On April 16th, the IJIS Institute is hosting a webinar on the impacts of video evidence on the #CriminalJustice domain. The workshop will present a case study on the analysis of the processes for review and the handling of video evidence as it impacts the entire criminal justice system.
The presenters will report on the collaborative work with prosecutors and other stakeholders across the criminal justice system to determine staffing and the creation of a cost model to evaluate alternative policies for implementation. The U.S. Department of Justice (DOJ), Office of Justice Programs (OJP) Bureau of Justice Assistance (BJA) is seeking applications for the fiscal year (FY) 2019 Body-Worn Camera Policy and Implementation Program. This program furthers the Department’s mission by promoting the safety of law enforcement officers and citizens.
Law enforcement agencies across the United States and throughout the world are using body-worn cameras (BWCs) as a promising tool to improve evidentiary outcomes, and enhance the safety of, and improve interactions between, both officers and the public. The FY 2019 BWC Policy and Implementation Program (PIP) directly supports a key priorities of the Department of Justice by promoting the safety of law enforcement officers and citizens. BWCs can provide critical visual and audio records of interactions. A growing body of research findings indicate that the presence of BWCs can reduce the use of force by assisting in the de-escalation of conflicts. Research also suggests that BWCs can have a moderating effect on citizens and can help strengthen accountability and transparency in citizen-police interactions.

The Bureau of Justice Statistics and RTI International recently released a report examining victimization law enforcement data from the National Incident-Based Reporting System (NIBRS) to examine whether violent crime increased in portions of Montana and North Dakota located within the Bakken shale formation. The study focused on the years 2006 to 2012, a period of rapid expansion in oil drilling and production in the area. Results show that rates of violent victimization increased from 2008 to 2012, the key period during which oil production activity boomed in the Bakken region. During this same period, violent victimizations did not increase in nearby counties outside of the Bakken region. Additional data examined as part of the report show that relatively swift socioeconomic changes and population growth preceded the increase in rates of violent victimization. The rate of aggravated assault increased more than other violent crime types, rising approximately 70%. Between 2008 and 2012 there was a significant increase in interpersonal violence against both males and females. While males experienced a higher increase in violent victimization during this period, the annual rate of female violent victimization was consistently higher than the annual rate for males for each year between 2006 to 2012. IJIS Institute Begins as the Industry Working Group
In the first half of 1999, the U.S. Department of Justice (DOJ), Office of Justice Assistance (OJP), Bureau of Justice Assistance (BJA) invited members of the justice information technology community to participate in national-level discussions around integrated justice and how it is designed, specified, and procured. The DOJ 📷also sought industry input on issues such as IT technical and functional standards that are employed by justice agencies. To answer this call, industry leaders formed an advisory group comprised of representatives from firms with strong criminal justice expertise. This group came to be known as the Industry Working Group (IWG).
The IWG Becomes the IJIS Institute
In April 2001, the IWG formed the Integrated Justice Information Systems (IJIS) Institute as a nonprofit corporation. This independent organization was formed to undertake the many activities that an ad-hoc group, such as the IWG, could not participate in because of its lack of a legal structure. A Board of Directors was elected by the membership to oversee the IJIS Institute’s activities.
