Si Positive # 12 ay 69 taong gulang na babae. Naninirahan sa Brgy. Poblacion 4, walang travel history pero ito ay nakaranas ng sintomas at agad isinailalim sa SWAB Test noong September 30, 2020 lumabas ang resulta ngayon Oct. 2, 2020.

Sa kasalukuyan po ay isinasagawa na ang contact tracing. Kaya po kung wala naman importanteng gagawin ay huwag lumabas ng mga tahanan.

Sabay sabay po tayo na manalangin para sa mabilis na pag galing ng ating covid patient. Maraming salamat po.

Local Channel Quezon Province

BREAKING: Quezon Province will be placed under General Community Quarantine from August 16 to 31.

The remaining areas in the country will be placed under MGCQ. While Metro Manila, Laguna, Rizal, Bulacan and Cavite, the quarantine classification will be announced next week.

On the Opening of Classes

This morning, we received a memorandum from the Office of the President that the President has already made the decision in respect to the recommendation that I have submitted to him on August 6, in response to the implications of imposition of Modified Enhanced Community Quarantine (MECQ) in Metro Manila and in the provinces of Cavite, Bulacan, Laguna and Rizal.

As per the memorandum, the President has given approval to the recommendation of DepEd. Thus, we will implement such a decision to defer school opening to October 5 pursuant to Republic Act No. 11480. We shall use the deferment to provide relief to the logistical limitations faced by the areas placed under MECQ and to fill in the remaining gaps of the school opening that we are currently addressing.

Areas outside MECQ are directed to continue their orientations, dry runs, and delivery of learning resources so that we will be ready for the opening of classes on October 5.

We trust that this is the final adjustment of the school opening. Even with the implementation of MECQ, we will use this time to make the necessary adjustments and ensure that all preparations have been made for the successful opening of classes for School Year 2020-2021.

Nitong alas-Diyes ng umaga ay ipinaalam ng ating Provincial Epidemiologic Surveillance Unit (PESU) na mayroong kasong nagpositibo na nakatira sa ating Bayan.

Ayon sa imbestigasyon na ginagawa ng ating lokal na pamahalaan, napag-alamang ang pasyente ay kasalukuyang nasa Tayabas, at huling nanggaling sa ating bayan nitong ika-22 nang Hulyo 2020. Ang naturang pasyente ay walang mga sintomas simula nang umalis sa ating bayan. Siya ay dumalo sa isang pagsasanay kung saan siya ay may nakasamang nagpositibo sa COVID-19. Dahil dito, silang mga magkakasama sa training ay ipinatest kahapon. Bago pa man gawin ang RT-PCR test kahapon, ang pasyente ay sumailalim muna sa rapid testing, na ang resulta ay naging negative.

Lumalabas na mataas ang tsansang sa training niya nakuha ang mikrobyo at hindi sa ating bayan.

Gayun pa man, kasalukuyan pa ring nagsasagawa ng contact tracing ang ating RHU sa tulong ng kapulisan upang mabantayan at magabayan ang kanyang mga naging contacts bago umalis bilang karagdagang pag-iingat ng ating lokal na pamahalaan. Bukod dito, patuloy nang nakikipag-ugnayan ang tauhan ng ating munisipyo sa iba't ibang ahensya upang masiguradong nabibigay ang mga pangangailangan ng pasyente kahit na siya ay nasa ibang lugar.

Bagaman wala dito ang naturang pasyente, hinihintay pa ng ating lokal na pamahalaan ang validation ng resulta at opisyal na pahayag ng PESU, at isinasagawa ang tracing upang mabantayan ang kanyang contacts, pinapaalalahanan ang lahat na ipagpatuloy ang pag-iingat upang hindi mahawa at kumalat ang sakit:
1. Kung hindi kailangang lumabas ay huwag na munang lumabas ng bahay. Bawala pa rin lumabas ang mga may edad 20 taong gulang pababa at 60 taong gulang pataas, at may mga sakit, maliban kung para sa trabaho at pangagailangang medikal.
2. Kung kinakailangang lumabas, panatilihin ang layong 2 metro mula sa ibang tao.
3. Laging isuot ang mask kapag nasa labas ng bahay. Siguraduhing natatakpan ang ilong at bibig sa lahat ng pagkakaton maliban kung kakain.
4. Ugaliing maghugas ng kamay o gumamit ng alcohol.
5. Kung may mga sintomas gaya ng lagnat, ubo, pananakit ng lalamunan, at hirap sa paghinga, agad ipagbigay-alam sa RHU o sa inyong BHERTs upang kayo ay mabantayan at magabayan. Kung nakakaranas ng ganitong mga sintomas ay manatili muna sa sariling bahay habang minomonitor ng inyong kanya-kanyang Barangay Health Emergency Response teams.

On August 28, 2019, President Rodrigo Duterte inked into law a bill recognizing July 25 of every year as National Campus Press Freedom Day.

The “National Campus Press Freedom Day Act” or Republic Act 11440 reads that the State shall, “promote, protect, and safeguard the constitutionally guaranteed right to freedom of expression, speech, and of the press.”

"As part of media, the campus press is an important institution in promoting and protecting the freedom of the press and the freedom of expression,” the law added.

However just yesterday, the College Editors Guild of the Philippines (CEGP) filed a complaint at the Commission on Higher Education and Commission on Human Rights to condemn several campus press freedom violations including cases such as censorship, harassment, administrative interventions, and withholding of funds against student publications across the Philippines.

Despite the challenges that the campus publications and even the media institutions are currently facing, let us always remember that it is not only during this day the campus press "freedom" act must be observed. The struggle to achieve ultimate freedom continues every single day. As what the CEGP has always said, "To write is already to choose."

Leadership experiences of two former generals and now local chief executives show the importance of strengthening community resources and using technology to manage the impacts of COVID-19 pandemic.

Mayor Fernando L. Mesa of Alabat, Quezon and Mayor Benjamin B. Magalong of Baguio City, Benguet served as resource speakers in a webinar titled “COVID D' Etat: Taking Over the Pandemic” held this afternoon. This is the second episode of the webinar series on LGU governance and policy organized by the Center for Strategic Planning and Policy Studies (CSPPS) of CPAf.

Mayor Mesa, retired major general of the Armed Forces of the Philippines, shared various strategies implemented by the Local Government of Alabat despite its limited resources. These include the activation of the Incident Command System, budget allocation, enforcement of protocols, contact tracing, and strong partnership with the Alabat Island District Island. Mayor Mesa also emphasized the initiatives to “keep the economy moving.” The LGU bought food items from local farmers and producers and distributed them to households. Farmers, mostly women, were also trained to produce virgin coconut cooking oil, which provided them with additional source of income.

Meanwhile, the presentation of Mayor Magalong focused on Baguio City’s contact tracing e-system, which includes COVID-19 Data Collection Tool, GIS Platform, and Analytical Tool-Link Analysis. The system, among its many uses, allows real-time monitoring, visualization, and tracking down close contacts of patients. The use of technology is among the eight basic principles in contact tracing that Mayor Magalong discussed. Another principle he stressed out was cognitive interviewing skill as the key to efficient collection of information. Mayor Magalong is a former Director General of the Philippine National Police.

The CSPPS regularly conducts policy seminars to promote public awareness on current issues on food security and sustainability, water and development, social policy and institutions, and local governance.
