Touro University Nevada School of Physical Therapy was founded in 2008 and offers an Entry-level Doctorate of Physical Therapy (DPT) program. The School of Physical Therapy’s philosophy is aligned with the institutional mission of To Serve, To Lead, and To Teach. It is the role of the physical therapist (PT) to help individuals enhance the quality of their lives – by providing therapies, consultation, and educational outreach. Our Doctor of Physical Therapy program will prepare students for all this and more, through our unique focus on creating practitioner leaders who thrive in a variety of healthcare contexts. Touro University Nevada was established to help address critical needs in health care and education, and as a resource for community service in the state of Nevada. A non-profit, private institution affiliated with an international system of higher education, the university opened its doors in 2004 with 78 medical students. Today, TUN is home to more than 1,400 students in a wide range of degree programs in allied health sciences and education, as well as osteopathic medicine. Many of these programs are the first of their kind in the state of Nevada. The TUN campus is also home to both a full-service, multi-specialty physicians office, staffed by practicing faculty members, and a multidisciplinary Center for Autism and Developmental Disabilities. On May 2nd, 2019, the US Department of Health and Human Services released the final Denial of Care rule which encourages healthcare providers who object to healthcare services based on religious or moral grounds to discriminate against LGBTQ patients, people living with HIV, and women seeking reproductive healthcare services.
PT Proud is issuing the following statement regarding this final ruling:
We applaud and reiterate APTA’s stance published on May 2nd, 2019:
“APTA strongly opposes any rule that promotes the freedom of health care providers to deny services to patients based on religious beliefs. Such actions run counter to the Code of Ethics for the Physical Therapist and the principle of patient-centered care.
APTA's policy on commitment to person-centered services states: "Denying services based on religious or personal objection may encourage health care professionals to shift from a person‐centered focus to one aimed at the needs or beliefs of the provider."
PT Proud, housed in the HPA Section of APTA, was formed over the past 18 months. Its mission is to unite PTs, PTAs, and students towards a common goal of affecting change in the profession of physical therapy through advocacy, policy, and promotion of competency/humility education around sexual and gender minority health. We aim to address health disparities, work toward health equity and positively affect the healthcare experience of LGBTQIA+ patients, students, and clinicians.
The APTA’s code of ethics provides a roadmap for our profession to provide care in the most ethical way possible; it does not lend itself to exceptions of who we provide that care to based on any personal belief held. While many folks in our profession and in healthcare may glance at this ruling and feel it may not apply directly to physical therapy, we want to provide the broadened perspective that it does, indeed, apply to all of us as clinicians, faculty, and students. The denial of care encourages discrimination of already vulnerable patient populations facing frequent and pervasive discrimination when seeking healthcare, including sexual and gender minority patients. While the physical therapy literature, itself, is often silent on specific examples with these communities, the healthcare literature in general is very clear that these communities already face major healthcare disparities directly attributable to healthcare provider bias and discrimination.
PT Proud is committed to helping our profession with inclusive practices for all patients and in helping educate our professionals and students in the area of health and healthcare disparities that exist for these communities. This ruling is antithetical to the mission of what we do and to APTA’s core values and our core ethics. It endangers the lives of sexual and gender minorities by encouraging healthcare providers to refuse care based on personal held beliefs.
