On October 16, 2018, the Alexandria Beautification Commission held its annual awards ceremony at the Lyceum in Old Town Alexandria. The theme for the commission: “How Green Spaces Improve the Quality of Life.” Excellence in Architecture is awarded for new construction, additions, improvements, and historical renovations.

Land, Carroll & Blair, PC congratulates Wesley Housing and Fairlington Presbyterian Church for receiving approval in November 2018 from the Alexandria City Council for the redevelopment project.
The project redevelops an underutilized parking lot into 75-81 units of high-quality, affordable rental housing. Attorney Duncan W. Blair was land use counsel for Wesley Housing Devleopment Center on this project. He collaborated with Wesley Housing, Fairlington Presbyterian Church and the community to review presentations of concepts, to hear and address concerns at community table talks and meetings and Alexandria City Council hearings.

St. James Plaza Wins Two Regional Awards
Land, Carroll & Blair, PC congratulates AHC, Inc. on winning two prestigious regional awards. Attorney Duncan W. Blair was land use counsel for the AHC Inc. on this project.
In November, the property was named the Best Affordable Housing Development at the 2018 Virginia’s Governor’s Housing Conference. The award goes to a housing development that is “innovative in its concept and design and exceptional in meeting the needs of the targeted client population.”
Earlier this fall, St. James Plaza was awarded the 2018 Excellence in Construction Award by the Metro Washington and Virginia Chapters of Associated Builders and Contractors. Many thanks to the wonderful team who created the building – Cunningham | Quill Architects and Harkins Builders.

It was a exactly a year ago today that our partner and close friend, Richard Mendelson, passed away from cancer. We miss him greatly. If you knew Rick, you were fortunate. He was kind, caring and conscientious. So much character. I don’t believe I have ever met a man of more integrity.
Rick, I miss our lunches and late afternoon discussions. I miss our talks about the Skins, the Nats, the Wizards and the Hoos. I miss your counsel. The firm would never have been what it is without you. I miss you.

CAS Riegler Companies spins an award-winning design for reuse of historic Cotton Mill!
Land, Carroll and Blair would like to congratulate their client, CAS Riegler and the Design Team for winning the NHBA Award for adaptive reuse of The Mill. Duncan Blair steered them through the land use and zoning approval process to redevelop the building in to a multi-family dwelling, which was previously, among other historic uses, a long-time Cotton Mill.

We are deeply saddened to announce that our friend and law partner, Richard S. Mendelson, passed away Monday night after a long and courageous fight with pancreatic cancer. Rick was the consummate gentleman lawyer, who was a model of collegial, ethical conduct, handling each matter with grace and zealousness. He was an active member of the Alexandria Bar, and was elected its president in 1992. He was also active in the Virginia State Bar, serving on Bar Council from 1993 – 1999 and instructing on continuing legal education seminars on ethics, evidence and real estate disputes.
Rick was a third generation Alexandrian, who graduated from George Washington High School. After graduating from the University of Virginia and its School of Law, he began his legal career in 1969 with the law firm of Fagelson, Schonberger, Billowitz & Grenadier in Alexandria, focusing on real estate law. In 1975, he joined the Commonwealth’s Attorney’s Office, and became the Deputy Commonwealth’s Attorney for the City of Alexandria in 1981, serving the community as a prosecutor for ten years. He joined Land, Clark, Carroll and Mendelson in 1985, and worked diligently with us almost until his passing, simply because he loved the practice of law.
Funeral services will be held at Temple Beth El Congregation, 3830 Seminary Road, Alexandria, on Thursday, May 19, 2016 at 11:00 a.m.

This is the inaugural event for the Trust for the George Washington Memorial Parkway, a Virginia nonprofit corporation, organized and established to serve as a private philanthropic partner with the National Park Service to financially support the 4th most visited park unit in the United States, the George Washington Memorial Parkway.
