We are expanding the list of criminal offences we consider relevant in licensing decisions. The new criteria will be applied to all licence applications from 1 December 2025.

Following a wide-reaching public consultation earlier this year, the new criminal criteria will further toughen our approach to criminality and provide greater transparency on the wider 'fit and proper' test that all applicants and licence holders must meet.

All applicants for an SIA licence should check the licensing criteria to see if they are likely to be eligible for a licence before they start the application process.

This includes licence holders applying to renew their licence.

Further guidance and information will be provided to licence holders and applicants before the new criteria take effect.

The world of online gaming offers endless fun and social interaction, but it can also expose young users to harmful content. On November 13, 2025, Europol, in collaboration with eight European countries, conducted a Referral Action Day to systematically remove such material from a variety of platforms.

Thousands of URLs leading to dangerous and illicit content were systematically removed, including:
✔️ 5 408 links to jihadist content
✔️ 1 070 links to violent right-wing extremist and terrorist content
✔️ 105 links to racist and xenophobic content

This joint action underscores the complexity of combating harmful content online. Content can be created within a game, altered with extremist language or symbols, and then shared on mainstream social media.
