On December 8th, the core achievements of the Philippine National Vocational Competency Standards Development Cooperation Project were released at the "China-Philippines Vocational Education Cooperation and Development Seminar" held in Guangzhou. Mr. Jose Francisco Benitez, Kiko BenitezDirector General of the Technical Education and Skills Development Authority (TESDA) of the Philippines, officially received the 23 Philippine National Vocational Skills Standards from the second phase of the project, developed by Chinese institutions. He also presented formal commendations to the participating Chinese institutions and experts.

The Philippine National Vocational Competency Standards Development Cooperation Project was jointly initiated by TESDA and the China-Philippines Silk Road Institute Foundation. Botok and Phil-China Science, Education & Culture (Beijing) Co., Ltd. served as the project secretariat, responsible for ex*****on and organizing Chinese vocational colleges to participate in the cooperation. The project aims to develop national vocational and technical standards for six priority industries in the Philippines: construction, information technology and communications, agriculture, healthcare, hospitality, as well as renewable energy and electric vehicles.

Since its implementation in November 2024, the project has successfully engaged over 130 Chinese vocational colleges. To date, a cumulative total of 64 national vocational skills standards have been developed and approved by TESDA. Among these, some of the 41 standards from the first phase have been officially published on the TESDA website and are being promoted for use.

During this seminar, representatives from 32 leading and participating institutions formally handed over the standards documents, embodying the wisdom of both China and the Philippines, to TESDA. Director General Jose Francisco Benitez presented personally signed achievement certification certificates to all institutions involved in the second phase of standards development, as well as to 108 drafting and review experts.

The signing ceremony for the third phase of the Philippine National Vocational Competency Standards Development Cooperation Project was also held at the event. According to the next stage plan, the third phase will build upon the original six sectors and 88 standards. It will further align with new trends in Philippine industrial upgrading and emerging skill development needs, continuously expand and optimize the standards catalog, further broaden the scope and depth of standards development, and invite more Chinese vocational colleges to join in collectively enriching the Philippine national skills standards repository.

After a year of implementation, over 130 Chinese institutions have jointly completed the development of 64 Philippine vocational skills standards. We hope this achievement will contribute to the industrial development and skills talent cultivation of the Philippines!
