びました。

On 22 April, 2021, Ambassador Himeno sent a message for the opening ceremony of School Block in Ayenya, Greater Accra Region. The project which provides improved learning environment for children was funded by the Government of Japan through its Grant Assistance for Grassroots Human Security Projects (GGHSP) and the School Block was constructed by the Shai-Osudoku District Assembly.

On 19 January, 2021, Ambassador Himeno sent a message to the South Tongu District Assembly of Volta Region for the opening ceremony of School Block. The South Tongu District Assembly has undertaken the project for construction of School Block which will provide secured and comfortable learning environment for the children in Sogakope. The project was funded by the Government of Japan through its Grant Assistance for Grassroots Human Security Projects (GGHSP).

On 15 December, 2020, Ambassador Himeno sent a message to the Orthopedic Training Centre (OTC) in the Eastern Region for the opening ceremony of the project for procurement of a trekking van. The trekking van will provide mobile orthopaedic services to those who are not close to OTC in Nsawam-Adoagyiri and people who need orthopaedic services across the country. The project was funded by the Government of Japan through its Grant Assistance for Grassroots Human Security Projects (GGHSP).

12月15日、姫野大使は、イースタン州ンサワン・アドアジリ市ンサワン地区巡回診療用車両使用開始式に際し、整形外科訓練センターへメッセージを寄せました。本事業は、日本政府の草の根・人間の安全保障無償資金協力(GGHSP)によるもので、巡回診療用車両が供与され、ンサワン地域住民含めガーナ全国に住む整形外科診療を必要とする人がサービスを受けられるようになります。

Mampong Municipal Health Directorate has undertaken the project for construction of Health Centre which will provide daily health services for the people in Bunuso. The Needy Club of Ghana (NGO) and Akatsi North District Assembly have undertaken the project for construction of CHPS Compound which will provide daily health services for the people in Agormor. On 6th October, Ambassador Himeno called on Inspector General of Police (IGP), Mr.James Oppong-Boanuh. The Ambassador expressed his appreciation for safety measures for Japanese in Ghana and requested further cooperation. They exchanged opinions on the security situations in Ghana.

On September 25, 2020, the GOJ announced that, in principle, the holders of statuses of residence of “Student”, “Dependent” and others, in addition to cross-border business travelers of all countries and regions will be incrementally permitted to enter Japan from October 1, 2020, under the condition that the person is hosted by a company / entity that can assure observation of quarantine measures.

On 28 September, Ambassador Himeno received an award of "Outstanding Ambassador of the Year Award 2019" by Mr. Sam Ato Gaisie, Founder / President and Mr. Alvin Gaisie, Director in Charge of Business Development of Entrepreneurs Foundation of Ghana, and had a fruitful discussion on cooperation between Japanese companies and Entrepreneurs in Ghana.

【Meetings with the responsible persons for Ghana Infectious Disease Centre】
Ambassador Himeno visited the Ghana Infectious Disease Centre(GIDC) newly established at the Ga East Municipal Hospital on August 21. He met with the responsible persons of the Centre and requested their support for the Japanese citizens in case of necessity. He also verified the latest information on medical conditions in Ghana and the current situation at the Centre’s facilities.

Japan and Ghana team up to fight disease in West Africa

Noguchi Memorial Institute for Medical Research, a Japanese-built institute in Ghana, is in the limelight for efforts in fighting infectious diseases including COVID-19 in Ghana and beyond.

After adding on another laboratory last year thereby expanding its work on epidemiology, immunology, virology and bacteriology, Noguchi is poised to play a key role in the West African sub region by offering state-of-the-art capacity in research.

On 2 July, the signing ceremony of the following three Japanese Grant Assistance was held at the Ministry of Foreign Affairs and Regional Integration. Ambassador Himeno and Deputy Minister for Foreign Affairs and Regional Integration, Hon. Charles A. Owiredu signed the agreements. Also in attendance were Deputy Minister for Roads and Highways, Hon. Anthony Abayifaa Karbo, and officials of relevant Ministries and Agencies as well as Chief Representative of JICA office, Mr Araki. Two Deputy Ministers expressed gratitudes for Japan's cooperation.

On Friday, 5th June 2020, Ambassador Tsutomu Himeno joined President Nana Addo Dankwa Akufo-Addo, Minister for Roads and Highways, Mr. Amoako-Atta, and Mr. Araki, Representative of JICA Ghana office, to inaugurate the newly constructed Tema Motorway Interchange. The expansion works on the motorway was made possible through grant from the Government of Japan and it will improve efficiency in trade within Ghana and the West African sub-region.

6月5日,姫野大使は,アクフォ・アド大統領,アモアコ・アタ道路・高速道路大臣及び荒木JICAガーナ事務所長とともに,首都アクラと国内最大のテマ港からの交通が交わるテマ交差点の立体化工事の完成式典に出席しました。ガーナ国内及び西アフリカ地域全体の交通及び物流改善に寄与するテマ交差点の改修工事は,日本政府の無償資金協力により実施されました。
