NCC Appeals Court Ruling Suspending Sanctions Against Vision 4

The National Communication Council (NCC) has appealed a court order suspending the enforcement of its sanctions against Vision 4 television, journalist Thaddée Martial Owona and Groupe l’Anecdote’s Director General of Media, Boni Menyene Philippe.

In a statement issued on October 2, 2026, the NCC said it had filed an appeal to annul the stay of ex*****on granted by the Administrative Court of the Centre Region on October 1.

The sanctions, announced on September 29, include a six-month suspension for Owona, a one-month suspension for Boni Menyene and a one-month suspension of Vision 4.

The measures followed allegations of non-compliance with an earlier NCC decision and remarks challenging the council’s authority. The case stems from a June 2 report on Vision 4 involving comments about Barrister Esther Félicité Zeifman.

The NCC says its appeal seeks to maintain the enforcement of its decisions.

Biya Authorises CFAF 367 Billion Financing For Major Road Projects

President Paul Biya has signed two decrees authorising the government to secure a total of about CFAF 367 billion in financing for major road infrastructure projects in Cameroon.

Under the first decree, the Minister of the Economy, Planning and Regional Development is authorised to sign a loan agreement worth approximately CFAF 228 billion with the International Bank for Reconstruction and Development (IBRD) to finance the Douala-Bangui Economic Corridor project.

The second decree authorises the minister to sign a financing agreement worth CFAF 139.3 billion with the Islamic Development Bank for the rehabilitation of the Douala-Bafoussam road.

The two projects are expected to improve road infrastructure, facilitate the movement of goods and passengers, and strengthen economic and transport links within Cameroon and across the Central African region.

World Bank Commends Progress In Health Security Programme

The World Bank has expressed satisfaction with progress made in the implementation of the Health Security Programme (HeSP) in Cameroon. This was during an audience granted by the Minister of Public Health, Dr Malachie Manaouda, to a delegation of the Bretton Woods institution led by Nicolas Rosemberg on October 2, 2026, at the end of a week-long support mission to the country.

The delegation acknowledged significant progress in project performance, financial management, environmental and social safeguards, as well as the recruitment of the Project Management Unit.

However, challenges remain, notably the mobilisation of specialised expertise and the signing of the operational order by the Prime Minister. The document is essential for the opening of project accounts and the formalisation of the procurement commission.

The Minister of Public Health reassured the delegation of the government's commitment to addressing these constraints promptly to facilitate the effective implementation of the programme.

Funded by the World Bank, the Health Security Programme aims to strengthen preparedness and response to public health emergencies in West and Central Africa.

Tanzanian Singer Nandy, Miss Universe Organiser Fined Over ‘Indecent’ Outfit

Tanzanian singer Nandy, whose real name is Faustina Charles Mfinanga, has been fined three million Tanzanian shillings (about FCFA 676,500) by the National Arts Council of Tanzania over an outfit she wore during the Miss Universe Tanzania 2026 finale in Dar es Salaam.

The council said the outfit violated artistic ethical standards and public decency. Nandy reportedly admitted the offence, paid the fine and deleted the video of her performance from her digital platforms.

She has retained her licence to perform, but her future shows will be placed under administrative supervision. The organiser of the pageant has also been fined the same amount for allowing the performance.

Treasury Single Account: MINFI Launches New Census of Public Accounts

The Ministry of Finance has launched a new operation to identify bank accounts held by public administrations, following the identification of nearly FCFA 450 billion in 2022.

The operation was launched in Yaounde on September 29, 2026, under the chairmanship of the Minister of Finance, Louis Paul Motaze. The meeting brought together officials of the Treasury, the Bank of Central African States (BEAC), the Central African Banking Commission (COBAC), the Professional Association of Credit Institutions of Cameroon (APECCAM), financial institutions and concerned public bodies.

The exercise seeks to establish an updated inventory of public funds held in commercial banks and prepare for their possible gradual transfer to the Treasury Single Account (TSA).

The initiative is aimed at strengthening the management of public finances by improving the monitoring of government resources held in banking institutions and enhancing the centralisation of public funds.

Ivorian Influencer Reportedly Dies After BBL Surgery In Nigeria

Ivorian influencer and spa owner Fatim Bakayoko has reportedly died in Nigeria following a Brazilian Butt Lift (BBL) procedure.

Bakayoko, who owns a spa in Abidjan, Côte d’Ivoire, is said to have travelled to Nigeria for the cosmetic surgery. Initial reports indicate that she may have suffered complications during or shortly after the operation.
