Someone is contacting notaries about their notary bonds and demanding personal information or a payment.
Jim Holter, vice president of commercial surety for Merchants Bonding Company reported that a notary in Florida was recently contacted by an individual posing as a representative of Merchants. The caller told the notary that the rate on their notary bond had changed and demanded a payment over the phone. The notary contacted Merchants and learned there was no such rate change.
Holter said the company normally does not contact notaries about their bonds by telephone.
“If you get a call from someone claiming to be from Merchants, it’s highly likely an improper call,” he said. “Never give them any personal information or credit card information over the phone.”

We have been advised that power is out at One Montgomery Plaza, Norristown due to a blown transformer. All county offices located in this building have been closed. This affects the following offices:
The Recorder’s Office is closed. While it appears documents can be submitted for eRecording, they will not be reviewed while the office is closed. Online access to recorded documents is available.
The Assessment Office is closed. Assessment information can be viewed online.
The Register of Wills is closed. The information previously available through the Court’s online system can still be searched.
The Prothonotary is located in a different building and is, therefore, not affected by the power outage.
There is no estimate on when the power will return. We will provide updated information as it becomes available.
A long-forgotten notarial record dating back to the 1970s-1980s recently came into the possession of the archivist of the Sisters of Charity of Seton Hill in Greensburg.
Archivist Casey Bowser contacted PAN to ask what should be done with the record of Sister M. Ellenita O’Connor, S.C., who served as a notary and treasurer of the Sisters of Charity congregation in Westmoreland County from 1979-1989.
“Sister Ellenita has been retired and living at Caritas Christi, the motherhouse of the Sisters of Charity of Seton Hill, for some time,” said Casey. “Recently, the Sister Servant and Administrator of Caritas Christi began helping Sister Ellenita clean out her room. In addition to priceless family films from the 1920s, her notarial record was sent to our archives.”
According to Casey, the archives hold all the records of the congregation, including information relating to the sisters’ lives and missions.
After speaking to a member of PAN’s Communications Department, Sister Ellenita’s notarial record was sent to the Westmoreland County Recorder of Deeds office.
It's been nearly two years since Pennsylvania's notary law, RULONA (Revised Uniform Law on Notarial Acts) was instituted. Check out the video to see if you are RULONA-compliant.
A forged notary signature used by man to file for divorce.
A Houston-area man faced a judge after deputies said he fraudulently filed and completed a divorce from his wife without her knowing or consenting. The court had already filed the final divorce decree.
Deputies investigated and learned that Paul Nixon, 51, submitted forged documents and false information to the courts, including a forged waiver of service that listed a false address and phone number for his wife, Edna. In addition to the false info provided, the waiver of service also included a forged notary signature in which Nixon spelled the notary’s name wrong.
He has been charged with aggravated perjury for allegedly lying to the courts about the validity of the forms and the information on them. His wife set a motion to set aside the divorce and the court has since granted her motion due to the divorce being filed fraudulently.

There are two Wills for Heroes events in Allegheny County in October in need of volunteers:
Saturday, October 12, 2019, Monroeville Public Safety Training Center, 2465 Johnston Rd., Monroeville, and
Saturday, October 19, 2019, Ross Township Municipal Center, 1000 Ross Municipal Dr., Pittsburgh 15146
They are asking notaries to volunteer to execute wills and powers of attorney. Notaries would work a three-hour shift: 9 a.m. to noon; or 11:30 a.m. to 2:30 p.m. However, the organizer is flexible if anyone can only volunteer a limited amount of time. Four people are needed for each time slot for each day.

Let’s clear up the confusion about renewing notaries and the notary exam.
If you begin the reappointment process at least six months before the end of your current commission, which includes completing the three-hour education requirement and getting your application into the Department of State within six months of your current commission expiration date, you WILL NOT have to take the Pearson VUE notary exam.
If you do not finish the application process (not getting sworn into office within 45 days from the date your new commission begins), you will have to start the reappointment process all over again … and that means you will have to take the Pearson VUE notary exam.
Do not wait until the last minute to renew your commission. Start the process at least six months in advance of your current expiration date and follow through with the reappointment process by taking the oath of office within 45 days from the date your new commission begins.

Instead of posting a photo of the Twin Towers burning on Sept. 11, 2001, we wanted to share this photo of the Tower of Voices at the Flight 93 Memorial in Shanksville, Somerset County. Standing 93 feet high, it features a wind chime for each of the 40 individuals who died on Flight 93 when the hijacked plane crashed in the field on that fateful day. It's often quite windy there at the 2,200-acre park and the sound of those wind chimes is breathtakingly beautiful. If you have a chance, visit the Flight 93 Memorial and never forget what happened on that tragic day.

Ohio Clerk of Courts to End Notary Applications and Reappointments
An Ohio Senate bill designed to expedite the notary public options and provide uniformity for the application process goes into effect later this month, leading Logan County Clerk of Courts Barb McDonald to close the window for filing applications through her office.
People in Ohio who want to become notaries or want to renew their commissions will have until Friday, Sept. 6, to file with McDonald's office. She set the deadline so that her staff could complete the work prior to Sept. 19, the day clerks of courts across Ohio will lose authority to do so.
Moving forward, notary public applications will be handled through the Ohio Secretary of State's Office. It will cost more to become a notary and there will be education requirements for new applicants and renewals.
Justin Dinovo, president of Citizens Federal Savings and Loan Association, said the law will require institutions such as his to plan six months to a year out to make sure the staff has the necessary notaries.
"The application and renewal processes are a little more expensive but when it's spread over a five-year period it's not that much. There are 88 different ways to handle notary applications and renewals. This bill streamlines it."

Wills for Heroes Event in Butler
The Butler County Bar Association Young Lawyers Division will hold a Wills for Heroes event on Saturday, Oct. 5, 2019, 9 a.m. to 4 p.m. at the Butler County Community College Founder's Hall.
The event is in need of three notaries, six witnesses and two greeters for 9 a.m. to noon, and three notaries, six witnesses, and two greeters for noon to 3 p.m./4 p.m. Witnesses do not need to be attorneys for the event.
There will be five computer stations. The event committee will split the day for attorneys on the computers, so they need between five-10 attorneys to volunteer for the computer work.
Breakfast and lunch will be provided for the volunteers.
