From Community Action to Government Adoption - this is FES scaling story.

In India 🇮🇳, 350 million people depend on community forests, pastures, and water bodies - known as the Commons -for their livelihoods.

The Foundation For Ecological Security (FES) developed a powerful model to restore and protect the Commons by securing community land rights and enabling sustainable land use. The approach worked, but scaling it wasn’t straightforward.

To scale its impact, 𝗙𝗘𝗦 𝗻𝗲𝗲𝗱𝗲𝗱 𝘁𝗼 𝘀𝗵𝗶𝗳𝘁 𝗳𝗿𝗼𝗺 𝗱𝗶𝗿𝗲𝗰𝘁 𝗱𝗲𝗹𝗶𝘃𝗲𝗿𝘆 𝘁𝗼 𝗰𝗮𝘁𝗮𝗹𝘆𝘀𝗶𝗻𝗴 𝘀𝘆𝘀𝘁𝗲𝗺 𝗰𝗵𝗮𝗻𝗴𝗲, embedding Commons governance into government and partner systems. At we supported FES to make this transition.

𝗛𝗼𝘄 𝗱𝗼 𝘆𝗼𝘂 𝘁𝗮𝗸𝗲 𝗮 𝘀𝘂𝗰𝗰𝗲𝘀𝘀𝗳𝘂𝗹 𝗱𝗶𝗴𝗶𝘁𝗮𝗹 𝗵𝗲𝗮𝗹𝘁𝗵 𝗽𝗿𝗼𝗴𝗿𝗮𝗺𝗺𝗲 𝗮𝗻𝗱 𝘀𝗰𝗮𝗹𝗲 𝗶𝘁 𝘁𝗼 𝗿𝗲𝗮𝗰𝗵 𝗺𝗶𝗹𝗹𝗶𝗼𝗻𝘀 𝗼𝗳 𝘆𝗼𝘂𝗻𝗴 𝗽𝗲𝗼𝗽𝗹𝗲?

That’s the challenge YLabs brought to us.

Their flagship programme, CyberRwanda, had already proven its value by giving young Rwandans 🇷🇼 access to accurate, youth-friendly health information. The next step was bigger:

Together, we co-created a realistic and ambitious roadmap to scale.

How do you design solutions for government adoption?

Interventions scale best when they’re embedded in public delivery structures from the start.

That means:

✅ Involving governments early, co-developing or commissioning solutions to build legitimacy and ease the path to ownership.

✅ Designing programmes to be ‘plug-in ready’, aligned with national priorities so government actors can say “yes” faster.

After two years working alongside organisations in the field, we wanted to understand what truly stands in the way of impact at scale, and how organisations are breaking through those barriers.

The result is our new report, 𝙋𝙧𝙚𝙫𝙚𝙣𝙩𝙞𝙣𝙜 𝘾𝙎𝘼 𝙖𝙩 𝙎𝙘𝙖𝙡𝙚: 𝙒𝙝𝙖𝙩 𝙞𝙩 𝙩𝙖𝙠𝙚𝙨, developed with support from Oak Foundation.

This first-of-its-kind study fills a critical gap, showing how 17 organisations across Europe are reframing the narrative, building public and political will, and making scale work in the real world. Reaching more children, embedding prevention into public systems, and sustaining impact over time.

It offers practical, real-world insights, lessons, and case studies for funders, practitioners, and policymakers seeking to move prevention from isolated projects to systemic change.

Above all, the report shows that scaling prevention is not only necessary - it’s possible, and, lasting impact is within reach.

𝗔𝗻𝗱 𝗮𝗻 𝗼𝘃𝗲𝗿𝘄𝗵𝗲𝗹𝗺𝗶𝗻𝗴 𝘀𝗰𝗮𝗹𝗲 𝗼𝗳 𝗱𝗼𝗺𝗲𝘀𝘁𝗶𝗰 𝗮𝗻𝗱 𝗶𝗻𝘁𝗶𝗺𝗮𝘁𝗲 𝗽𝗮𝗿𝘁𝗻𝗲𝗿 𝘃𝗶𝗼𝗹𝗲𝗻𝗰𝗲.

These were some of the many challenges MOSAIC faced. They were already helping thousands of women by working on preventing gender-based violence in South Africa 🇿🇦, but the need was far greater.

That’s why two years ago they joined our programme, to explore how they could reach many more people, sustainably. 🌍

During this time, 𝘄𝗲 𝗳𝗼𝗰𝘂𝘀𝗲𝗱 𝗼𝗻:

🔸 𝗧𝗲𝘀𝘁𝗶𝗻𝗴 𝘄𝗵𝗮𝘁 𝘄𝗼𝗿𝗸𝘀 𝗶𝗻 𝗽𝗿𝗮𝗰𝘁𝗶𝗰𝗲: Validating core assumptions through real-world pilots and partner engagement.
🔸 𝗗𝗲𝘀𝗶𝗴𝗻𝗶𝗻𝗴 𝗮 𝗳𝗹𝗲𝘅𝗶𝗯𝗹𝗲 𝘀𝗰𝗮𝗹𝗲 𝗺𝗼𝗱𝗲𝗹: Moving beyond simple replication to a portfolio of pathways, including open sourcing, partnerships, and branching.
🔸 𝗦𝗵𝗶𝗳𝘁𝗶𝗻𝗴 𝗠𝗢𝗦𝗔𝗜𝗖’𝘀 𝗿𝗼𝗹𝗲: From direct delivery to enabling others, reimagining their identity as a trainer, convener, and strategic advisor.

This new foundation has already begun unlocking momentum, positioning MOSAIC for long-term, system-level change.

Last week, our CEO, Mohamed Osman, joined the 𝗜𝗺𝗽𝗮𝗰𝘁 𝗣𝗼𝗽-𝘂𝗽 in New York, an event held ahead of the UN General Assembly and Climate Week. 🇺🇳

Together with the UBS Optimus Foundation  partners, peers, and sector experts, we explored what it really takes to collaborate for systemic change. We dug into how innovative financing can unlock new opportunities, and how philanthropy can play a bigger role in bridging the global aid gap.

The discussions gave us space to challenge assumptions, share practical insights, and walk away with ways to strengthen collective action.

The event was a reminder of the 𝗽𝗼𝘄𝗲𝗿 𝗼𝗳 𝗰𝗼𝗹𝗹𝗮𝗯𝗼𝗿𝗮𝘁𝗶𝗼𝗻. By working across sectors, from collective philanthropy to public–private partnerships, we can unlock the scale needed to tackle today’s biggest challenges.
