OFFICE OF THE SENIOR MINISTER WITH SUPPORT FROM THE WORLD BANK PRESENTS EQUIPMENT TO CHRAJ
The Office of the Senior Minister with support from the World Bank under the Public Sector Reform for Results Project (PSRRP) has presented information communication technology (ICT) office equipment to the Commission on Human Rights and Administrative Justice (CHRAJ) at their head office in Accra on Monday, 19th October, 2020. This presentation was done to enhance and improve its services to the citizens.
The office equipment included 20 desktop computers, 19 laptops, 25 printers, 25 colour photocopy machines, 20 user licenses, 20 user licenses for application software, 20 user-licenses for security software, 20 Uninterrupted Power Supply (UPS) devices, 20 digital voice recorders, 20 LED/LCD mini projector and 20 scanners. The remaining items are 5 professional mobile scanners, 20 routers and 20 office SIM handset for voice communication.
Presenting the equipment to CHRAJ, the Technical Advisor to the Senior Minister, Mr. Robert K. Poku Kyei who represented the Senior Minister said, the equipment were from a US$35 million partial credit facility from the World Bank to support the PSRRP purposely to improve the efficiency and accountability on the delivery of services to the public.
According to Technical Advisor, this Project was part of the implementation of broader National Public Sector Reform Strategy (NPSRS) 2018 – 2023 which was launched by His Excellency the President in August 2018. The Project Manager of the PSRRP, Dr. Betty Nanor Arthur, handed over the equipment to the Commissioner of CHRAJ. Mr. Poku Kyei said CHRAJ was one of the 16 beneficiary public institutions within the project which is divided into three categories.
The categories include frontline service delivery agencies such as the Driver and Vehicle Licensing Authority (DVLA), the Passport Office (PO), the Ghana Immigration Service (GIS), the Environmental Protection Agency (EPA) and the Births and Deaths Registry (BDR). The parent ministries being the second category includes the Ministry of Local Government and Rural Development; the Ministry of Foreign Affairs and Regional Integration; the Ministry of the Interior; Ministry of Environment, Science, Technology and Innovation; and the Ministry of Transport. There are also six central management agencies which includes Public Services Commission (PSC), the Office of the Head of Civil Service (OHCS), the Public Records and Archives Administration Department (PRAAD), Ministry of Monitoring and Evaluation, Commission on Human Rights and Administrative Justice (CHRAJ), National Information Technology Agency (NITA) and the Office of the Senior Minister. In line with CHRAJ component under the PSRRP implementation, the support was to strengthen the grievance complaints units, speed up and improve their service delivery to the public.
Receiving the items, the Commissioner of CHRAJ, Mr. Joseph Akanjolenur Whittal, expressed his utmost appreciation to the Office of the Senior Minister and the World Bank by indicating that he was delighted at the presentation of these equipment which would enable CHRAJ improve their mandate by helping their regional offices to process complaints on time. He intimated that the equipment would enable their officers to place complaints online for processing to improve service delivery and also hold public sector institutions accountable.
One major aspect according to the Commissioner was about capacity building and CHRAJ was going to use the equipment to build the capacity of officers from the Ministries, Departments and Agencies (MDAs) and the Metropolitan, Municipal and District Assemblies (MMDAs) across the country by ensuring that they organize online training through some consultancy services to improve upon service delivery.

THE OFFICE OF THE SENIOR MINISTER WITH SUPPORT FROM WORLD BANK PRESENTS VEHICLES AND MOTORBIKES TO SELECTED ENTITIES TO ENHANCE PSRRP IMPLEMENTATION
The Senior Minister, Hon. Yaw Osafo-Maafo on Friday, 11th September, 2020 at the Forecourt of the State House, Accra, presented vehicles and motorbikes to selected entities (public sector institutions) who are beneficiaries under the Public Sector Reform for Results Project (PSRRP), 2019 - 2024. The PSRRP implementation is a major support of a partial credit facility from the World Bank Group towards various reforms in Ghana’s public sector.
According to the Senior Minister, some public sector reforms have taken place in the history of Ghana and have been characterized by modest positive outcomes. Earlier reform initiatives was to make the public sector more responsive, efficient and effective in the delivery of services. However, these results were neither achieved nor sustained and these were challenges due to low capacity, inadequate resources and little follow-through to mobilize internal organizational resources (financial and human) to deliver the results.
Hon. Osafo-Maafo reiterated the point that citizens and the private sector expect the public sector to be more responsive to their needs particularly on timely delivery of public services. Again, the environment where government through the public sector is responsive to the needs of the citizens are found to be vital components for economic growth of the country.
The World Bank Group according to the Senior Minister deserves utmost gratitude for providing support to the Government of Ghana to implement the PSRRP as a partial implementation of the broader National Public Sector Reform Strategy (NPSRS) 2018 - 2023. The Project in this regard comprises of sixteen (16) beneficiaries of selected entities to deliver quality services to the citizens and the private sector.
The first consignment of 25 vehicles and 23 out of a total of 121 motorbikes were presented to some of the selected entities thus; Ministry of Monitoring and Evaluation (MOME), Office of the Senior Minister (OSM), Driver and Vehicle Licensing Authority (DVLA) and Births and Deaths Registry (BDR).
Additionally, as part of the implementation of the PSRRP, OSM has procured other office equipment such as desktop computers, laptops, printers among others and have also undertaken major consultancy services all in a bid to hasten delivery of services by the selected entities to the citizens and the private sector.
Senior Minister clearly noted that some achievements from the implementation of the PSRRP has been the significant and successful celebration of the Civil Service Week which sought to educate and sensitize citizens on the role of the civil service as a key partner in providing service delivery to citizens and also recognize and award deserving staff for improved performance in the civil service; the MOME's maiden, regional and virtual Results Fair which sought to deepen social accountability, amplify the voice of non-state actors in areas of transparency, improve citizen's participation among various activities and achievements by all the 16 selected entities under the PSRRP.
