Milford Housing Development Corporation (MHDC), a value-driven affordable housing developer, is a 501(c)(3) nonprofit corporation headquartered in Milford, Delaware. Founded in 1977, we are known for our open-minded approach, commitment to quality, and have a caring and sound passion for clients and staff alike. Like other nonprofit housing agencies, the agency was led only by a dedicated board of directors for many years, accomplishing several housing projects. In 1994, MHDC hired its first employee. Within a few years, growth had begun. By 1997, MHDC had completed development of its first affordable, senior rental complex and had become the first and only Delaware-recipient of the Self-Help Housing Program award from USDA Rural Development (USDA RD).

Currently, MHDC owns fourteen affordable rental complexes, owns seven units of transitional housing, and oversees the management of more than 2,000 affordable rental units. In addition, MHDC is the only agency operating the Self-Help Housing Program in Delaware. MHDC has developed almost 200 Self-Help homes in lower Delaware; thereby assisting over 200 families realize their dream homeownership. Whether its rental housing for seniors or people with disabilities, transitional housing for families and single mothers, or first-time home for low- to moderate-income families, MHDC handles every aspect of housing construction. This includes acquiring the land, securing the appropriate zoning and permits, preparing building plans, warehouse materials, completing site preparation and overseeing or handling construction. MHDC acquired the Emergency Home Repair Program in 2011, along with all of their paid staff members, from the First State RC&D Council, Inc. This move further enhances MHDC to be a one-stop shop for affordable housing solutions and ensures the long-term vitality of this extremely important home rehabilitation program.

MHDC is currently seeking a Home Repair Manager!

Duties include: supervision to Home Repair staff, prepare reports and summaries as required by funders and supervisors, complete monthly billing to appropriate fund sources, give presentations to organizations and groups on MHDC’s housing programs, ensure client records are being maintained, ensure quality control, and monitor schedules and timelines for each project.

Delaware State Housing Authority (DSHA)

Today, Governor John Carney and DSHA announced a new program that will provide emergency assistance to renters impacted by shutdowns, closures, layoffs, reduced work hours, or unpaid leave due to the COVID-19 health crisis.

The Delaware Housing Assistance Program (DE HAP) will provide eligible households up to $1,500 in assistance, with payments made directly to the property owner or utility company.

[03/25/20]   Greetings. We wanted to let you know what we are doing to protect the people we serve, our staff and volunteers during the COVID-19 pandemic. We want to ensure everyone is safe and we want to keep our families safe. We will be following guidance and directives from our local, state and national leaders and will do our part to prevent the spread of the disease.
Effectively immediately our corporate office is closed to visitors. We want to continue to provide you and the community with the vital services we offer, which is affordable housing for all. In order to do so we have had to implement certain precautions and changes to allow us to continue to do so We are still taking calls from families to find out how we can help them in their journey because we know that having a home to call your home is fundamental. We are still offering 1 on 1 counseling sessions via email, phone, conference call and other technologies as we onboard those processes. We are still packaging and processing loans for our wonderful homeownership programs. However, our staff will be working remotely for the time being to reduce the possibility of community spread. When working with your Specialist it is best to email, fax or mail your paperwork. Please be patient with us. Our mission remains your goal of homeownership.
Our Self-Help job site will close for one week beginning March 23rd and will reopen on April 1 pending updates to the State restrictions. Construction sites can be open, but out of an abundance of caution we are closing for 1 week to assess our strategies and social distancing practices for onsite construction.
We are still working on home repair solutions through the variety of programs we offer. We have made some changes there too. We will only be conducting exterior inspections. Heater repair and replacements have been put on hold. Unless the electrical issues are severe (an electrical panel malfunction or major power outage in the home), minor repairs will be postponed until the State restrictions on Staying Home are lifted.
Our rental communities are vital to what we do. Tenants, please utilize the drop boxes to provide documentation or rent checks or call the property manager and schedule an appointment. If you are a tenant with a maintenance emergency, please use the emergency number to contact maintenance so they may assess the issue and respond appropriately. The community rooms will not be open during the State restrictions.
We appreciate your understanding during this time as we navigate the global pandemic COVID-19, Coronavirus. Our lines of communication will remain open and we will continue to move our business forward. We remain as passionate today as ever to serve our community and do what we can to help stem this tide. We hope you and your family remain in the best of health.

These include transitional housing, rental housing, Self-Help Housing, home repairs and rehabilitation, financial fitness, property management, preservation, and single-family new construction. MHDC’s provides a variety of housing solutions, tailored uniquely to meet each individual’s needs, including: • MULTI-FAMILY RENTAL PROGRAM - MHDC owns affordable rental units for families and seniors at our below 60 percent Area Median Income (AMI). The property management company owned by MHDC oversees more than 2,000 affordable rental units. • SELF-HELP HOUSING PROGRAM – MHDC’s premier homeownership program is offered as an alternative path to homeownership for families. MHDC staff provides eligibility determination, loan packaging/processing, pre-construction training, construction training, onsite construction guidance skill training, and post-homeownership counseling. Working in small groups of families, participants help build each other’s homes during a year-long construction process at 30 hours a week. On average, our families' put in over $32,000 in sweat equity per home. • EMERGENCY HOME REPAIR PROGRAM – MHDC became stewards of this well-known, high-performing program in the fall of 2011. Roughly half of all those served by the program were of minority status and 65 percent of all homes repaired were owned by senior citizens and/or persons with disabilities. • NEW CONSTRUCTION, SINGLE-FAMILY HOUSING PROGRAM - Provides conventional homeownership programs where participants design homes based on individual choice. MHDC staff completes all phases of the construction and includes: credit counseling, assistance obtaining a mortgage; financing options; mortgage and financing terms; closing procedures; and homeownership counseling. • PRESERVATION ACTIVITY - MHDC prevents existing affordable housing units from becoming substandard, by acquiring vacant, foreclosed homes, rehabilitating them, and bringing them up to code. Funding is secured and packaged by MHDC staff through loans and grants. Other activities include pre- and post-occupancy counseling and financial literacy training. We believe providing these services meets the needs of our communities, fulfills our mission, and promotes community stabilization.
