Thought of the Day!

I've been thinking about what President Mugabe said: that GHANA now is no better than when he first knew it in the sixties. Accra is part of Ghana. Look what's happened to the lay of the land in Accra. So he's not entirely right there. But let me tell you where he's right - in most other cities and towns. I was born and bred in Takoradi. There's nothing to write home about. Is it really any surprise? Isn't Accra everything? Isn't it where everything important happens? And you know why? The law says that seven and a half percent of governments budget for the year should be allocated to Metropolitan, Municipal and District Assemblies ( the rest of the country) and that this should be paid quarterly. Well, all our government's flout this law. They simply don't pay it. It is forever in arrears. How else do we want the rest of Ghana to develop? Its extraordinary. If the government violates the law of the land, why will they want the citizens to obey the law? This provision was not made a law for nothing. The framers of the law must have foreseen the situation where central government would hold onto the money and that's why the plan was backed by law. And yet, they ignore it and we accept it. District Chief Executives (the capos of local government) who should be making noise and demanding their share of the national budget are quiet. They don't dare fuss because they are appointed by the President. They don't want to lose their positions of influence by upsetting their "political masters" in Accra, the capital. Folks how do we ensure that the provisions of this law are carried out?

I think we must take seriously the call for District Chief Executives to be elected. If DCES were elected, they would be accountable to the people of their local community and not the big men in Accra and they would be less hesitant to make their voices heard on this matter. Also some of them would come from opposition parties and they would surely make their voices heard. I think Ghana is operating a system that is stifling its development in several respects.
