The Department of Finance provides support services to the entire organization. Our responsibilities include: budget compilation, development, and monitoring; grant and intergovernmental revenue administration; business registration administration; alcoholic beverage tax and fee billing, collection, and monitoring; property and equipment risk management and loss control; banking relations; investments of funds on hand; debt service analysis and bond payments; utility billing and related customer service; purchasing management; parking facilities operations; and financial reporting.
The Department’s records are examined annually by an independent accounting firm. The audit is a part of the comprehensive annual financial report that is available on-line. The annual budget is also available on this site. The Department of Finance contains four programs: Finance Administration, Collections, Utility Billing, and Purchasing.
Operating as usual
There is an opening in the Arts & Humanities sub-committee on the Outside Agency Review Panel. This review panel will review applications for outside agency services and recommend award amounts for the 2014 Budget cycle. Members of this panel are appointed by the Board of Directors.
The Arts & Humanities sub-committee is comprised of two Fort Smith citizens who are knowledgeable of arts and humanities and not directly related to any agencies that are applying for funds through the outside agency funding program. The appointment will be for a 2 year initial term.

[07/30/12] The City of Fort Smith Water Department wants to inform you that we are changing the payment processor for our online banking effective August 1, 2012. Due to the change you will not be able to schedule a payment past July 31st until after the transition. When you log on in August, you will need to enter your banking information again because your stored data cannot be carried over. Please note that the payment process will have a different flow to it than before, due to the new way we have to interact with the processor. We apologize for this inconvenience, but once the change is made everything will be back to normal in August.
