💉 It is projected that Pfizer and BioNTech will make $13bn profit in the upcoming year. National governments pay high prices to the pharmaceutical companies to be the first ones to get access. Are these profits justified? Who funded their research?

💡UAEM has been mapping & tracking public funding into Covid-19 research and found that €375 million were granted to BioNTech by the German Federal Ministry of Education and Research. Pfizer's vaccine involves public money.

Access-oriented licensing policies such as ETAF might attract non-traditional funders and position universities for foundation-
sponsored partnerships (think Gates Foundation)

Today, the first day of Access to Medicines Week 2020, marks an important turning point in the global COVID-19 response. The news of a highly effective vaccine, developed by big pharma giant Pfizer and German biotechnology company BioNTech, is certainly news to celebrate.

But will this vaccine be available and affordable to all?
A recent assessment by the One campaign scored Pfizer and BioNTech 2.8/15 for accessibility. This poor score, which indicates that the companies are ‘impeding access’, was given because:

1. The companies have not made any solid commitments to the WHO’s COVAX initiative, a mechanism aiming to ensure equitable global distribution of COVID-19 vaccines.

2. There has been no declaration that the vaccine will be sold at cost-price.

3. There has been no declaration that the IP required to manufacture the vaccine will be made publicly available on a voluntary non-exclusive license. As several patents are required to manufacture this vaccine, governments or companies seeking to create and distribute their own version of this vaccine would have to gain compulsory licenses for several patents, providing a major IP obstacle.

In comparison, AstraZeneca scored 8.6/15, and was therefore classified as having ‘room for improvement’ rather than ‘impeding access'. Given there are still several issues preventing access to the AstraZeneca vaccine, largely due to a lack of transparency on costs and the fact that they have made several unilateral deals with wealthy countries, it really shows just how bad the Pfizer vaccine is in terms of access and affordability.

A COVID-19 vaccine must be made available and affordable for everyone, regardless of nationality or wealth, in order to end this pandemic. Big pharma companies and Universities have a responsibility to make sure that this is the case.

WILBERT BANNENBERG

Wilbert Bannenberg is a medical doctor, MSc in Public Health and MSc in Epidemiology.
He has 35 years’ experience as a public health consultant, in which he completed more than 150 missions to low- and middle-income countries (LMICs) in the field of strengthening pharmaceutical systems for Ministries of Health, international development agencies and NGOs. Most of his missions have been to sub-Saharan Africa, but he has also covered A
sia, the Caribbean and South America.

From 1996 to 2003 he was WHO adviser to the South African Department of Health on the implementation of the National Medicines Policy and coordinated its South African Drug Action Programme (SADAP).

Since 2003 he is a senior partner and pharmaceutical systems consultant in HERA, a consultancy firm in Belgium specialised in health economics, health reform and pharmaceutical systems strengthening.

From 2008-2012 he was the Technical Director of the Medicines Transparency Alliance. From 2011-2014 he coordinated the SADC Trade, TRIPS and Access to Medicines project in Southern and Eastern Africa. Between 2012 and 2015 he was team leader of the ADB financed Drug Safety Project in Mongolia.

In July 2018 Wilbert set up the Pharmaceutical Accountability Foundation, which aims to ensure access to excessively priced medicines in high-income countries using competition law, IP law and Human Rights principles.

It is ELLEN ''T HOEN

Ellen ‘t Hoen is the director of Medicines Law and Policy. She is a lawyer and public health advocate with over 30 years of experience working on pharmaceutical and intellectual property policies.

She was the policy director of the MSF (Doctors without borders) Access campaign from 1999-2009 and is founder of the Medicines Patent Pool. Several times she was listed as one of the 50 most influential people in intellectual property by the journal Managing Intellectual Property.

She has published widely and is the author of the book The Global Politics of Pharmaceutical Monopoly Power, Drug patents, access, innovation and the application of the WTO Doha Declaration on TRIPS and Public Health” (2009).

She is a member of the WHO Expert Advisory Panel on Drug Policies and Management, the Lancet Commission on Essential Medicines, the Advisory Board of Universities Allied for Essential Medicines (UAEM) and the Editorial Board of the Journal of Public Health Policy.

Since 2012 she works as an independent consultant in medicines law and policy for a variety of international organisations. She is also a researcher at the University Medical Centre at the University of Groningen.

Natalie Rhodes is a member of UAEM's European Coordinating Committee and has been leading the European efforts for UAEM's new COVID-19 public funding mapping tool. Natalie joined UAEM's Maastricht chapter in 2018 whilst studying for her MSc. in Global Health where she conducted research into the role of buyer's clubs in access to medicines. Alongside her work with UAEM, Natalie is a member of PHM UK, teaches at Maastricht University's Global Health MSc programme.
