DC Snow Team Deploys, Residential Street Sweeping Suspended

Dear Resident,

While today is technically the first day of spring, Mother Nature does not seem ready to let go of winter just yet. Forecasts are predicting total snow accumulations by Wednesday evening of 1—3 inches, with up to 5—7 inches possible. With this in mind, the DC Snow Team fully deployed with more than 200 heavy and light plows this morning starting at 10:00 a.m. to pretreat treat all National Highway System, primary, secondary and residential routes within the District. Our crews will be working throughout the evening and tomorrow to treat and plow roads.

With today’s inclement weather, and because our drivers work as part of the DC Snow Team, street sweeping has been suspended today throughout the District.

To prepare for the snow and Wednesday morning commute, residents are encouraged to heed the following tips:

Take Metro as an alternative to driving.If driving, do so cautiously and maintain safe speeds and distances from other vehicles.Keep a safe distance from emergency and snow vehicles and use caution when attempting to pass a snowplow. Give the drivers plenty of room to safely do their jobs.Be aware of hazardous road conditions, particularly black ice which can be deceptive in appearance and give the driver a false sense of security on the road.Drive and walk carefully on bridges, ramps and other elevated structures which can freeze before the roadway.Cyclists should use caution and avoid biking directly on snow or ice.

DPW Reports Sanitary Sewer Overflow

Engineers Investigating Possible Sewer Blockage in Northwest Baltimore

The Baltimore City Department of Public Works estimates that 11,000 gallons of rainwater, mixed with sewer water, overflowed into the Jones Falls following heavy downpours on the morning of Monday, Oct. 9, 2017. This incident lasted about an hour, and it occurred underground in a structured overflow at North Charles and West Lanvale Streets. It did not spill onto any streets. The Baltimore City Health Department and the Maryland Department of the Environment were notified of this release.

Structured overflows were designed as part of Baltimore’s sewer system more than 100 years ago. They are being eliminated as part of the City’s $2 billion Consent Decree sewer rehabilitation work. Structured overflows act as release valves when the pipes are surcharged with rainwater that enters the sewer mains during significant storms.

At a separate location in Northwest Baltimore, DPW engineers are investigating a potential sewer line blockage in the 3400 block of Glen Avenue. Since Sunday, Oct. 8, 2017, this site has experienced three smaller intermittent overflows during dry-weather conditions. This structured overflow location is also below ground and enters into a storm drain that flows to the Jones Falls.

Department of Housing and Community Affairs Offers Translations of New Tenant Rights Tools

The Montgomery County Department of Housing and Community Affairs (DHCA) continues to expand its information and outreach for tenants by making new tenant rights tools available in six languages.

Many new tenant protections took effect on March 13 of this year. In this update of the Tenant Rights website, DHCA presents the translation of major resources including the Landlord Tenant Handbook, Code Enforcement Handbook, Standard Multifamily Lease, and Lease Summary.

These tenant resources, originally available in English and Spanish, are now being made available in Chinese, French, Korean and Vietnamese.

Next, DHCA will make available Summary Code Enforcement and Landlord Tenant pamphlets, to further educate the public. These also will be provided in the six languages.

But that sort of thinking is akin to the notion that the only fine dining options in D.C. are high-end steakhouses for the expense-report crowd.

“Accidental Landlords” Receive Tax Gift from Uncle Sam

If you’re one of the so-called “accidental landlords” who is leasing out your prior primary residence because you couldn’t sell over the past few years, you may be in luck when it comes time to sell. A recent change to the Taxpayer Relief Act has expanded tax exemptions on capital gains from selling real estate… with a few provisions, of course.

You might recall that in 1997, the Taxpayer Relief Act was born and provided millions of Americans a way to avoid paying taxes on the profits from selling their homes. Specifically, single homeowners were allowed to profit up to $250,000, while married couples were allowed up to $500,000 in profits from the sale of their primary home. Well, a lot has changed in the American tax laws since then, but the capital gains provision is one which maintained its advantages for many homeowners. In fact, there are even a few added bonuses since its inception. Before recent changes to the Taxpayer Relief Act, the tax-free gains on the sale could only be used to purchase another home. But now Uncle Sam is allowing homeowners to do whatever they’d like with the profits from a primary home sale.

What Does the Future Hold?

Federal legalization of medical marijuana has been proposed, and the Drug Enforcement Administration had been expected by June 30 to consider reclassifying marijuana as a Schedule II drug. If it was reclassified, it would be in the same category as morphine, codeine and oxycodone, still controlled and heavily regulated, but not illegal. As of this writing, however, the DEA has not announced a change.

If marijuana became a federally regulated drug, doctors would be permitted to prescribe it and patients would purchase it at a pharmacy. Landlords would not be in a position to know who was taking marijuana in the form of capsules, sprays, pills, patches or suppositories. It's likely that rental leases would address only recreational use and growing marijuana.

If recreational marijuana becomes widely legal – and experts doubt that such a change is imminent – then landlords may omit the mention of marijuana in leases except to include it in a ban on smoking. The drug would only become an issue if its use led to complaints about loud parties, offensive odor or excessive noise.

City of Pittsburg Housing Authority Preliminary Application

Pittsburg Section 8, County Public Housing Applications Open!!

The city of Pittsburg has reopened applications for its Section 8 voucher program, but the list is only open until Friday.

10 NYC commercial landlords join pledge to cut emissions

Ten of New York City’s largest commercial landlords are joining the carbon challenge to reduce greenhouse gas emissions by 30 percent in 10 years.

Mayor Bill de Blasio and the Real Estate Board of New York are announcing Thursday that The Durst Organization, Forest City, Silverstein Properties and others have signed onto the challenge. Ten of New York City’s largest commercial landlords are joining the carbon challenge to reduce greenhouse gas emissions by 30 percent in 10 years.
