PAN's Volunteer Connection (PVC) is a pipeline to community organizations in search of volunteers to assist individuals requiring notary services.
Since 2017, PVC has had 356 notaries throughout Pennsylvania join the program. These notaries are willing to volunteer their time and notary skills for helping senior citizens, military veterans, hospitalized patients, residents of women's and men's shelters, and during special events such as Wills for Heroes. Notaries involved in any volunteer effort do not charge notary or clerical fees.
PAN Customer Service Representative Megan Kurpakus is the PVC coordinator. She serves as liaison between the volunteer notaries who have joined the program and organizations and non-profits.

Happy Friday everyone! Yes, we have a winner. But first, the answer to our PAN Trivia question. False. A REAL ID driver's license is not the only identification a notary may accept. Acceptable identification is a form of government ID that is current and contains a photograph or signature, an identification number and is acceptable to the notary. This includes passports or passport cards, driver's license or non-driver ID cards, ID cards issued by any branch of the U.S. armed forces, inmate ID cards issued by the PA Department of Corrections (for inmates currently in the custody of the Department), ID cards issued by the U.S. Department of Homeland Security, Social Security cards, Medicare cards and PA state and state-related university ID cards.

When Utah resident Jeanne Souron-Mathers died last November, police were startled to find the body of her husband Paul in a chest freezer at the couple’s home.
Police also discovered a notarized letter from Paul stating that his wife was not responsible for his death, according to a search warrant unsealed in December.
Investigators now believe that Paul Mathers died a decade ago and are investigating the possibility that monthly payments to him from Veterans Affairs and Social Security kept coming in after his death.
A sergeant from the police department said investigators have filed subpoenas and are still awaiting financial records. The VA payments would total at least $177,000.
Paul Mathers is believed to have died between Feb. 4, 2009 and March 8, 2009. He had been diagnosed with a terminal illness and was being treated at a local Veterans Affairs medical center and was last seen there on Feb. 4, 2009.
But before he died, Paul Mathers wrote a letter stating his wife was not responsible for his death, and that letter was notarized in December 2008, the search warrant said.
Detectives tracked down the notary and she said she didn’t read it, she just stamped it. Jeanne Souron-Mathers died in November 2019 from what appears to be natural causes.
Pennsylvania drivers will have the option to show a third designation - a gender-neutral "X" - instead of either "M" (male) or "F" (female) on their licenses.
For individuals who identify as gender non-binary or transgender, the designation offers an option that is not exclusively male or female.
The current paper form, DL-32 - Request for Gender Change on Driver's License/Identification Card (7-19), shows only two check boxes, Male and Female, and must be signed by a licensed medical or social service provider: physician, CRNP, therapist/counselor, or social worker.
The Pennsylvania Department of Transportation (PennDOT) is in the process of updating its computer systems, forms, and employee training to allow customers to choose the "X" designation.
For individuals requesting REAL IDs, Pennsylvania licenses will continue to comply with federal REAL ID requirements, regardless of gender designation.

- Allentown - January 29 from 2 p.m. to 5 p.m.
- Lancaster - January 29 from 2 p.m. to 5 p.m.
- Erie - February 26 from 2 p.m. to 5 p.m.
The Clarion Notary Reappointment Seminar scheduled for March 4 has been cancelled.

In 2015, the Pennsylvania Department of Transportation (PennDOT) began implementing five-year contracts for full agents. In addition to the longer term, the new contracts contained more stringent requirements for the security of registration plates and cards, as well as tougher sanctions for violations.
Full agents whose contracts expired before 2015 had the option to renew their existing three-year contract or begin the new five-year contract.
Full agents whose contracts expired on or after January 1, 2015 had no choice: they were required to sign a five-year contract to continue providing services to the public.
Those first five-year contracts will be coming up for renewal in 2020.

Every PAN member has a profile in PAN’s Member Portal. If the profile is “enabled,” the profile appears in our Find a Notary search on our website and can be used for individuals who are searching for the services of a local notary.
Each member profile is disabled until the member enables the information. If you wish to have your profile appear in the Find a Notary search, you must enable the information by logging into the Member Portal. One the left side, you will see the link “Edit Notary Search Listing.” Click on the listing, double-check that your information is correct. Scroll down to the Notary Details section and update that information as well. Click on the Profile Status at the top of the Contact Information to enable your information, then scroll back down to click Update Profile.
Your contact information will appear in the Find a Notary page. the link allows visitors to our website to locate a notary by zip code, county or city.

Someone is contacting notaries about their notary bonds and demanding personal information or a payment.
Jim Holter, vice president of commercial surety for Merchants Bonding Company reported that a notary in Florida was recently contacted by an individual posing as a representative of Merchants. The caller told the notary that the rate on their notary bond had changed and demanded a payment over the phone. The notary contacted Merchants and learned there was no such rate change.
Holter said the company normally does not contact notaries about their bonds by telephone.
“If you get a call from someone claiming to be from Merchants, it’s highly likely an improper call,” he said. “Never give them any personal information or credit card information over the phone.”

The Recorder’s Office is closed. While it appears documents can be submitted for eRecording, they will not be reviewed while the office is closed. Online access to recorded documents is available.
The Assessment Office is closed. Assessment information can be viewed online.
The Register of Wills is closed. The information previously available through the Court’s online system can still be searched.
The Prothonotary is located in a different building and is, therefore, not affected by the power outage.
There is no estimate on when the power will return. We will provide updated information as it becomes available.
A long-forgotten notarial record dating back to the 1970s-1980s recently came into the possession of the archivist of the Sisters of Charity of Seton Hill in Greensburg.
Archivist Casey Bowser contacted PAN to ask what should be done with the record of Sister M. Ellenita O’Connor, S.C., who served as a notary and treasurer of the Sisters of Charity congregation in Westmoreland County from 1979-1989.
“Sister Ellenita has been retired and living at Caritas Christi, the motherhouse of the Sisters of Charity of Seton Hill, for some time,” said Casey. “Recently, the Sister Servant and Administrator of Caritas Christi began helping Sister Ellenita clean out her room. In addition to priceless family films from the 1920s, her notarial record was sent to our archives.”
According to Casey, the archives hold all the records of the congregation, including information relating to the sisters’ lives and missions.
After speaking to a member of PAN’s Communications Department, Sister Ellenita’s notarial record was sent to the Westmoreland County Recorder of Deeds office.
It's been nearly two years since Pennsylvania's notary law, RULONA (Revised Uniform Law on Notarial Acts) was instituted. Check out the video to see if you are RULONA-compliant.
A forged notary signature used by man to file for divorce.
A Houston-area man faced a judge after deputies said he fraudulently filed and completed a divorce from his wife without her knowing or consenting. The court had already filed the final divorce decree.
Deputies investigated and learned that Paul Nixon, 51, submitted forged documents and false information to the courts, including a forged waiver of service that listed a false address and phone number for his wife, Edna. In addition to the false info provided, the waiver of service also included a forged notary signature in which Nixon spelled the notary’s name wrong.
He has been charged with aggravated perjury for allegedly lying to the courts about the validity of the forms and the information on them. His wife set a motion to set aside the divorce and the court has since granted her motion due to the divorce being filed fraudulently.
