• Investigate and report on all delays, variations and Extension of Time requests
• Oversee the works schedule/programme, ensuring and accuracy of delivery
• Maintain in electronic format site measurements, records, test results, reports and all other site information
• Produce weekly progress reports on all aspects of the works, including climatic conditions
• Prepare and attend snagging inspections to the issue of Certificate of Practical Completion.
• Ensure that schedules of defects after handover are maintained and their rectification before the expiration of the defects liability period.
• Maintain daily diary recording subcontractor manpower, works in progress, weather conditions and delays to progress

Requirements
• Diploma in Civil Engineering / Quantity Surveying
• Fluent in spoken and written English
• Member of the Institute of Engineering and Technology, Ghana (IET)

shall manage the operation of the in-country purchasing and logistics function ensuring that all equipment items progress promptly and efficiently through each stage from the arrangement of ship-ping, clearing and arrival in Accra then onwards to warehousing (if required) and eventually to the point of issue to either the Construction Team or the Installation and Commissioning team.He/she will ensure that all goods destined for Ghana are shipped and cleared on time, offloaded, stored securely, transported to site and that stores are managed appropriately to support the respec-tive Construction or Installation and Commissioning programmes. He/she will manage purchasing and logistics costs within the agreed budgets, identifying possible savings to these budgets and implement-ing the necessary changes as required. The role will involve managing a team of individuals employed in Ghana to support the various taskings related to the purchasing and logistics function. • Equipment and materials are purchased, received at port (with pre-clearance where possible), warehoused, or transferred to site, stored on site and made available at a time to suit the hospital construction programme and in line with the construction timetable as determined by the NMS Ghana Project Team.
• Equipment items are received at port, cleared promptly and arrangements made for transfer to warehouse or site as required.
• Purchasing and Logistics delivery forecasts/performance will be monitored on a weekly basis to include items stored in warehouses and to ensure on time availability of goods to site within the project budget and within the timeframe provided by the overall project delivery timelines.
• All goods will be inspected upon arrival at site to ensure that they are as specified in both quality and quantity.
• A corrective actions process will be strictly adhered to which will log any shortages or damages to goods, up to eventual replacement.
• Management of a stores receipt and issuing programme that considers the installation programme.
• Management, recording, security of goods from port-to-site and handover for installation.
• Cost control within budget.
• Management of the Ghana Treasury Cheques procedure, duty exemptions offered under the con-tract and other affairs related to import duties / VAT on clearance.
• He/she will manage in country logistics staff responsible for warehousing and site storage during build and installation of medical equipment into hospitals.
• A log of demurrage charges and any other unexpected charges will be maintained to settle with the relevant parties.
• Act as the UK P&L representative at internal and external meetings and to keep the UK Purchasing and Logistics team aware of important and emerging issues.
• Liaison with NMS’s chosen logistics provider to ensure that warehousing and transport require-ments are minimised.
• Liaison with sub-contractors in support of the logistics project goals and to ensure that P&L re-quirements are represented.
• Liaison with the Installation and Commissioning team to support installation and construction timelines working with the UK purchasing and logistics team to optimise shipping times and relat-ed expenditure.
• Liaison with government departments for obtaining any necessary permits and approvals such as tax exemptions for clearance, VAT reclaims, or specific transports permits for heavy/out of gauge.
• Coordination with site managers to ensure that goods are loaded timeously and ready for despatch to arrive at site for installation, ensuring availability of manpower or handling equipment as re-quired.
• Appropriate systems will be introduced to assist with receipt of; warehousing, transport, offloading and on-site logistics management.
• All Shipping/Invoicing Paperwork is to be 100% accurate and a detailed database of documents is to be maintained at all times.
• The NMS Project Delivery Team will be kept fully informed of the status of the goods whether in storage, in transit or on site by way of weekly shipping summaries.
• Provide professional logistic advice to the NMSI Ghana Director and General Manager and NMS Ghana Project Manager on the port-to-site management of goods.
• Implement a comprehensive stores management process for all project material and NMSI proper-ty, including audit and reporting systems and integrity of data.
• Sourcing of vehicles and plant via rental or procurement as mandated by the requirements of the project.
• Management and maintenance of the company vehicles, plant, and assets to suit the needs of the project, to include but not limited to the roadworthiness, insurance, servicing schedules, warranty matters and efficient usage of these assets / equipment.
• Compilation of and updating of a country-wide asset register with disposal policies as required.

The Site Manager position is responsible for leading and managing all the site activities on a project, coordinating across disciplines, supervising professional staff to ensure that construction meets all contractual requirements in the most cost-effective and efficient manner. The responsibilities will be as detailed, but not limited to:
 Managing and engaging with the workforce to enhance the productivity of the project.
 Report openly and honestly, acknowledging problems, analysing, and providing seeking
solutions
 Review contract/tendering documentation to ensure a thorough understanding of the relevant
contract requirements liaising with planning engineers and quantity surveyors to establish and
implement systems for the works.
 Before issue, assess the content of construction drawings and procedures so that construction
ex*****on is optimised in the most cost-effective and timely manner.
 Ensure that all actions and activities assigned to the Site are implemented within agreed
timescales at the mobilisation stage.
 Establish together with relevant Managers and Engineers the resourcing requirements for the
Site, including staffing, subcontractors etc., to ensure that these are accurate and realistic.
