Milford Housing Development Corporation (MHDC), a value-driven affordable housing developer, is a 501(c)(3) nonprofit corporation headquartered in Milford, Delaware. Founded in 1977, we are known for our open-minded approach, commitment to quality, and have a caring and sound passion for clients and staff alike. Like other nonprofit housing agencies, the agency was led only by a dedicated board of directors for many years, accomplishing several housing projects. In 1994, MHDC hired its first employee. Within a few years, growth had begun. By 1997, MHDC had completed development of its first affordable, senior rental complex and had become the first and only Delaware-recipient of the Self-Help Housing Program award from USDA Rural Development (USDA RD).

Currently, MHDC owns fourteen affordable rental complexes, owns seven units of transitional housing, and oversees the management of more than 2,000 affordable rental units. In addition, MHDC is the only agency operating the Self-Help Housing Program in Delaware. MHDC has developed almost 200 Self-Help homes in lower Delaware; thereby assisting over 200 families realize their dream homeownership. Whether its rental housing for seniors or people with disabilities, transitional housing for families and single mothers, or first-time home for low- to moderate-income families, MHDC handles every aspect of housing construction. This includes acquiring the land, securing the appropriate zoning and permits, preparing building plans, warehouse materials, completing site preparation and overseeing or handling construction. MHDC acquired the Emergency Home Repair Program in 2011, along with all of their paid staff members, from the First State RC&D Council, Inc. This move further enhances MHDC to be a one-stop shop for affordable housing solutions and ensures the long-term vitality of this extremely important home rehabilitation program.

With a goal to complete the ten-home project by the end of 2020, Milford Housing Development Corporation will build and sell a total of four new homes on properties donated by the City of Laurel. Sussex County Habitat will rehab and sell six homes; three are completed and a fourth is currently under construction. On Thursday, November 1st, Resource Development Specialist, Susan M. Davis, and Repair Programs Manager, Debbie White, represented MHDC at The Potter Charitable Trust Foundation’s Grantees’ Luncheon. It was held at the Boys and Girls Club in Dover and representatives from The CenDel Foundation, The Potter Charitable Trust, and The Delaware Community Foundation were on hand to present a $30,000 grant to MHDC. This money will benefit low income families in Kent County who are in need of urgent repairs that will allow them to stay safely in their homes. Col Benjamin Potter, a Milford merchant who died in 1843, left some money to family and friends, but even more to be used to help the poor. He likely had no idea that his gift would continue to help low income citizens in Kent County 175 years later. We are so grateful to once again be granted his assistance.

MHDC’s provides a variety of housing solutions, tailored uniquely to meet each individual’s needs, including: • MULTI-FAMILY RENTAL PROGRAM - MHDC owns affordable rental units for families and seniors at our below 60 percent Area Median Income (AMI). The property management company owned by MHDC oversees more than 2,000 affordable rental units. • SELF-HELP HOUSING PROGRAM – MHDC’s premier homeownership program is offered as an alternative path to homeownership for families. MHDC staff provides eligibility determination, loan packaging/processing, pre-construction training, construction training, onsite construction guidance skill training, and post-homeownership counseling. Working in small groups of families, participants help build each other’s homes during a year-long construction process at 30 hours a week. On average, our families' put in over $32,000 in sweat equity per home. • EMERGENCY HOME REPAIR PROGRAM – MHDC became stewards of this well-known, high-performing program in the fall of 2011. Roughly half of all those served by the program were of minority status and 65 percent of all homes repaired were owned by senior citizens and/or persons with disabilities. • NEW CONSTRUCTION, SINGLE-FAMILY HOUSING PROGRAM - Provides conventional homeownership programs where participants design homes based on individual choice. MHDC staff completes all phases of the construction and includes: credit counseling, assistance obtaining a mortgage; financing options; mortgage and financing terms; closing procedures; and homeownership counseling. • PRESERVATION ACTIVITY - MHDC prevents existing affordable housing units from becoming substandard, by acquiring vacant, foreclosed homes, rehabilitating them, and bringing them up to code. Funding is secured and packaged by MHDC staff through loans and grants. Other activities include pre- and post-occupancy counseling and financial literacy training. We believe providing these services meets the needs of our communities, fulfills our mission, and promotes community stabilization.
