What’s inside a default bill (and what’s outside a retailer’s control)
AER/ESC documentation breaks the reference bill into broad buckets:
1. Wholesale energy (hedged)
2. Network charges (regulated)
3. Environmental schemes
4. Retail costs + allowance/margin
Changes year to year are often network-led(capital programs, reliability standards) and wholesale-led(fuel mix, outages, weather). Retail allowances are monitored: DMO/VDO decisions publish methodologies and data collections on bad debt, customer service costs, and reasonable margins.
> Reality check: When someone says “retailers jacked prices,” sometimes they did (marketing/legacy plan effects exist). Sometimes the driver is an exogenous cost bucket moving under regulatory oversight. The task is separating the two—AER, ACCC, and ESC do publish those breakdowns.

What a retailer actually does?
Buys energy financially (not physically) in the contract market (swaps/futures, caps) to cover expected customer load months–years ahead. These hedges are what let them offer fixed or semi-fixed retail plans while the spot market whipsaws hourly.
Passes through regulated networks (poles and wires) and meter costs. Those charges are set by regulators and are often the largest single component of a residential bill.
Australian Energy Regulator (AER)
Recovers environmental scheme costs (LRET/SRES, state schemes) and operating costs, then adds a retail allowance. In default offers (AER’s DMO, Victoria’s VDO), that allowance is scrutinised and bounded.
Hedging 101: Retailers typically use a stack of base-load swaps and $300/MWh caps so that when spot prices spike, the hedge pays them; when spot collapses, they pay the hedge counterparty. Either way, the goal is steady retail pricing, not playing the spot.
